Two ranking leaders of the New People’s Army (NPA) operating in Ilocos and Cordillera regions surrendered after successful negotiations last Monday.
Chief Inspector Julius Suriben, chief of the Police Regional Special Operations Group (RSOG), identified the NPA leaders as Samuel Compalas alias "Dawing", 53, team leader of Party Group (PG) Polaris Team 2 of the Kilusang Larangang Gerilya (KLG) De Lara; and Dominador Angdos, 47, assistant team leader of NPA's PG Venus.
Both units belong to the NPA's Ilocos-Cordillera Regional Committee (ICRC).
The two NPA leaders surrendered to joint elements of RSOG, Naval Intelligence and Security Group-Northern Luzon NISG-NL), Candon City Police Station and Regional Mobile Group 1 at about 4:00 p.m. Monday in Barangay San Juan, Candon City.
Chief Superintendent Ramon V. Gatan, Police Regional Director of Region 1, said that Compalas and Angdos have standing warrant of arrests for murder cases issued by Judge Gabino Balbin Jr. of the Regional Trial, Court Branch 23 in Candon City, Ilocos Sur.
“Compalas is also wanted for another crime of murder (CC No. 1978-C) and for robbery (CC No. 2191) filed before the same court,†Gatan said.
Before his surrender, Compalas was the target of Police Region 1 COPLAN “DAWING†as he carries a P150,000 bounty for his capture as provided for under Joint Order 10-2009 dated April 23, 2009.
Gatan said the series of surrenders among the communist rebels and supporters show that they are already fed up and dismayed with the false promises and horrible lifestyle of the underground movement.
He also said that the surrender of the two ranking NPA leaders was another breakthrough in achieving the goal of the Arroyo administration of eradicating the insurgency problem posed by communist rebels at least by 2010.
“The surrender of Compalas and Angdos was attributed to the massive information campaign and tactical operations conducted by anti-insurgency elements in the area with the cooperation of various sectors of the community,†he added.
He called on other members and supporters of the NPA to lay down their arms and return to mainstream society.
Likewise, he expressed gratitude to the people of Ilocos Sur for their unwavering support to the troops operating in the province.(PNA)
