New cop chief assumes post in Region 12

GENERAL SANTOS CITY -- Former Philippine National Police (PNP) Maritime Group head, Chief Supt. Marcelo Morales, formally assumed on Wednesday as the new chief of the Police Regional Office (PRO)-12.

Morales, who was assigned to his new post effective Dec. 11, took over the PRO-12 leadership in a simple turnover ceremony held at the regional headquarters in Barangay Tambler here.

He replaced Chief Supt. Cedrick Train, who was promoted as director of the Directorate of Integrated Police Operations (DIPO) in Western Mindanao.

The two were among the six top police officers who received new assignments last Monday in another PNP leadership reshuffle.

Train, who headed the PRO-12 for one year and six months, said their reassignments were part of a regular movement of top police officers as set by the PNP central office.

His promotion to the DIPO-Western Mindanao mainly came as a result of the retirement of its former head Police Director Manuel Felix.

“This is a big challenge for me. But I will still be around as my new assignment still covers our region,” he said.

Train urged PRO-12 personnel and local stakeholders to extend their full support to the leadership of Morales, who served as deputy regional director for administration in Davao Region before heading the PNP Maritime Group last May.

He attributed his “successful” stint as PRO-12 chief to the cooperation extended by various sectors, especially the local chief executives.

“We made a lot of accomplishments because of your support. The people of Soccsksargen was our inspiration,” he said.

For his part, Morales vowed to continue with the reforms started by Train, especially in the improvement of the PRO-12 operational and administrative functions.

He specifically cited the continuing training of personnel and the strengthening local police stations and units.

“We will continue with the implementation of the existing programs and projects as well as initiate more improvements,” he said.

Under Train’s leadership, PRO-12 emerged as the top implementer in Mindanao of the PNP’s anti-drug campaign operation plan or Oplan Double Barrel.

The regional police launched a total of 1,590 anti-drug operations, arrested some 2,063 suspects and recovered around P23.5 million worth of illegal drugs.

Train initiated major improvements at the PRO-12 headquarters that led to the establishment of a modern regional training center, learning resource center, information and communication technology hub, disaster preparedness center, library and the peace and security coordination center.

Train had also served as city police director here, which was highlighted by the unit being adjudged as the best in the country for two consecutive years in 2010 and 2011.(PNA) DECEMBER 2017
