An ordinance prohibiting the manufacture, sale and possession of marble guns or “Alco Gun†was introduced before the Dumaguete City council to address its proliferation in different barangays of the city.
Authored by Councilor Nilo Sayson, the proposed ordinance stemmed from reports of village chiefs that these improvised guns are used by teenagers in hunting birds and against individuals who are at odds with each other.
Sayson said crude and toy-like as it may seem to appear, these marble guns are lethal and capable of inflicting serious bodily harm to both humans and animals.
He said humans are prone to fits of aggression or impulsive behavior such that the marble gun may be used as an implement in “the commission of random acts of senseless violence.â€
Under the proposed anti-marble gun ordinance of Dumaguete, any person engaged in its manufacture shall be punished by a fine of P5,000 or an imprisonment of not less than one year, or both at the discretion of the appropriate court. = PNA
