Local legislators strongly support Martial Law extension

DAVAO CITY – The Philippine Councilors League of the Philippines is endorsing to President Rodrigo Duterte its all-out support to the recommendation of the Department of National Defense (DND) and the Department of Interior and Local Government (DILG) on the extension of martial law in Mindanao regardless of its duration.

Davao City Councilor Danilo Dayanghirang, National Chair of the PCL, bared the decision was reached during the executive officers’ meeting in Vigan, Ilocos Sur last week based on an endorsement of the Mindanao councilors to the PCL board.

Dayanghirang in an interview Monday said Mindanaoans have noted a surge in investors who felt that their investments are more secured under martial law.

“We are in unison that investors are coming in brought about by (improved) security which paved more opportunities to invest,” Dayanghirang stressed.

During the martial law period from May to the present, Dayanghirang said PCL did not receive complaints of human rights abuses and abuses of the police and the military.

He added that no councilor came forward to complain about abuses.

In fact, local legislators wanted the military to lead the rehabilitation of Marawi City, Dayanghirang pointed out.

“Because of this, Mindanao councilors have recommended to the national board to pass a resolution addressed to President Duterte of their support to the extension of martial law regardless of duration,” he said.

Asked on assurance for respect of human rights, Dayanghirang said all institutions commissioned to monitor abuses are already established.

He said there is also the judiciary which continues to function under martial law. He said sometimes people tend to overreact to reports of abuses which are unfounded.

Last week, DND pushed for the extension of martial law in Mindanao as it is essential to completely curb threats from sympathizers of the Maute-ISIS.

DND public affairs chief Arsenio Andolong said in a report that the extension will help security forces continue their momentum in their campaign against the Daesh (the Arabic word for ISIS) and their sympathizers and not to do so will allow them to regroup again.

According to Andolong, it will also be very difficult for the rehabilitation of Marawi and the other war-torn areas if martial law is lifted.

In a press interview last month, Duterte said he will give credence to the recommendation of the AFP and PNP on extending or the lifting martial law after the December 31 deadline.

Duterte believes that the AFP and PNP would not fabricate events evolving everyday especially the corridor of Maguindanao and Marawi.

According to the President, the declaration of martial law is always dependent on what the Armed Forces and the police recommends.

“They are the two entities that would be relied upon heavily by a President or Head of State when he entertains something like extreme measures - martial law, state of emergency,” he stressed.

It may be recalled that the President declared a three-month martial law in Mindanao last May following the siege of Marawi City by the Islamic State-linked terrorists.

When it expired last July, the President requested Congress for an extension until December 31, 2017. The extension was granted by Congress.
