A Public Hearing on the Draft of Implementing Rules and Regulations (IRR) for Republic Act 11703 or “An Act Establishing in the City of Calbayog, Province of Samar, a Tertiary Hospital to be Known as the Samar Island Medical Center, and Appropriating Funds Therefor,” was held at the Office of the Sangguniang Panlalawigan in Calbayog City on May 18, 2022.
After finalizing the second draft of the IRR during the consultation meeting between stakeholders involving members of the DOH EVCHD Execom and Technical Working Group, and other concerned parties last May 16, it was presented to the general population through a public hearing, with other attendees also present via online platform whilst the event was livestreamed thru the Department of Health Eastern Visayas’ official Facebook page.
Representatives from the DOH EVCHD, city government of Calbayog, Provincial DOH and PHO Samar, hospitals, partner agencies, and different media outlets gathered to solicit comments, suggestions, and clarifications regarding the IRR as it was presented by Dr. Kristen Mae A. Yu, HFSDU Unit Head, considering all health facility regulation, licensing requirements, and other supporting health issuances providing guidelines for the establishment of the first tertiary hospital in the island of Samar.
The public consultation ended successfully as all comments were noted and duly considered by the body in consensus to all stakeholders involved.
