The
Lapu-Lapu City Council has given Mayor Arturo Radaza authority to sign a memorandum of agreement (MOA) with the Department of Public Works and Highways (DPWH) that allows the City to collect its share from the implementation of the Motor Vehicle User’s Charge Law or Republic Act (RA) 8794.
The city wants to take over the maintenance and improvement of its roads from the DPWH, which is allowed by Executive Order (EO) 124 issued in January 1987.
The EO mandates DPWH to decentralize its functions with local government units (LGUs) that have adequate technical capability.
Vice Mayor Mario Amores said DPWH is not focused on repairing dilapidated national roads in the city, and even if it’s the DPWH’s failure, the public blames the City Government.
The city had to fix large potholes stretching from Poblacion Public Market to Cordova town using its own funds. It also approved an ordinance asking DPWH to turn over to the local government unit maintenance of the road leading to Barangay Punta Engano. - pna
