Cebu Gov. Gwendolyn Garcia on Wednesday entered into a memorandum of agreement (MOA) with mayors and barangay chairmen in the province for the adoption of a solid waste management system in their localities.
Aside from the MOA, the Cebu Provincial Government will also distribute P15,000 to each barangay to buy recyclable materials from households. Each barangay is projected to earn P2 per kilo of recyclable materials.
The amount will come from the P100 million financial assistance by President Gloria Macapagal-Arroyo as seed money to all 1,093 barangays in the province.
A materials recovery facility will also have to be set up in each barangay.
â€As an example, the barangay can purchase the recyclable materials from the household at P12 then sell it at P14 to the municipal level. It can then be sold to the Province at P16. The Province can then sell it at P18. You will find it very sustainable and income-generating,†Garcia said.
Each barangay and town will have their own bank account and will be issued individual ledgers. The bank will help monitor these accounts since only withdrawals are allowed specifically for buying recyclables. Revenues will not be allowed to be used for any other purpose for at least a year.
Garcia said this will be strictly monitored and a monthly on-site monitoring team will also visit the towns and barangays.
If there are expenses shown in the ledger other than for the purchase of recyclable materials, she said officials will be sued for malversation of public funds. (PNA)
