The Department of Social Welfare and Development (DSWD) regional office is targeting to help curb the
increasing child labor in Central Luzon through its modified Cash Conditional Transfer (CCT).
Irene Crespo, chief of the DSWDs’ Technical Assistance Office, said the child laborers are among the target beneficiaries of their expanded CCT or Pantawid Pamilyang Pilipino Program (4Ps).
Crespo said the expanded program include child laborers not covered by 4Ps and not on the list of the National Household Targeting System for Poverty Reduction (NHTS-PR).
"There is an emerging and increasing concern of child labor in the region. Through the modified CCT, we would be able to ensure the safety, protection, and development of children in difficult circumstances," she said.
Aside from child laborers, she said the target beneficiaries of the expanded CCT program are those families who are displaced from their homes due to different situations such as victims of manmade and natural-made calamities, indigenous peoples migrant families, informal settlers, and families with children in need of social protections such as children with disabilities, street children, out-of-school, abandoned and abused, including those who were victims of other forms of exploitation.
She said the objectives of the modified CCT are: to bring back children from the streets to more suitable, decent and permanent homes and reunite with their families; bring back children to schools and facilitate their regular attendance; facilitate availment of health and nutrition services; enhance parenting roles through attendance to Family Development Sessions (FDS); to mainstream families with children in need of special protection for normal psycho-social functioning through 4Ps.
She said that similar to regular 4Ps, the beneficiaries of the modified CCT must also follow certain conditions.
Among the conditions include weekly attendance to FDS for the first two months; once a month attendance to FDS for the succeeding months and family counseling sessions; attendance to alternative mode of learning or formal schools; visit to health centers; and residing in a permanent home after six months of social preparation. - pna.gov.ph
