Iloilo City Mayor Against House Bill 24

Chairman of the powerful League of Cities of the Philippines (LCP) Mayor Jerry P. Treñas is registering his strong opposition against the passage of House Bill 24.

The said House Bill calls for the upgrading of capital towns of provinces without cities into full-fledged cities.

Treñas said the LCP is enjoining all City Chief Executives and their respective supporters to actively participate in opposing the passage of the House bill by calling for its outright rejection.

On the other hand, LCP National President, Mandaluyong Mayor Benjamin Abalos is enjoining all City Mayors nationwide to campaign against the bill that exempts capital towns into cities from the requirements of cityhood.

Treñas said they had worked against the cityhood of 16 municipalities that failed to come up with the requirements of being a city.

The Supreme Court (SC) had sustained its petition rejecting the new cities by branding the new cities as unconstitutional. - Sun Star Iloilo

Based on the Philippine Standard Geographic Code there are:

80 provinces (excludes the now-defunct province of Shariff Kabunsuan)
120 cities (includes: 33 highly-urbanized, 5 independent component and 82 component cities)
1,514 municipalities (includes the 16 former cities whose charters were nullified by the Supreme Court on November 2008)

Outside of Metro Manila, the province with most number of cities is Negros Occidental with 13 including Bacolod which is already classified as a highly urbanized city. While only Pateros is the remaining place in Metro Manila that is still a Municipality.

Here are provinces in the Philippines that doesn't have a city:
