An independent candidate for councilor of Magsingal, Ilocos Sur was shot dead in broad daylight by two unidentified motorcycle-riding men last Thursday afternoon.
The victim, who was a retired provincial manager of the National Food Authority (NFA), was identified as Cecilio Tolentino, 65, who was shot dead in front of his house in Barangay San Vicente, Magsingal.
The incident happened 22 days after the ambush-slaying of another candidate for councilor in Sta. Maria town.
Investigation showed that Tolentino was having conversation with one of his neighbors when the suspects arrived and opened fire, hitting him several times in the stomach and different parts of his body.
Sr. Supt. Eduardo Dopale, Ilocos Sur Police Director, has formed a Special Investigation Task Force codenamed Tolentino to fast track the investigation of the case.
The victim was rushed to the Magsingal District Hospital where he expired while undergoing treatment.
Investigators recovered at least four empty shells for Caliber .45 at the crime scene.
