Gold Mining Site in Sarangani

Environment officials in Sarangani Province are set to file charges for violation of the small-scale mining law against 10 persons from Compostela Valley Province who allegedly attempted to ship out some 600 sacks of mineral ores reportedly extracted from a gold mining site in Kiamba town over the weekend.

Engr. Noel Cariño, Provincial Environment and Natural Resources Office (Penro) chief, said Tuesday they found the suspects liable for transporting the extracted ores without proper permits as provided for under Republic Act 7076 or the People's Small-scale Mining Act of 1991.

The ores, which were found stacked in a 10-wheeler truck, were seized by Sarangani police personnel at a checkpoint along the national highway in Barangay Siguel in Maasim town on Sunday night.

A police report said the truck driver and his companions failed to present any document or permit that authorized the transport of the mineral ores outside of the province.

The Sarangani police immediately confiscated the mineral ores and held the truck driver and his companions who were identified as Acel Sarco, Sonny Barbaken, Luminog Saban, Miguel Rosios Jr., Virgilio Seronica, Bernie Pagumpan, Luz Pagumpan, Dennis Pagumpan, Femar Pagumpan and Amay Pagumpan.

Cariño said their initial verification showed that the extracted ores were taken from Purok Everlasting, Barangay Lomuyon in Kiamba, Sarangani.

He said Bernie Pagumpan, the group’s supposed leader, claimed that the ores were “old stocks” and they were transporting them to a processing plant based in Nabunturan in Compostela Valley to check whether they contain gold or any other minerals.

But citing provisions of Provincial Tax Ordinance 2001-02, Cariño cited that “it is unlawful for any person, corporation to extract and dispose of any ordinary stone, sand, gravel beds of seas, lakes, rivers and other quarry materials.”

“We’re still trying to determine the exact area where these ores were sourced but it’s clear that these persons were not authorized to extract and move these ores out of Sarangani Province,” he said.

Sarangani Governor Miguel Rene Dominguez said the provincial government will pursue the necessary legal actions and vowed to impose the full extent of the law against the arrested violators.

“They will have to face whatever penalties the law provides for their violations,” the governor said. - source: PNA
