Capitol shake up: 4 promoted, 2 suspended, 2 dismissed

ALABEL, Sarangani (October 22, 2020) – The acting department heads of the Provincial Social Welfare and Development Office and the Provincial Accountant’s Office have been appointed by Governor Steve Chiongbian Solon as full-fledged department heads.
Raquel Panal, who was assistant Provincial Social Welfare and Development Officer, was appointed to head PSWDO effective September 17, 2020, while Reynaldo Occeño was appointed as the Provincial Accountant effective February 1, 2020.
Panal has been an employee of the provincial government for 27 years since she started in 1993 as Social Welfare Officer III.
In 2000-2004, she became Social Welfare Officer IV, was promoted to Assistant Department Head in 2013, and became officer-in-charge of the same office until recently before she was appointed department head.
Former assistant department head Occeño, on the other hand, has been 20 years in government service, with 15 years in the provincial government of Sarangani.
In line with Section 76 of Republic Act 7160 otherwise known as the Local Government Code of 1991, the provincial government of Sarangani filled up higher positions as part of “the implementation of its organizational structure and staffing patterns†in the local government.
Other newly-appointed personnel include Dr. Bernard Cababat, assistant department head of the office of the Provincial Veterinarian (PVET), and Josephine Depamaylo, also assistant department head of the Provincial General Services Office (PGSO).
The members of the 10th Sangguniang Panlalawigan concurred the appointments of the aforementioned employees “subject to Civil Service rules, regulations, and all applicable laws.â€
Meanwhile, the provincial government has imposed two months suspension from work as a penalty to Ram Anthony Manlangit and Nelio Delgado, both Administrative Aides of the Environmental Conservation and Protection Center (ECPC-Sarangani), concerning the “act of impropriety†they have displayed in an incident in Maitum.
Sarangani Governor Solon has also admonished Johmar Baybayon, being the team leader, “for failing to insure that the government vehicle assigned is within control and will not be improperly used.â€
The Administrative Investigation Team, headed by chairperson Atty. Edwin Torres of the Provincial Legal Office (PLO) and vice chairperson Mariter Sayson, provincial administrator, convened on August 3 to investigate the incident.
From what the committee has gathered, the incident took place on July 28 where a team from ECPC was sent to Maitum to conduct GPS geo-tagging in some of the barangays in the municipality, using a Toyota Hilux vehicle of the province, marked “Disaster Responseâ€, with a trip ticket issued by ECPC director Cornelio Ramirez. Manlangit was the driver of the vehicle.
Upon arriving in Maitum, the team first proceeded to the farthest barangay of Batian to conduct the geo-tagging, returned to Poblacion in the afternoon, and spent the night in the Municipal Environment and Natural Resources Office (MENRO).
However, Manlangit and Delgado have “requested to sleep in the vehicle†which was then granted by their team leader, Baybayon. Manlangit and Delgado were said to have “parked the vehicle on one lane of the road, bought and drank three grande bottles of beer, returned to their vehicle, and slept.â€
In the morning of July 29, a “furor†was caused by the pictures posted on Facebook by a certain Bogs Olarte showing Manlangit and Delgado “sleeping inside the government vehicle, with the vehicle parked on a lane of a road that was near a curve, and with three bottles of beer on the floor of the passenger front seat.â€
Hence, the provincial government immediately took actions to investigate the incident and gave proper sanctions to the involved personnel.
On September 14, a memorandum from the office of the governor was released declaring Manlangit and Delgado be suspended for two months, Baybayon be admonished, and “the vehicle assigned to ECPC to be returned to the Provincial Disaster Risk Reduction and Management Office (PDRRMO), and will not be used for non-disaster related activities of ECPC.â€
Also, the provincial government of Sarangani has already dismissed two employees of the Sarangani Medical Center after they were apprehended during separate buy-bust operations conducted by the Philippine Drug Enforcement Agency (PDEA) XII and Philippine National Police (PNP) in Alabel and General Santos City on August 23.
“It was on August 23, Sunday, when PDEA conducted a buy-bust operation and there were two employees of the Sarangani Medical Center who were arrested, and of course automatically they were brought by PDEA to the appropriate station,†said Josephine Alog, Human Resource Management Office officer-in-charge.
“August 24, Monday, there was an outright decision from the provincial management and from the Chief of Hospital, Dr. Aileen Brion to really end their contract, because that was a violation of the law,†Alog said.
The said personalities were non-career employees of the provincial hospital; one an ambulance driver and the other an admitting clerk.
Alog further said “immediately the following day, Monday, the province conducted a surprise drug test activity, focused on the hospital employees including the Provincial Security Guards (PSG).â€
“On the following day, Tuesday, we also required all drivers of the provincial government, regardless of the employment status, to undergo the drug test,†she added.
In the drug test conducted by the Provincial Health Office (PHO) and “validated by an accredited drug-testing center in General Santos City,†Alog disclosed “one employee was found and proven positive with drugs.â€
“Still a non-regular employee. Still from the Sarangani Medical Center, and ambulance driver din. The Chief of Hospital automatically dismissed him, too,†Alog said.
Alog said the provincial management “has plans of promoting the advocacy concerning the avoidance of drug use, pero hindi pa natin nagagawa yan sa ngayon due to the circumstances. Kumbaga nasa pipeline na yan of the activities.â€
