VICE Mayor Rodrigo Duterte warned cohorts of slain police officer Allan Borling Balingit to leave Davao City in 24 hours, or suffer the consequence of their involvement in the illegal drugs trade.
At the same time, Duterte gave 23-C, Mini Forest Boulevard barangay captain Amilbangsa T. Manding 48 hours to eradicate illegal drugs in his area, which the vice mayor described as rampant.
"Tagaan tamo ug baynte kuatro oras. Ug makit-an tamo sorry na lang (I give you 24 hours. If I see you, I'm really sorry)," Duterte said in his regular television program "Gikan sa Masa, Para sa Masa" aired Sunday.
Duterte was referring to the cohorts of SPO4 Balingit in the illegal drug trade in Davao, including a barangay kagawad (councilman) and a jail guard whom he did not identify.
He said these suspects have had dealings with Balingit and even showed on television a matrix he prepared on their illegal drug operation.
Balingit was killed after resisting arrest in a police operation in Barangay 40-D, Bostin Isla on Saturday afternoon. He was assigned at the Davao Oriental Provincial Police Office and gone Awol (absence without official leave) after testing positive for illegal drugs.
Personnel from the Investigation and Detection Management Branch (IDMB) of the Davao City Police Office (DCPO) and Philippine Drug Enforcement Agency (PDEA)-Davao were conducting a buy-bust operation when Balingit pulled out a handgun, prompting police operatives to open fire.
Recovered from the suspect’s possession were eight elongated plastic sachets and three small pieces of containing methamphetamine hydrochloride, locally known as shabu, with Dangerous Drugs Board (DDB) street value of P9,000, one hand grenade, one Colt .380 pistol and several rounds of live ammunitions.
Duterte said he will furnish the Philippine National Police (PNP) and the Department of Justice (DOJ) copies of the information he gathered on the illegal drug trade in the city.
He said illegal drugs trade happens almost every day in Barangay 23-C, Mini Forest Boulevard, and put to task Manding for allegedly doing nothing to stop this.
"I expect you to do something about it," Duterte said, adding he even wants Manding to personally lead the operations against drug pushers.
The vice mayor said he also received reports that Manding has been receiving protection money from drug pushers in his area.
Duterte said if this is true, "then I am demanding now that you resign or get out of the way."
Duterte had helped Manding win as barangay captain and as president of the Association of Barangay Captains (ABC) that earned him a slot in the City Council a few years back.
"You had your days of fun and glory," Dutete said.
The vice mayor said he will even ask the PNP to establish a headquarters in Mini Forest just to stop the illegal drugs trade in the area.
