Drainage plan to address Iloilo City flooding

ILOILO CITY -- The comprehensive drainage plan will address the flooding problem in this city, particularly in Mandurriao district, according to the Department of Public Works and Highways (DPWH) here.

Engineer Al Fruto, assistant regional director of DPWH in Region 6, on Monday asked Mayor Joe Espinosa that it would be better to asks funds for the comprehensive drainage plan from the national government, instead of  asking for funding support for the continuation of the Stage 2 of the Flood Control Project.

The second phase of the flood control project is under the comprehensive drainage plan. The other component of the plan covers creeks whose outfall will lead to Dungon Creek.

He said they are now finalizing the plan that was prepared by their consultants, integrating the suggestions of Iloilo City’s task force drainage. Also being finalized is the indicative costing initially pegged at PHP3.2 billion.

Fruto said he would discuss with Espinosa the proposed comprehensive drainage plan.

Fruto said the second stage of the flood control also entails the improvement of the Jaro River even though flooding is not much of a problem in Jaro district.

Fruto said there was also an issue on resettlement of around 2,500 to 3,000 informal settlers living along the river.

Espinosa, in an earlier interview, said that he would ask President Rodrigo Duterte to finance the continuation of the flood control project, if given the chance to talk to the President on Wednesday. The project was once estimated at PHP4 to PHP5 billion.

Duterte is the invited guest of honor during the meeting of the League of Cities of the Philippines (LCP) in Manila Wednesday afternoon.

The mayor said that other efforts to address flooding are just “palliative” as the answer is really flood control project.

Stage 1 of the flood control project that stretches from Barangay Aganan, Pavia town to Jaro district here is now operational. Its construction was funded through a loan package from the Japan International Cooperation Agency (JICA).

“More than the bridge between Iloilo and Guimaras, I would rather be prioritizing in asking the President to fund the flood control project,” he said. (PNA) NOVEMBER 2017
