Davao City to close sanitary landfill, eyes new site

DAVAO CITY – City Hall will close down its sanitary landfill in Carmen, Tugbok District as it has already reached critical stage.

But it will only be closed down once a new site will pass government requirements as landfill area.

The Carmen sanitary landfill has been emitting foul-smelling leachate and seepage already polluting the Pangi River that have been subject of complaints from residents near the area. The leachate escaped the filtration pond where the waste materials pass through several layers.

While the City Environment and Natural Resources Office (CENRO) with help from the City Engineer’s Office is addressing the current problem by replacing the damage submersible pump in the landfill site, Mayor Sara Duterte-Carpio said closing down the sanitary landfill would be a long-term solution.

The mayor said there are already sites identified but she cannot still say which area would be developed as garbage dump. The mayor said the prospect sites will be surveyed and must pass government requirements for sanitary landfill.

On Tuesday, the City Council approved the city mayor’s request to allocate PHP100 million for the purchase of an area for new sanitary landfill which would include a comprehensive solid waste management complex and waste segregation area.

Meanwhile, Duterte-Carpio assured the residents near the Carmen sanitary landfill that the city government is addressing the problem. She said replacing the pump would be a temporary solution.The submersible pump will manage the leachate from the landfill.

Earlier, City Planning chief Ivan Cortez said the City Environment and Natural Resources Office (CENRO) is looking new areas in the north and southern part of the city that would measure about 15 hectares each -- 10 hectares for the landfill and five hectares for the waste-to-energy area.

CENRO is collecting 400 to 500 tons of garbage daily. She said the waste-to-energy unit can collect and convert all residual waste into energy that can be utilized by households. (Lilian C. Mellejor/PNA)
