Davao City Safest Place in the Philippines

Authorities and 22 taxi operators in the city formally agreed to implement and support the security guidelines to ensure the safety of commuters in times of occurrence of terror threats and criminal activities in a simple ceremony Wednesday at the Task Force (TF) Davao Headquarters.

The activity was spearheaded by Colonel Ray Leonardo Guerrero, commander of the Task Force Davao with Senior Superintendent Rene Aspera, director of the Davao City Police Office (DCPO), Magno Adalin, chief of the Davao City Public Safety Office, Desiderio Cloribel, chief of the Traffic Management Center and representatives from 22 taxi firms in the city.

The agreement sets forth the basic guidelines to be followed by taxi operators and owners and by government agencies in ensuring the safety of passengers. Under the agreement, the Davao City Public Safety Office exercises oversight functions of all government agencies in safety and security matters and coordinate with private and non-government entities in the implementation on security policies.

The DCPO and TF Davao, on the other hand, enforce laws and ordinances on peace and order and security, provide assistance to private and non-government agencies on security matters, provide swift response and action in case of actual threat and distress, direct checkpoints for inspection, and to locate owners and return to them lost and found items. Central 911 remains as the coordinating center of all distress calls.

The Traffic Management Center (TMC) ensures the smooth flow of traffic while the Land Transportation Office (LTO) enforces law pertaining to taxi operation and the corresponding registration of vehicles.

Meantime, taxi operators must ensure that their units are road worthy with body markings required by law, copies of current registration and franchise, essential tools, early warning device and spare tire.

Aspera said that with the agreement operators will ensure that their drivers are fit to drive to ensure the safety of commuters. He said drivers also need to be taught in handling distress and emergency situations.

“In this manner, they can help to preempt terror activities,” Aspera said. (PNA)
