Cebu City officials are asking President Gloria Macapagal-Arroyo to order an investigation into the “foolishness†and alleged anomalies at the Land Transportation and Franchising Regulatory Board (LTFRB) 7 amid mounting complaints from taxi operators and drivers.
They will also bring to the President’s attention the request of the operators to replace LTFRB 7 Director Romulo Bernardes, when she attends the Cebu City Charter Day celebration on Wednesday.
At least 10 members of the Metro Cebu Taxi Operators’ Association (MCTOA) raised their complaints to Mayor Tomas Osmena and to city councilors, and said that LTFRB is slowly killing their businesses by issuing new franchises.
With 6,100 units operating, the MCTOA members said there is already an excess of taxi units, with some drivers unable to get passengers and barely able to pay their operators the rent for the day.
MCTOA members complained to the mayor about the undue favor that Bernardes is allegedly giving some taxi operators by giving them new franchises despite the moratorium.
They also alleged that the director has implemented “unlawful and invalid†circulars to justify the exemption he extends to some operators from the moratorium.
Lawyer Jose Lim, legal counsel for MCTOA, said the situation has to be looked into because there is already an excess of taxi units in the city, and new policies are being implemented without a public hearing and consultation with the local government units.
