Police filed kidnapping with ransom charges Wednesday against Korean national
Song Sung Heum and his three alleged local cohorts before the Office of the Cebu City Prosecutor.
The case was filed over an alleged abduction and extortion of another Korean tourist and his live-in partner on October 24.

Richard Dealagdon, Leonard Bulabon and
Gregorio Dealagdon with violation of
Article 267 of the Revised Penal Code. They allegedly kidnapped Korean national
Jun Hyung Chung and his Filipino live-in partner
Charise Santiago and demanded a ransom of at least
P600,000. The accused have signed a waiver for their continued detention at the Cebu City Cebu City Police Office (CCPO) stockade.
Prosecutor Rhodna Alcala-Bacatan, who conducted the inquest, gave the respondents 10 days to submit their counter-affidavits.
CCPO Director Melvin Ramon Buenafe said they will investigate if the two are involved in a syndicate in Korea.
Charlie Shin, Cebu Korean Association Inc. vice president, told reporters the Korean Embassy will not provide Song with a lawyer, although they will assist him in finding a counsel.
