Baguio joins nationwide calls for 'Rev Gov'

BAGUIO CITY — Hundreds of residents here and from various provinces in the Cordillera region joined Thursday’s nationwide rallies calling on the people to push the declaration of a revolutionary government by President Rodrigo Duterte.

Atty. Jerry Marave, regional director of the Cordillera Hukbong Federal Movement of the Philippines, during the motorcade here this afternoon, said their group continues to conduct information campaigns on Federalism, its advantages and how it will help attain the change that many Filipinos clamor for.

Marave's group pushes for a shift to the Federal form of government and has sub-chapters region-wide, as well as in other provinces of the country.

He said their membership is increasing, proof that many people support the Duterte’s call for a change in the system and in the lives of Filipinos.

Marave said he believes in the President’s sincerity in wanting to leave a legacy of an improved life for his countrymen, adding that this goal is achievable.

“We are optimistic that the good programs of the President will succeed. He has the political will, which was not present in the others,” he said.
Marave compared the present Presidential form of government to Federalism, saying, “the form of government that we have has been in existence for a long time, yet, we have not seen good change in our lives. The poor become poorer and we see the shift in government as a means that would trigger the change that we are all aspiring for.”

On the other hand, Baguio Councilor Michael Lawana, who was among those who organized the "RevGov for Cordillera Federal State" rally here, said the Cordillerans’ clamor for autonomy is similar to the Federal form of government that Duterte is pushing for.

“We are here (rally) to show our support, that we want Federalism,” Lawana said.

In a federal system, programs will be implemented locally and the respective states will have a call on how they should run their affairs and not be dictated upon by those in the national government.

Lawana also said that Duterte’s programs are already rolling off – those against drugs and corruption -- but the change in the form of government to federalism has yet to see the light.

“That is why we need to show our force that we really want a shift to federalism,” she added.

Meanwhile, Atty. Larry Gadon, who is behind the impeachment complaint against Supreme Court Chief Justice Maria Lourdes Sereno, joined the rally in the city.

“We are here to join the others wanting to have a revolutionary government under President Duterte,” Gadon said. “This day, Bonifacio Day, is historic. This is the start of the call of the Filipinos who want the declaration of a revolutionary government.”

Gadon explained their concept of a revolutionary government. “It is not President Duterte who will declare, it is the people who will declare and we are giving the power to the President to lead the revolutionary government to attain the true change that people want,” he said.

“We want this because this is what President Duterte promised when he ran for president and was voted by the Filipinos. He promised to give change but as we are seeing, the President is having a hard time because of the many obstructionists who do it because of their political and personal reasons, and this can only be addressed if we have a revolutionary government,” he said.

Gadon also explained the perception that there will be unrest and disorder due to armed struggle once a revolutionary government is established.

“Walang gulo, barilan, walang labanan na sinasabi dito. Sa revolutionary government, bibigyan lamang nating mga mamamayan ng extraordinary power si President na magkaroon ng executive at legislative power na hindi na niya kailangan hintayin ang Kongreso na magpasa ng batas para maisulong niya ang mga pagbabago na ninanais natin (There will be no disorder, gunfight or in-fighting. In a revolutionary government, we will only give the President extraordinary executive and legislative powers where he will not have to wait for Congress to pass a law before he can initiate the changes that we have been asking for),” he said.

Gadon said that the rally was simultaneously held nationwide to show that indeed, many people, not only those in Metro Manila, are supportive of what the President is doing for the country.

Thursday’s rally here in Baguio City was held at the Igorot Park at the Central Business District. Guest speakers talked about Federalism and a revolutionary government while a local band provided entertainment. (PNA) DECEMBER 2017
