The Department of Interior and Local Government (DILG) 7 will award next year local government units (LGUS) in the region that excel in the field of planning and budgeting.
Launched in line with a 2007 joint circular, the search aims to promote transparency and accountability in local governance and encouraged multi-stakeholder participation in planning and budgeting.
The DILG, National Economic and Development Authority, Department of Budget and Management and the Department of Finance issued the circular, which provided a guideline to LGUs on how to harmonize local planning and budgeting.
â€Planning and budgeting is a function of good governance,†DILG 7 Assistant Director Elias Fernandez Jr. said.
DILG 7 Director Pedro Noval lamented that some LGUs at present prepare the budget ahead of planning.
The search, he said, will encourage LGUs to follow planning and Budgeting guidelines set by national government agencies.
To qualify for the search, and LGU must have a current Comprehensive Land Use Plan, approved Comprehensive Development Plan, Local Development and Investment Plan, among other requirements.
The search has four categories: highly urbanized cities, component cities, first to third class municipalities, and fourth to sixth class municipalities.
The grand regional winner for every category will receive P150,000 and plaque of recognition in October next year, which will coincide with the celebration of Local Government Month.
â€It took us a year to come up with the guidelines of the search,†said DILG-Bohol Provincial Director Loisella Lucino.
Noval called on LGUs and other stakeholders in the region to help make the search successful, so it can be replicated in other regions.
