The Abra Provincial Police Office (APPO) had taped muzzles of all issued firearms last December 27 at the Camp Juan Villamor Headquarters in implementation of the Operation Plan Iwas Paputok (OPLAN Iwas Paputok).
The taping of gun muzzles aims to prevent indiscriminate firing by members of the Philippine National Police (PNP) and all its attached units and agencies such as the Special Action Forces (SAF), the members of the Joint-Peace and Security Council, and the like.
The said activity is also in line with the information campaign of the Department of Health – Center for Health Development (DOH-CHD), “APIR! Give me 5†(Action Paputok Injury Reduction! Give me Five!) that urges people to refrain from firing firecrackers that could cause injuries as well as firearms.
Last year, the DOH-CHD-Cordillera had recorded two cases of stray bullet victims in the province.
There had been incidents where policemen had been involved in indiscriminate firing of their service firearms and this had created ire among the people against the men in uniform.
