At 2:00 a.m. today, Tropical Storm  "COSME"  was estimated based on satellite and surface data at 190 kms west southwest Iba, Zambales (15.2ºN 118.2ºE) with maximum winds of 95 kph near the center and gustiness of up to 120 kph. It is forecast to move northeast at 15 kph
