UNSETTLED CIVIL LIABILITIES:
Sen. Nancy Binay asks Supreme Court (SC) officials if they could provide information about the number of inmates who already served their jail term but have yet to be released because of pending civil liabilities. Binay, during the hybrid hearing of the Finance Subcommittee A on the P52.72-billion proposed budget of the judiciary for 2023, said she wanted to know if there are inmates who fully served their jail term but still languishing in jail because of unsettled civil damages. “Do you have data on the number of inmates that remained in jail because they cannot raise funds to pay for civil liabilities?” Binay asked Monday, September 19, 2022. Court Administrator Raul Villanueva said there is already a circular allowing the release of prisoners who already served their sentence of imprisonment and as for civil liabilities, it can be a subject of a writ of execution.
