MANILA, Philippines -- The sinking of M/V Princess of the Stars should prompt the immediate passage of the Coast Guard bill and the modernization of the country's weather bureau, Senator Francis Escudero said Monday.

"Kaugnay ng paglubog ng Princess of the Stars, dapat ipasa na ang Coast Guard bill at i-review na ng Coast Guard ang mga policy nila sa kabila ng global warming at pagbabago ng panahon. At dapat ding i-modenize natin ang PAGASA [In relation to the sinking of the Princess of the Stars, the Coast Guard bill should be passed and the Coast Guard should review its policy particularly in the face of global warming and climate change. PAGASA should also be modernized]," Escudero said.

Escudero said the Philippine Atmospheric, Geophysical, and Astronomical Services Administration (PAGASA) would need P1.6 billion to upgrade its staff and facilities.

"Mura ito kung ititimbang sa pinsala dulot ng sakuna dahil sa kawalan ng paghahanda [This is inexpensive compared to the damage brought by the disaster brought about by lack of preparation]," he said.

At the same time, Escudero called for a ceasefire to political bickering.

"Darating ang panahon ng pagpapanagot kaugnay ng nangyari subalit sa ngayon ang dapat nating pagtuunan ng panahon ay search and rescue para magligtas ng buhay. Wala munang bangayan [The time to hold someone accountable will soon come but what is urgently needed now are search and rescue operations to save lives. No squabbling for now]," he said.

Escudero is among the many senators who filed a bill to reorganize the Philippine Coast Guard. Among them are Senators Aquilino Pimentel Jr., Jose "Jinggoy" Estrada, Richard Gordon, Antonio Trillanes IV, and Rodolfo Biazon. Their bills are still pending at committee level after being referred to the Senate committee on national defense and security.

In his bill, Escudero gives the Coast Guard, among others, the autonomy over its collection of fees, charges, and fines, which it can use not only to repair its current assets but also to buy new equipment.

If approved, he said, the bill would "modernize Coast Guard and clarify policies and responsibilities."

Why rely on PAG-ASA nga klaro naman kaayo na sa TV! We dont need PAG-ASA anymore, ga usik2x nalang na sa sweldo!

They should have been abolished long before!

We can have a clearcut policies but the question is if we can follow through in the implementation.  Mag unsa man naay policies unya di i tarong pag implement.

they fear te,  that the victims are trapped inside.. and if there are survivors, they might die of hunger or hypothermia


the brgy officials fear nga trapped ang bodies..they admitted nga dili nila ma accomodate ang kadaghan sa cadaver.. like ang mga casket te ba..  bad thing is ..as of 7pm ganina. wala representative from sulpicio.. they hope tomorrow mas ma cater na ang mga kailangan cause VP de castro will go to the site

Are there plans to rescue whoever left in that boat? and do they have to wait those stupid sulpicio people to keep the dead bodies?

Rescuers drill hole on ‘Princess’ to get passengers

MANILA, Philippines -- Rescue divers have been instructed to cut a hole on the hull of the overturned MV Princess of the Stars in the sea off Romblon to gain access inside the vessel and check for passengers, according to Philippine Coast Guard Commandant Admiral Wilfredo Tamayo.

The order was given on Monday as the PCG announced that the number of passengers and crew in the ill-fated vessel -- initially pegged at 747 -- was revised and increased to 849 after ship owner Sulpicio Lines, Inc. (SLI) submitted a revised manifest.

The list includes four sea marshalls from the Philippine National Police, Armed Forces and the PCG, who were tasked to secure the ship. None of them have been heard from, said Balilo. The 23,800-ton MV Princess of the Stars has a capacity of 1,992 passengers.

Lieutenant Armand Balilo, the PCG spokesperson, explained that the first manifest submitted by SLI contained the number of passengers one hour before the ship departed Manila on Friday. The supplemental manifest contained the total number of passengers, including those who bought tickets at the last minute.

The MV Princess of the Stars left Manila on Friday evening and sent a distress call at 12:55 p.m. on Saturday, saying it was experiencing engine trouble off Sibuyan Island, Romblon. The ship was later confirmed to have capsized. Majority of the passengers remain unaccounted for.

SLI owner Edward Go, speaking briefly at a press conference at the PCG, sympathized with the families of the victims, vowing to compensate them and be open to investigation.

"We would like to [convey] our sympathy to the families who lost their loved ones, relatives. Rest assured that the victim would be properly compensated. We shall continue our effort to do the search and rescue and give our full cooperation to the authorities on the investigation," Go said.

He said the incident was most unwelcome.

"Thank you for your kind understanding in this tragedy. This is a tragedy that nobody wanted," he said.

Officials of the National Disaster Coordinating Council and PCG said Monday evening that the number of survivors had risen to 57.

The death toll, on the other hand, rose to 20, after 16 bodies washed on shore, were recovered, also on Monday, the officials said.

Tamayo said that aside from the 14 divers from the PCG and the PCG auxiliary, divers from the Navy and from SLI were also expected to penetrate the capsized vessel.

"We have given instructions to start coming up with an opening on the hull to facilitate the access of the divers [to the ship]. We gave them permission to use cutters in making an opening on the hull," Tamayo said in a press conference with officials of the Department of Transportation and Communication.

When asked, Tamayo and Balilo both said it was possible that there were air pockets inside the ship where survivors could have stayed.

Transportation Secretary Leandro Mendoza said helicopters were deployed to check the nearby areas for any lifeboats or survivors from the MV Princess of the Stars.

He noted that some of the survivors were found as far away as Quezon. He added that this could have been caused by the strong winds and waves brought by typhoon Frank.

"The waves and wind must have been strong. We just hope we can recover more survivors," he said.

PCGA Rear Admiral Benjamin Mata also said it was not far-fetched that the survivors reached Quezon considering how powerful the winds were.

A list released by the NDCC Monday evening listed the survivors as: Jessie Buot, Reynaldo Lanurias, Jesus Gica, Oliver, Amorin, Rey Paguin (Cebu), Danilo Deplanas (Cebu), Richie Tayuntong (Cebu), Gerry Palenor (Cebu), Philip Vasquez (Cebu), Uriel Laguban (Pagadian, Zamboanga del Sur),

Ralph Alain dela Peña (Cebu), Carlo Jason Aravis (Cebu), Rodel Laborte (Cebu), Phil Gilig (Cebu), Jose Marie Garbo (Cebu), Niño Lauros (Cebu), Rupert Tan (Cagayan de Oro City), Ciriaco Nuñez (Cebu), Fausto Colis (Bicol), Francisco Batula (Cubao); Vicente Beruas (San Mateo, Rizal);

Reynante Adina (Cebu), Exuperto Pendon (Cebu), Jonathan Pendon (Cebu), Susan Lisbo (Novaliches, Quezon City), Minerva Toremucha (Bohol), Antonio Cosep (Bantayan, Cebu), Ronnie Relatibo (Malate, Manila), Ruel Libot (Apas, Cebu); Estanislao Tura Jr. (Bantayan, Cebu), Nilo Dayogo (San Pedro, Laguna); and Jesserey Bianco (Cebu).

Yes, modernize the Phil. Coast Guard and change its name to something better or more relevant.  Coast means, "shoreline".  So they are only guarding the coastline.  Busa og naay malunod sa lawod wala silay labot!

puwede iblame ni capt. Marimon nga taga-Bohol... puwede sab iblame sa mga passngewr way nanakay pud sila... puwede pud sa coast guard... sa PAG-ASA...

sa barko naa man sila radioman mao na sila mubasa sa weather ug moreport sa base pero kasagaran maksayop sayop na sila..

kulang og kahimanan ang PAG-ASA. ang local nga PAG-ASA mag-alig pa na sila sa manila... naa toy plano iregionalize ang weather forecasting pero wala matuman... dili man localize ang weather forecasting nato. ang PAG-ASA weather forecasting is every 6 hours ug sa barko is every 2 hours.

mao bitaw gitawag na siya og waether forecasting... "ang bana bana...sa atong panahon..."

mao pud ni... dili jud ta kafathom sa kinaiyahan. nature is nature. and nature's fury is inevitable...

MANILA, Philippines -- Sulpicio Lines Inc. (SLI) on Friday blamed what it called the “gross incompetence and negligence” of the Philippine Atmospheric, Geophysical and Astronomical Services Administration (PAGASA) for the sinking of the MV Princess of the Stars last Saturday.

At the hearing of the board of marine inquiry (BMI) into the sinking of the ferry, SLI counsel Arthur Lim asked the panel to summon PAGASA to explain the alleged incompetence and negligence that “brought about this tragedy.”

SLI owned the Princess of the Stars, which capsized and sank off Sibuyan Island, Romblon province, with more than 800 passengers and crew at the height of typhoon “Frank” (international codename: Fengshen).

Lim claimed PAGASA failed to disseminate information on the changes in the track of the storm and to inform the Philippine Coast Guard or the master of the ill-fated vessel.

Because of this, he claimed, the Princess of the Stars “unwittingly and unknowingly entered the eye of the storm.”

Rear Admiral Ramon C. Liwag, chairman of the BMI, said they will invite PAGASA to future hearings to let it answer SLI’s allegations.

SLI also invited the next of kin or legal heirs of passengers listed in the Princess of the Stars’ manifest to fill out “claim forms” available at its Manila and Cebu offices.

Claimants are also required to bring other identification documents such as birth certificates, the marriage contracts of both victims and claimants, valid residence certificates, government or voter’s IDs, and an affidavit of relationship.

Lim said claimants need not hire the services of lawyers since “claims will be acted upon with dispatch and with as simple documentation as possible.”

Another SLI lawyer, Maria Victoria Lim-Florido, said survivors of the ferry tragedy are only entitled to medical assistance and that the money to be given to victims' kin is from the company and not its insurance company.

She and Lim stressed that the compensations is “not an admission of [SLI’s] legal liability” but was the firm’s assistance to victims’ relatives.

Florido added that the issue of compensation “might drag on” since retrieval operations have been indefinitely suspended following the discovery that a shipment of highly toxic pesticide was onboard the doomed ferry.

“We don't want to prolong their agony,” Florido said.

So the 200k assistance to the victims' kins are from Sulpicio Lines and not from the insurance?

So, it's not gonna be pero passenger but per family huh.  So, if one family lost 3 members, they are still getting the same 200k.
