Question -- Do you mean to say that the Rules of Court can be applied retroactively?

ANSwer: Yes, as a general rule. But if the retroactive application impairs vested rights, then, the Rules must not be given retroactive effect. (Republic v. CA, G.R. No. 92326, January 24, 1992).
