Republic Act No. 8749
The Act calls for the regulation of all motor vehicles and engines, whether imported new or locally-assembled, wherein they shall not be registered unless compliance with the emission standards is met, as evidenced by a Certificate of Conformity (COC) issued by the Department of Environment and Natural Resources.
Fines and penalties include:
First Offense - A fine not exceeding two thousand pesos (Php 2,000.00)
Second Offense - A fine not exceeding four thousand pesos (Php 4,000.00)
Third and Succeeding Offenses - A fine not exceeding six thousand pesos (Php 6,000.00) and one (1) year suspension of motor vehicle registration
