Who promulgated the Rules of Court?

The Supreme Court promulgated the Rules of Court in accordance with the mandate provided for in the Constitution which provides:
"The Supreme Court shall have the following powers:
XX X XX X
(5) Promulgate rules concerning the protection and enforcement of constitutional rights, pleadings, practice, and procedure in all courts, the admission to the practice of law, the Integrated Bar, and legal assistance to the under-privileged." xxx. (Sec. 5[5], Article VIII, 1987 Constitution).
