Three police officers who showed courage and bravery against criminal elements in separate armed engagements last year will lead individual awardees in the 19th anniversary celebration of the Philippine National Police on Friday.
Her Excellency President Gloria Macapagal Arroyo will present the Medalya ng Katapangan (PNP Bravery Medal) to Police Inspector Christopher Obien of the 306th Provincial Mobile Group of Bulacan Police Provincial Office.
Obien was cited for conspicuous courage and gallantry when he figured in an encounter with three armed robbers who held-up a passenger bus along EDSA on May 21, 2009.
Obien single handedly neutralized the ongoing armed robbery and saved the bus passengers from harm.
President Arroyo will present similar Medalya ng Katapangan award to two members of the Taguig City Police Station who bravely engaged heavily armed members of the notorious Alvin Flores Group that staged a daring robbery at the Greenbelt 5 Mall in Makati City last Oct. 19.
SPO1 Cesar Tiglao and PO1 EFren Ceniza Jr. were cited for gallantry in action for successfully preventing the heavily armed robbers from pulling off the robbery resulting in the killing of one suspect and the recovery of the loot consisting of expensive Rolex and Tudor men’s watches.
Other individual awardees in the 19th PNP Day celebration are:
P/Supt Nereo Torrecampo, Medalya ng Kadakilaan (PNP Heroism Medal) for conspicuous courage displayed as team leader of the PNP team that rescued some 500 victims of storm Ondoy in Cainta, Rizal last Sept. 26.
P/SSupt William S Macavinta, Medalya ng Pambihirang Paglilingkod (PNP Special Service Medal) for highly commendable and invaluable service rendered in co-hosting a marathon broadcast that attended to requests for police assistance from victims of storm Ondoy.
President Arroyo will also award the Medalya ng Katangitanging Gawa (PNP Outstanding Achievement Medal) to selected PNP officers and personnel for outstanding individual achievements:
CSupt George Regis, for distinguished achievement in drafting the oath-taking procedures and successful implementation of the conferment of the PNP badge of Honor to all PNP uniformed personnel nationwide.
CSupt Milton Dolino, for outstanding achievement as member of the steering committee and technical working group that competently formulated and completed the Performance Governance System in the PNP.
CSupt Cipriano E Querol, for outstanding achievement in the formulation and completion of the Manual on Barangay Peacekeping Action Teams (BPAT).
SSupt Charles Calima, for outstanding achievement as prime mover in transforming and strengthening the PNP Training Service comparable to other world-class police training schools.
SSupt Ulysses Abellera, for outstanding achievement in the formulation and completion of the PNP Citizen’s Charter Manual (Internal) and re-engineering of its internal frontline services.
P/Supt Nino David Rabaya, for outstanding achievement in the creation of the PNP Citizen’s Charter Manual (External) that serves as the PNP’s guidebook in dealing with the public in official business transactions.
NUP Cynthia Rosales will receive a Plaque of Merit for being adjudged as the Best PNP Non-Uniformed Personnel for the Year 2009.
P/Supt Sterling Raymund P Blanco, Chief of Police of Laoag City Police Station will receive the 1st Lead PNP Award for Chiefs of Police for Year 2009.
In the same 19th PNP Day ceremony, DILG Secretary and Napolcom Chairman, Ronaldo V Puno and PNP Chief, Director General Jesus A Verzosa will assist President Arroyo in presenting Unit awards and citations to Outstanding PNP Units.

Special Award of a Plaque of Merit will be presented to the National Capital Region Police Office for its invaluable contribution in attaining the goals of the PNP Transformation Program by establishing the state-of-the art Regional Tactical Operations and Intelligence Center.
Police Director Roberto L Rosales will receive the award from President Arroyo.
Barangay Sta. Rita of Olongapo City will receive a similar Plaque of Merit for being adjudged as Model Barangay Peacekeeping Action Team (BPAT) for year 2009. The award will be received by Barangay Chairman Jerome Michael S Bacay. (PNA)
