The basis for these, is the lack of medical facilities in the country.

As taught in epidemiology, immunology and microbiology, the target countries of new born pathogens will be the 3rd world countries with limited medical facilities, lack of funding to provide immediate antivirals and proper preventative procedures.

1) Lack of hygiene is a causative factor: Major cases of infection and proliferation of communicable diseases (gram negative and gram positive types) in countries such as: PRC, India, Indonesia, Sri Lanka, Philippines, Egypt, Sub-saharan countries etc.
2) Booming and unchecked population: Increase of population leads to a strain in medical workers on OB/GYN cases and not enough on immunological and epidemiological fields. A population boom will always beget a spread of infectious diseases. New borns will be susceptible to pathogens due to a lack of immuno-resistance. Natural pathway. With pathogens infecting new hosts, they will go through mutanogensis and as a result of protein mutation and synthesis changes, will therefore develop immunity to man-made antibacterials and anti-virals.

This is why infectious diseases continues to plague poor third world countries. Diseases come about as a natural pathway to limit human population, a check to our assymetrical population growth, if you will. But since humankind is unlike other animals in that we develop medical resistance to pathogenic effects; these diseases alterate/deviate from its natural path. Viruses, are beautiful in how God made them that they are able to respond to changes in internal homeostasis and alterate their protein codets if there are environmental cues that demand them to evolve. Per se an increase in pH environment, increases acidity, a proliferation of a membrane destructive enzymes. As a result, the viruses and bacteria will evolve, mutating itself to develop stronger pH resistant membrane walls, will develop proteins that inhibits the ability of cytotoxic T cells to locate and kill bacteria, will create proteins that will dissable the ability of the lympathic and leukocytic cells.

Thereby, it actually proves evolutionary processes in that viruses respond to environmental cues, they have developed a mechanism to evade and fight off man's medical cures.

It is a dual processes, in a way, which is beautiful.

1) Man invents cures, preventative methods, anti virals, anti bacterials to ruin the internal villi of viruses and bacterias
2) Said viruses and bacterias develop their own defense mechanism against man-made protein denaturations

A Ying  and Yang interaciton, so to say. Beautiful. Rather beautiful.

In this case, prevention is always the best cure.
Prevention also relies on economic promise. Where there is money, there is health. Without it, the antithesis manifests.
