Yes, you can be a citizen to another country through naturalization. You will lost your Philippine citizenship and can be reacquired as you desire in a manner provided by law.

There are major conflicts in private international law most especially on matters regarding citizenship.  We have different basis of citizenship.  The US constitution requires Jus Soli or citizenship by place while the Philippine constitution defines Jus Sanguinis  or citizenship by blood as the basis of citizenship.  As a means of reconciling this conflict is the provision for dual citizenship.
