 Philippine ferry sinks; 700-plus passengers missing

MANILA (Reuters) - A Philippine passenger ferry capsized during a typhoon with more than 700 people on board, triggering a frantic search on Sunday for survivors.

Most of the 626 passengers and 121 crew are missing and the vessel's owner, Sulpicio Lines, said it had lost contact with the ferry, which was en route to Cebu from Manila, at around 12.30 p.m. EDT on Saturday.

The coast guard finally reached the area where the MV Princess of Stars sank 3 km (two miles) from Sibuyan island in the centre of the archipelago. It had been forced to abort a previous rescue mission on Saturday because of high seas.

Residents from a coastal village said only the ferry's bow was visible above the waves.

"Our ship is in the area but it has not reported yet," said Vice Admiral Wilfredo Tamayo, the head of the coastguard.

Local mayor Nanette Tansingco told radio that three survivors had been found in remote villages.

"We are sending people to get them but they have to walk to get there because the roads are impassable," she said.

At least four others aboard are known to have died.

Typhoon Fengshen, with maximum gusts of 195 kph (121 mph), has killed at least 85 people in central and southern Philippines, including 59 in Iloilo province, where floodwaters submerged whole communities.

After pelting Manila with torrential rain and winds on Sunday, Fengshen is expected to exit the northern part of the country by Monday en route to Taiwan, where it could make landfall in the next few days, according to storm tracker website www.tropicalstormrisk.com

WARNING SIRENS

In Romblon province, the bodies of two women and some children's' slippers were washed ashore from the Princess of Stars.

Before dawn on Sunday, some villagers heard warning sirens from the ship, which had 626 passengers and 121 crew on board.

Dozens of relatives, some in tears, crowded into the offices of Sulpicio Lines in the central city of Cebu, looking for information.

"My father was one of the passengers. Right now there is no good news," said Lani Dakay. "My father is 59, I don't even know if he can swim."

Lieutenant-General Pedro Inserto, military commander in Visayas, the central region of the Philippines, said he was told the captain sounded the abandon-ship signal around 5 a.m. on Sunday.

"We were told the passengers and crew transferred to another ship. But we still do not know which ship," Inserto told Reuters.

In Iloilo, the local government feared the death toll from the typhoon could rise as tens of thousands of people remained marooned on the roofs of their submerged houses.

"Iloilo is like an ocean. This is the worst disaster we have had in our history," Governor Neil Tupaz told local radio.

"FLOODING IS MASSIVE"

In neighboring Capiz, more than 2,000 houses were destroyed in the provincial capital and officials were struggling to make contact with communities further afield.

"The flooding is massive. Roads are impassable so we cannot penetrate the municipalities. Some areas are in waist-deep waters, only 10-wheeler trucks can be used," said Maria Barnes, the social welfare and development officer of the local government.

Fengshen tore up houses, trees and power lines and in the southern city of Cotabato, it sparked a "trash slide" at a rubbish dump, killing an 8-year-old girl and her grandfather.

More than 20,000 people were being housed in evacuation centers in the centre and south of the archipelago.

In Manila, large parts of the city were without power.

The international airport was relying on generators and passengers continued to cram into the departure terminal despite many flights being either delayed or cancelled.

May the Lord keep safe those who are still alive. May God guide the rescue team to locate the missing survivors.

I wonder why Sulpicio Lines had to sail despite a clear and present typhoon danger.

Oh, this is such a big tragedy that could have been avoided if the captain cancelled the trip.  Maybe it wasn't that bad yet when the boat left the shore?  I can imagine the horror of the passengers having to abandon the ship at 5 a.m.! That is still dark and awfully scary in the middle of the ocean!   :(

it's a debate on dyrd's inyong alagad who's to be blamed of the ill-fated boat. is it force majeur  or the captain? capt. jun mendez, who's an international captain said, it's the captain. while the company would give the go-signal, it's the captain who would think safety first of the passengers and crew.

the ship's captain is capt. marimon  from loon, bohol.

Ang Coast Guard mo Go    signal to sail gyod na kay naa mana computation between the Vessel & the typhoon ang barko may makapasidad moatubang sa baguio according to size,capacity & speed. duha ka rason nganong nagkaroon ng problema engine failure or human error of the captain. taga bohol ang captain taga catagbacan daw im not sure. Capt. Marimon.

Kay lagi pod ug manglukso...kasagaran sa ato kay dili kamao manlanggoy.  Basin pod ug kulang ang life jackets. I hope there is still wonder nga na-a pay missing who are still somewhere alive (sa laing isla midangop)

Sus, paita ani oi. Kahadlok na ba mosakay ug barko oi. Dapat una, bahala'g signal number one ra, dili na tugtan sa Coast Guard bisan unsang barkoha molarga. It is better to be safe than sorry, di ba? I remember nagsakay mi adtong karaan nga barko while naay bagyo, from Cebu to Bohol. Ambot unsa'y name adtong barkoha, basta ang tag-iya adto kadtong taga Inabanga. Kaila ka ani nila Teng? Anyways, gitugotan sa Coast Guard nga molarga mi kay dili ra daw kusog nga bagyo. I told my lola and my aunts nga manganaug na mi coz I didn't feel good about it. Wala gyud. Sus, sa didto na sa lawod, ngeks, perte nang uyog sa barko, daghan na kaayong tubig ning sulod, ang uban ning adto na sa taas, nag andam na mosakay sa life raft. Nanggi sul-ob na mi life jacket. I thought we were gonna die that day.

In a separate "incident", gikan kos Tubigon padulong Cebu, ning sakay kos Mega Asiana on a Sunday. My cousin tried to dissuade me from going kay lagi naay bagyo unya kusog ang hangin. Nagtuman gihapon kos akong gusto coz I didn't wanna miss the first day of school that Monday. Sus, hapit na pud mi malunod. It took us 6 hrs to reach Cebu.

Mao na ang Coast Guard, dili nalang gyud unta palargahon bisan unsa nga barko, ma gamay ma dako, bisan pa ug signal number one ra. Labi na ning atong mga barko sa Pinas nga mga rejects ra raba ni from Japan.

Dili jud unta. But if the captain pays the SOP of 20.00/passenger based on the official manifest, palargahon  sila sa coast guard.  So for this trip, ang coast guard sa Manila nakasapi og at least 14,000.00 for the 700 manifested passengers.   Pastilan paeta, gibaligja sila og 14,000. Kin brave stench to find victims

RELATIVES of missing persons in the MV Princess of the Stars sinking braved the stench of decomposing flesh as they viewed 49 bodies which were brought to Cebu by Sulpicio Lines yesterday.

However, only the bodies of Juvelyin Requilme Jr., 16; Esmeralda Lequi-gan, 54; Julie Mendoza, 43; crewmember Ruel Lariba and PNP 7 Band member SPO3 Adolfo Villareal were identified by the anxious family members at the Cosmopolitan Funeral Homes in Junque-ra St., Cebu City yesterday.

Dr. Expedito Medalla, head of Department of Health 7’s Emergency Management Services, said that Lariba’s wife identified him through his ring, underwear and wallet.

Sources at the funeral parlor told reporters that Requilme was identified by her parents through the mole on her chest and Liquigan was identified by her sister-in-law through the scars of the Caesarean section she has undergone.

The brother of Mendoza, Noel Quirante, said that he was “80 percent” sure that the dead body he saw was that of his sister Julie.
“When I saw the body, I knew it was her,” he said in Bisaya.

But Cebu City Councilor Gerardo Carillo said that National Bureau of Investigation (NBI) forensic team will only release the identified bodies after conducting forensic examinations.

Quirante, who was among those who participated in the viewing of the bodies, questioned the requirements.

“How do I comply with these things when all I have on my mind is my dead sister?” he lamented.

He added that it was inconceivable to comply with the requirements when he knew by heart that the dead body he looked at was indeed Julie.

The identification of the bodies started at around 10 a.m. or an hour after the bodies arrived via Sulpicio Lines Inc.’s MV Cebu Princess from Romblon.

Despite the overpowering smell, distraught family members lined up on the street in the hopes of finding their missing loved ones.

“Agwantahun namo ang baho, ang gusto lang namo kay makit-an ang patay (We will brave the stench. We only want to see the bodies),” said Michelle Lapas, 23. Lapas’ cousin Emeliza, 23, was among the ill-fated ship’s passengers.

The last time she heard from her cousin was last Sunday, when Emeliza sent a text message to the family, saying that she was feeling dizzy. She also said the vessel was slowly filling up with water, and it was about to tip over.

Lapas said they could easily identify her through the birthmark on her right cheek and on her neck.

However, the bodies have reached a “moderately advanced” stage of decomposition and the identification proved to be difficult.

The dead bodies were bloated and severely discolored due to bunker fuel, wounds and bruises.

After the families took turns in viewing the 49 corpses, they underwent a debriefing with Acting Cebu City Mayor Michael Rama late yesterday afternoon.

They were ferried by a shuttle from Cosmopolitan Funeral Homes to the Cebu Filipino-Chinese Chamber of Commerce (CFCCC) office.

The NBI team, led by Dr. Renato Bautista, chief of NBI Medico-Legal Division, was also there to explain identification processes to the crowd.

Bautista said that he expected disappointment among the relatives.

Department of Social Welfare and Development (DSWD) volunteers handed out refreshments and alcohol, as the stench filled the room.

Bautista told the victims’ relatives that three parameters were covered in identifying disaster victims—fingerprints, organs and teeth.

This is why they needed valid documents, like an NBI clearance, Voter’s ID card, medical records. He also asked the relatives to list down the tattoos, body piercing, implants, moles and birth marks of their missing kin.

He emphasized, however, that documents may be presented for any of the parameters, but not necessarily all three.

Bautista added that the team may do DNA (deoxyribonucleic acid) testing but that this will take a while. For this, only blood samples from the victim’s immediate family members are valid.

Asked about the bodies buried in Burias island, Bautista answered that NBI agents have already exhumed the bodies and are only waiting for cadaver bags and a ferry that will ship the bodies to Cebu.

Relatives said they will return to Cosmopolitan when more bodies arrive today.

The bodies that arrived yesterday included three children, 14 women and 32 men.

One was of a woman holding a child and the other one was of a man with arms outstretched.

Authorities have decided not to pursue the plan to hold the viewing of unidentified bodies at Camp Sergio Osmeña Sr. due to sanitation concerns.

Police Community Relations Division Chief Alexander Abadinas said the team headed by Rama decided to keep the bodies in the funeral parlor because the bodies were already in an advanced state of decomposition.

Abadinas admitted that they had already prepared for the viewing, including a detail of police officers to secure the area.

Police Regional Office (PRO) 7 Director Ronald Roderos admitted that he also preferred if the unidentified bodies remained at the funeral parlor, which was better
equipped to store the bodies to keep them from further decomposing. However, he said they were ready to offer the camp for viewing at any time.

In the meantime, the PRO 7 has assigned police details at the funeral parlor and traffic personnel to make sure vehicles do not clog the area.

Also, a medical and dental team was assigned to the action center at the Cebu City Sports Complex to attend to needs of relatives waiting for news of the victims of the sunken ship.

Abadinas said some relatives who have been waiting at the action center for days could feel the stress of having to find out the status of the missing persons.

The teams will be at the police assistance centers that Roderos ordered them to put up.

Abadinas assured that the camp is still available if city officials decide to place the bodies there for viewing. (EPB/KAB/MEA/EOB)

CEBU CITY, Philippines – Nearly eight months after they identified victims of the MV Princess of the Stars tragedy, the Interpol will turn over all their equipment to the National Bureau of Investigation (NBI) on Thursday.

Cebu City Administrator Francisco Fernandez said the turnover will take place with Vice President Noli de Castro and Defense Secretary Gilbert Teodoro representing President Gloria Macapagal Arroyo.

The Interpol arrived in Cebu last June 29 after the national government sought assistance for the identification of victims of the Princess of the Stars sinking caused by Typhoon Frank.

Identification was done through DNA matching. The Interpol, together with the NBI, organized the collection of post, ante mortem and DNA samples of the victims.

They shipped a mobile forensic laboratory to Cebu for post mortem examinations and procured equipment such as steel beds, sinks and computers.

The turnover will include documents of samples taken from the victims and their families.
