MANILA, Philippines--Kidnapped television reporter Ces Drilon, cameraman Jimmy Encarnacion and Mindanao State University professor Octavio Dinampo were freed late Tuesday night, nine days after they were abducted in Sulu province.

Philippine National Police Director General Avelino Razon confirmed that the hostages were released at around 11 p.m. Tuesday.

"They were picked up by Jun Isnaji and secured by four policemen at Sitio Danasi, lower Sinumaan, Talipao, Sulo and brought to the house of Mayor Alvarez Isnaji," Razon related in a text message.

"Ces Drilon and company are in good condition but they will immediately be given medical attention and appropriate nutrition. Airlift plan to Zamboanga ongoing and reunion with family will be arranged," said Razon.

He said the three will have to first undergo a debriefing in Zamboanga City before they are flown back to Manila.

In a phone interview, Razon claimed that no ransom had been paid for the release of Drilon and her two companions who were kidnapped in Maimbung, Sulu, on June 8 while they were on the way to interview a top commander of the Abu Sayyaf terrorist group. The three were released by their abductors, who were believed to be Abu Sayyaf members.

Another ABS-CBN cameraman, Angelo Valderama, was originally with the group that was kidnapped but was released on June 12 after a P2-million ransom was reportedly paid.

The release of the hostages, Razon claimed, was merely "due to the persistent and persuasive efforts of the local crisis committee under Indanan Mayor Alvarez Isnaji and Governor Sakur Tan," and that no money had been given to the kidnappers, despite their P15-million ransom demand that was to have been paid Tuesday noon.

Chief Superintendent Joel Goltiao, police director for the Autonomous Region in Muslim Mindanao (ARMM), also confirmed the release of the kidnap victims but declined to provide additional details.

"Ces, Jimmy, and Angelo are finally all free," ABS-CBN said in a statement. "We are thankful our prayers have been answered and our efforts rewarded."

"Above all, the release of Ces, Jimmy, and Angelo could not have been possible without the cooperation of the people of Sulu and their local government. We thank them and share their hope for enduring peace in Mindanao," the statement added.

Razon meanwhile said he had no idea Senator Loren Legarda was part of the negotiations.

"Ces is free. She is resting. Soon, she will be in the hands of her family," Legarda, who claimed she also negotiated for the release of the hostages, told dzMM radio.

Legarda said the refusal of the victims' families to pay ransom, and an imminent military operation, were the breakthrough that led to the release.

"Nung malaman nilang wala silang makukuha [When they realized they won't be getting anything], they were pushed against the wall. Wala na silang mapuntahan [They had nowhere to run]," Legarda said.

"The military operations in the past few days helped," she said.

The senator said she was in constant contact with Drilon, who put her on speakerphone for her captors to hear.

At one point, Legarda said Drilon told her over the phone crying: "Loren, tell me if you guys can't do it so I can accept my fate that they will behead us."

Legarda said Drilon told her that Encarnacion's hands were tied and was being prepared for beheading at one point.

It was at that instant that "I pressured them, I cajoled them, I appealed to them, I even threatened them. They should be freed," Legarda related.

Legarda said Drilon's group was "very upbeat and calm" though tired from the five-hour-long trek from the Sulu hinterlands.

Razon said that if there was any lesson from the kidnapping, it was also to properly exercise press freedom.

"Ang aral po dito laging sinasabi hindi natin puwedeng i-exercise press freedom na malalagay ang [The lesson here is we can't exercise press freedom by putting] reporters or journalists in harm's way, na hawak ng terrorista or criminal elements," said Razon.

MANILA, Philippines -- (UPDATE 3) Kidnap for ransom charges will be filed against a town mayor in Sulu and his son who negotiated for the release of a television news team over circumstantial evidence that the two had connived with the Abu Sayyaf group, police officials said Thursday.

The complaint for four counts of kidnapping against Mayor Alvarez Isnaji and his son Haider will be filed at the Department of Justice later in the day for their alleged involvement in the abduction of ABS-CBN’s Ces Drilon, her crew, and a professor at the Mindanao State University, PNP Chief Avelino Razon said.

Razon and Chief Superintendent Raul Castañeda, head of the Criminal Investigation and Detection Group, said police have witnesses that implicated the Isnajis in the kidnapping.

"Based on the revelations given by witnesses, we have seen that Mayor
Alvarez Isnaji is a principal suspect in this kidnapping case of Ces
Drilon," Razon said.

The witnesses include government officials and policemen who "know certain facts relating to the kidnapping case" and were "present during the incident," Razon said. He declined to elaborate.

After Drilon's group was released and their statements were taken,
Razon said, "The fact that Mayor Alvarez Isnaji was involved in the kidnapping unraveled."

Razon said there were "inconsistencies" in Isnaji's statement but refused to elaborate, pending the filing of formal charges.

Razon also noted that the town mayor was appointed by the kidnappers as their negotiator with government, even as the local officials tapped Sulu Vice Governor Lady Ann Sahidula to hold negotiations.

“Mayor Isnaji was not among the government negotiators. He was negotiating for the kidnap for ransom group,” he said.

The mayor's son, Haider, was a "conduit," Razon said, adding that the young Isnaji "was also talking [with the kidnappers] and doing the things that his father was doing."

"Based on the recommendation of our lawyers and investigators, we will be filing charges against the Isnajis," Castañeda said in a separate interview earlier in the day.

The Isnajis were brought to the CIDG Wednesday and underwent “tactical interrogation.” They are still under the custody of the CIDG.

Castañeda said the PNP would present the Isnajis in a press conference later this Thursday.

Drilon, her cameraman Jimmy Encaracion and Angelo Valderama; and professor Octavio Dinampo were abducted last June 8.

Valderama was released June 12 after payment of “board and lodging fee.” The other three were released late Tuesday night. The ABS-CBN news team is now in Manila. The government and the television network claimed that despite a P15 million ransom demanded by the abductors, no money was paid for the release of Drilon and company.

Justice Secretary Raul Gonzalez on Thursday warned there may be repercussions on the arrest and the filing by police of formal complaints against Indanan, Sulu Mayor Alvarez Isnaji and his son Haider for the kidnapping of an ABS-CBN News crew in Sulu.

The police formally filed a complaint of kidnapping against Isnaji and his son early Friday morning to the Department of Justice (DOJ).

The Criminal Investigation and Detection Group filed the complaint to DOJ’s Chief State Prosecutor Millet de los Santos who started inquest proceedings at the CIDG headquarters late Thursday night.

The pre-trial conference for the case was reportedly set for 1 p.m. on Monday.

Aside from being mayor of Indanan, Sulu, Isnaji is also an official of the Moro National Liberation Front. He is also president of the League of Municipalities in Sulu and the MNLF's gubernatorial bet in the upcoming elections in Autonomous Region in Muslim Mindanao (ARMM) this August.

Gonzalez said there is no doubt Isnaji is an influential man in his province.

"He's a VIP talaga there. Respected. So maybe that's the reason why the kidnappers chose him," Gonzalez said.

The Philippine National Police (PNP) earlier said there were inconsistencies in the mayor's statement and they have witnesses against Isnaji and his son.

"It will complicate a lot of situations there because if he will feel aggrieved, for example, we don’t know what his followers would do?" he said.

Press Secretary Jesus Dureza for his part said it is best to wait for the results of the ongoing investigation.

Dureza added while the government wants to make the kidnappers of the ABS-CBN news team and a Mindanao State University professor accountable, Mayor Isnaji deserves full vindication if his links to the abduction are not proven.

MNLF shocked

This early, top officials of the MNLF are questioning the PNP’s actions against Isnaji.

They said they are not happy with how the police escorted the Indanan mayor for interrogation in manila.

MNLF leaders said this is not what they expected after Isnaji played a big role in the release of journalist Ces Drilon and her team.

"One must congratulate him, commend him for a job well done. Per ‘yon nga ang nangyari he is being detained, being subjected to... tactical interrogation, at saka merong suspicion sa kanya ang mga pulis," MNLF Secretary General Abdul Sahrin said.

MNLF Chairman Muslimin Sema said that, while Drilon and company were in the hands of the kidnappers Isnaji was the one conducting negotiations.

"I was shocked when they said that Isnaji was pinpointed as suspects... We (MNLF) don't know why Isnaji was pinpointed as one of the suspects," said Sema.

In a separate interview Sema said Isnaji was never involved in any abduction or shenanigan.

The MNLF chairman said the police should be able to present evidence to support their arrest of Isnaji.

Sema suspects that Isnaji may have been tagged by government authorities as the fall guy in the kidnapping.

"Walang mapagbuntunan ng galit, Mayor Isnaji ang pinagbuntunan ng galit," said Sema.

Meanwhile, the MNLF said it would provide lawyers for Isnaji to defend him.

Election-related?

A political ally of the Indanan mayor meanwhile believe that Isnaji’s arrest maybe related to the elections in the Autonomous Region in Muslim Mindanao (ARMM).

"It gives us suspicion that this is politically-motivated. Alam mo di naman sa naninira tayo ng kuwan, ARMM. Ang police ng ARMM is completely under the control of the governor of the ARMM," said former Lanao del Sur 2nd district Rep. Benasing Macarambon.

Isnaji has filed his candidacy for governor of the ARMM in elections in August. He is registered in the Commission on Elections as an independent against the main administration candidate incumbent Gov. Zaldy Ampatuan.

Formal complaint filed

Police on Thursday said that the documents for the filing of kidnapping charges against Isnaji have been completed.

"Complete na ang documents," Senior Superintendent Nicanor Bartolome Jr., PNP spokesman, said in a phone interview with abs-cbnNEWS.com on Thursday.

Director General Avelino Razon Jr., Philippine National Police chief, said investigators have gathered enough evidence to establish the participation of Mayor Isnaji and his son, Haider, in the abduction of the ABS-CBN crew led by Ces Drilon and professor Octavio Dinampo.

"Our evaluation of statements from the victims and several witnesses all point to the participation of the Isnajis in the kidnapping Ces Drilon and her crew staged by armed men, two of whom we have identified as Abu Harris and Tuan Wals," Razon said.

Isnaji was hand-picked by the kidnappers as the "negotiator" for the hostages' release. Haider, on the other hand, was one of the "emissaries" to the kidnappers, Razon said.

The PNP chief, however, said that inconsistencies in the debriefing of the Isnajis led investigators to believe that both were actual participants in the kidnapping.

This was further bolstered by statements from witnesses and other evidence gathered by the PNP.

The PNP chief gave hint of more arrests in the coming days, including another suspect who has direct hand knowledge of the involvement of the Isnajis.

'Surprised'

Earlier, the elder Isnaji insisted that he and his son were not involved in the abduction of the ABS-CBN News crew and their guide last week in Indanan, Sulu province.

"I was surprised. I [gave] them hope," he said.

He also denied that the ransom money that was supposedly paid for the victims' release went to his pockets and his campaign kitty for the August elections in the Autonomous Region in Muslim Mindanao. "That's not true. That's [the] allegation of some politicians who are jealous of me."

He added that he and his son should be rewarded for negotiating for the release of the television crew.

"I thought I should be given reward or what," he said.

Haider, meanwhile, suspects that he and his father are caught between a raging political war.

"Ces must know better. Maybe we are just caught in the middle between political in the country," he said.

The younger Isnaji appealed to the government to reconsider its decision to file charges against his father.

I knew it!  I don't know why people never learned!  Kasagaran di jud na sila kasaligan!  It's just too bad for the others who are really nice kay madalahig lang sa ilang kabuang!  I have had nice friends then back in high school pero diha pod mga tsolokoy.

same with are co networker ate.  he went to mindanao to do business. and he was with a friend that was a local there
so basically the friend knew his income,  na unsa naman to nga one night, bandits woke him up and he was kidnapped nagpakita pajud iya amigo! they got all of his money  and he was brought to their camp.. hpakon cla pusil, i mock, samaran, he was able to escape tho.. daghan cya scars adto nga iya gi agi-an.. i dont know why he didnt tell it to media tho
