Yeltsin’s drinking was proverbially “normal” for a Russian, i.e. one bottle of vodka a day. As his ill-health and alcoholism — no doubt exacerbated by the stress of managing increasingly chaotic Russia —  worsened, his erratic acts multiplied.

During a visit to Washington D.C., Yeltsin was found on Pennsylvania Avenue, drunk, in his underwear and trying to hail a cab in order to find pizza — that perennial food of choice among the inebriated.

Yeltsin would also call the White House from the Kremlin totally drunk.

Once above the Shannon Airport, Ireland, his plane circled overhead for at least an hour as the welcoming party waited on ground, Yeltsin being too ill — read, too drunk — to meet the Irish prime minister.

Although mostly harmless, this unpredictability caused great alarms in outside Russia as he threatened the West with a world war when the NATO bombs fell over Belgrade in 1999.

He also ordered the military to shoot on civilians and burn down everything in Chechnya.

He also announced that he would cut Russia’s nuclear arsenal by one-third and work toward a total world ban on nuclear weapons.  Russian officials scrambled to correct the president.

The most unstable inebriate to ever have access to weapons that could wipe out half the planet was the late Russian Federation leader Boris Nikolayevich Yeltsin, whose antics while in power from 1991-1999 both amused and chilled his foreign counterparts who were worried he was out of touch with reality.

Boisterous Boris, the first president of the new federation, was in charge of a massive nuclear arsenal and an economy on the brink of collapse, but still he found time to enjoy himself in public.

During a trip to Germany in 1994, after imbibing several champagnes at a state luncheon, Yeltsin jumped on stage, took the baton from the conductor of a brass band and led a performance of a Russian folk song, all the while singing and dancing and blowing kisses to the audience.

Later that year in Dublin he left Irish premier Albert Reynolds standing on the red carpet at Shannon Airport during a stopover. Yeltsin's red-faced minders informed the Irish officials that Yeltsin was ''unwell'' and could not leave the plane.

Yeltsin's non-conformist approach was not confined to politicians. In an extraordinary breach of protocol during an audience with Pope John Paul II in February, 1998, he told the pontiff ''Holy Father, we haven't finished yet,'' when the pope clearly thought they had. At a subsequent banquet decorum went out the window, when Yeltsin made an expansive toast and declared his ''boundless love for Italian women''.

Perhaps his most comical effort was playing wooden spoons on the balding head of Askar Akayev, the president of ex-Soviet state Kyrgyzstan, but not suprisingly he saved his best for the Americans.

Former president Bill Clinton revealed after he left the White House, that during a visit to Washington in 1995, Yeltsin's late-night drinking almost caused an international incident. US secret service agents found Yeltsin, who was staying in the White House guest quarters, standing alone on Pennsylvania Avenue in his underwear trying to hail a cab. Slurring his words, Yeltsin told them he wanted a pizza.

The former head of Yeltsin's security, Alexander Korzhakov, later described his boss as a suicidal alcoholic who had twice tried to kill himself.

medvedev himself declared that drinking in russia is a national disaster.  he's the one in the middle being helped.
