I think it does. I had a Hungarian friend. She didn't practice religion because being a Hungarian, they were not allowed to practice religion so she grew up not knowing anything about religion. But she was a woman of high moral values.

I think so. Morality and the concept of morality depends on the culture and society. What may seem moral to one group of people may seem immoral to another.

Law of nature which from God make us all instinctively know whats right and what is wrong.So bisan walay religion mo exist gyud ang morality.Remember sa gagmay pa ta unya makabuhat tag dili maayo mo kick in atong instinct nga hala di man siguro maayo atong nabuhat.But then walay nag sulti nato nga di maayo pero ang nature mismo nagtell something is wrong.

Most of the great leaders in the past proclaimed edicts, upheld laws that were in basis of their society's laws and religion. They purported, on their legitimacy as being passed down from their society's deity or deities.

Points in case: Julius Caesar, Greek Philosopher Kings, Pharaoh of Egypt, Caliphs, Maharajas, Chinese Emperors, Aztec Emperors, European Absolute Monarchs. The list goes on.
