MANILA, Philippines – Pick-up lines are out. Pork barrel punchlines are in.

Sen Miriam Defensor Santiago veered away from her usual pick-up lines, the staple of her public speeches especially before young audience members.

In her speech at the National Student Conference on Hotel and Restaurant Management on Monday, September 9, the senator focused her ire and humor on the controversial pork barrel scam.

The senator has been a vocal critic of her colleagues implicated in the scam, especially her archenemy Senate Minority Leader Juan Ponce Enrile.

The multi-billion peso scam involves an alleged web of corruption where lawmakers allow their development funds to be transferred to fake non-government organizations in exchange for kickbacks.

Santiago delivered the following lines at the start of her speech, drawing laughter from the audience:

1. Anong tawag 'pag nagtapon ka ng basura sa dagat? Sagot: Pollution

Ano naman ang tawag kapag tinapon mo sa dagat ang mga pulitikong kurakot? Sagot: Solution.

(What do you call throwing trash at sea? Answer: Pollution.

What do you call throwing corrupt politicians at sea? Answer: Solution.)

2. Kapag nagsinungaling ka sa congressman o senador, kakasuhan ka na ng perjury, may jail term ka pa. Pero kapag ang congressman o senador nagsinungaling sa iyo, ginagawa na nila ang trabaho nila, magkakaroon pa sila ng bagong term.

(When you lie to a congressman or senator, you will be charged with perjury with a jail term. When a congressman or senator lies to you, they are just doing their job and will even have a new term.)

3. How to tell if a politician is telling the truth:

Whenever he’s crossing his arms, he may be telling the truth.

Whenever he’s stoking his chin, he might be telling the truth.

Whenever he looks at you straight in the eyes, he might be telling the truth.

But when he opens his mouth, he is lying.

4. There was a study on the connection between government employees and the sport they play. Ang paborito raw sport ng entry-level government employees ay basketball. Kapag lower management position na, ang paborito raw nila ay bowling. Kapag upper management naman, paborito raw nila ay tennis. Ang paborito raw na sport ng high-level government officials is golf.

The study then made this conclusion, kapag tumataas ang posisyon mo sa gobyerno, lumiliit ang balls mo.

(Updated 2:28 p.m.) Some 100 armed followers of Moro National Liberation Front (MNLF) former chairman Nur Misuari have attacked Zamboanga City Monday and taken at least 20 people hostage, city mayor Isabelle "Beng" Climaco-Salazar said.
"As of now 20 people are being held hostage. (We believe) the main target of the MNLF in encroaching Zamboanga City is to (declare) independence in City Hall. We are securing City Hall," she said in an interview on dzBB radio.

A Reuters report pegged the number of civilian hostages at 30. It said three people were killed while 10 others were wounded as the rebels forced their way to the city center.

Armed Forces public affairs chief Lt. Col. Ramon Zagala said they received reports that two civilians and a soldier were killed in the incident while four others were wounded.

“There are reports that civilians were killed by the MNLF. The report we have is there are two civilians killed and four wounded,” he said in a press conference in Camp Aguinaldo.

Classes, work suspended

In an interview over radio dzBB, Climaco said the city government has declared "no classes and no work" due to the tense situation.

In an advisory, the Philippine Airlines (PAL) announced the cancellation of all its remaining flights in and out of Zamboanga Monday “to ensure the safety of its passengers amid the ongoing security concerns in the city.”

“The cancelled PAL Express flights are Manila-Zamboanga-Manila scheduled for tonight and flights bound for Jolo, Davao and Cebu,” the country's flag carrier said, adding that passengers may arrange for a rebooking or refund with any PAL or PAL Express ticket office.

Malacañang on Monday assured the public that the government is taking action.

"The authorities are responding to the situation in a manner that will reduce the risk to innocent civilians and restore peace and order to Zamboanga City at the soonest possible time," Malacañang said in a statement.

Citing initial information reaching her, Climaco said the hostage-taking occurred in Barangay Sta. Catalina.

According to Task Force Zamboanga chief Col. Andreilino Colina, the group was trying to force their way into the city, specifically to take over City Hall. "Gusto nila na pumunta ng City Hall at itaas yung bandila nila," Colina said on GMA News TV's "News to Go."
"Tingin lang po namin ay dahil ito ang pinaka-hub in the whole of western Mindanao kaya malaki ang significance ng Zamboanga City sa kanila. Misuari has been saying in the past na kasama dapat itong Zamboanga sa mga area na magiging territory nila," Colina said when asked why the group chose to attack Zamboanga City.
The mayor also said they are establishing evacuation centers for residents of at least three villages whose residents were evacuated earlier Monday.

A dialogue was ongoing with a rival faction of the MNLF in Zamboanga. An MNLF official claimed that the MNLF fighters who engaged the military were intended to be security for Misuari. Colina said he suspects the incursion of Misuari's men was meant to disrupt the dialogue with his rivals.

Misuari had declared independence last August for much of Muslim Mindanao and even Sabah. But this is the first movement by his troops to pursue that claim.
Mayor Climaco added the city government was not advised that the armed men were to escort Misuari in the area.
Also, she asked the national government to hold dialogues with the MNLF outside Zamboanga City.
"We do not want dialogues held in Zamboanga City. The people of Zamboanga City are not part of the Autonomous Region in Muslim Mindanao," she said.

COTABATO CITY—A powerful bomb apparently rigged to a vehicle exploded here on Monday afternoon, killing at least six people and injuring 29 others, including policemen.
The bomb exploded as a bulletproof SUV, carrying City Administrator Cynthia Guiani-Sayadi, was passing by.

Sayadi was not hurt, but two of her police bodyguards in a security van were killed, officials said, adding it was unclear if Sayadi was the target of the attack.

But police were investigating to determine if Sayadi was the target or her brother, Mayor Japal Guiani Jr.

In a statement issued two hours after the explosion, Sayadi said she strongly believed she was the target of the attack.
But she did not say whether she knew who tried to kill her.
Malacañang condemned the bombing and vowed to hunt down and punish those responsible.

“We condemn the use of violence to kill and maim our countrymen who are peacefully going about their daily lives,” said Secretary Herminio Coloma of the Presidential Communications Operations Office.
“We’ll hold accountable these criminals who terrorize our society,” Coloma said.

Authorities did not immediately point to any suspects, but government forces have been on alert in the South due to recent attacks and bombings by a breakaway Moro insurgent group opposed to peace talks between the administration of President Aquino and the Moro Islamic Liberation Front (MILF).
