Ang mga raliyista ay pinamumunuan ni Carlos Tranghia, chairman ng Barug Katawhan ng Davao Oriental, grupo ng Anakpawis, Anakbayan, League of Filipino Students, Kadamay, Kilusang Mayo Uno at ang Kilusang Magbubukid ng Pilipinas.

Gayun pa man, bago pa makarating ang mga ope­ratiba ng pulisya ay nagawang itakas ng mga raliyista ang saku-sakong relief goods, kahun –kahong kape at instant noodles.

Inabutan pa ng mga pulis ang ilang grupo ng raliyista na tangay ang mga ninakaw na 600 kahon ng noodles, 3,000 food packs, 150 kahon ng kape na agad naman kinumpiska ng mga awtoridad.

Pinaiimbestigahan na ng PNP ang insidente at mahigpit na pinababantayan ang mga bodega, compound ng mga tanggapan sa disaster relief operations upang maiwasang maulit pa ang insidente.

Magugunita na sa ka­sag­sagan ng panalalasa ng bagyong Pablo noong Disyembre 2012 ay niransak din ng mga evacuees ang bodega ng National Food Authority at mga grocery store sa bayan ng Cateel, Davao Oriental.

MANILA -- At least 23 families were evacuated when a landslide hit a village in Davao del Sur over the weekend, the National Disaster Risk Reduction and Management Council (NDRRMC) said Monday.

In a belated report, the NDRRMC said the landslide incident occurred at Purok Cadena de Amor, Barangay Coronan, Sta. Cruz town around 4 a.m. on Saturday.

No casualties and damaged houses were reported, the NDRRMC said.

It added that the affected families were evacuated to the village’s gymnasium.

According to the agency, the landslide was triggered by the continuous moderate to heavy rains that had prevailed over the region.

Last week, Tropical Depression "Crising" dumped rains in Mindanao which triggered six flashflood and six landslide incidents, according to the NDRRMC.

In Davao del Sur, flooding was monitored by the agency at Barangays Pong-pong, San Isidro and Buca in Sta. Maria town on Friday dawn.

"The flashflood occurred after Buca River swell into critical level that caused the earth dike to give in," the NDRRMC said in its report.

DAVAO CITY, Philippines - A magnitude 6.2 earthquake jolted the province of Davao del Sur on Saturday, February 16, the US Geological Survey said

The earthquake struck 28 kilometers Southeast of Caburan, Davao del Sur at around 12:37 in the afternoon with a depth of 98.2 kilometers.

The tremor was felt in Davao City, Digos City, General Santos City and in Sarangani Province.

Some Vatican observers said Manila Archbishop Luis Antonio Cardinal Tagle, installed as a cardinal by the pope only last November, is one of the front runners to be the global Catholic Church's next pope.

On Monday, 85-year-old German-born Pope Benedict XVI on Monday announced that he will resign on February 28, making him the first pope to do so in centuries.

Journalist John Allen Jr. of the United States-based National Catholic Reporter (NCR) has written extensively about the possible popes.

Even in 2011, when Tagle was not yet a cardinal, Allen already wrote that the Filipino priest was not only "a rising star in the Asian Church" but also a "papal contender."

Known Tagle is known to go around the communities he serves on a "cheap bike."

In his blog on the NCR in October 2011, Allen said "a striking number of people who know Tagle believe that this is a guy who, one day, could be pope."

In May last year, he wrote about eleven contenders he grouped into “concentric circles of plausibility” as front-runners, possibilities and long shots. He listed Tagle as a long shot.

“My experience is that pretty much everybody agrees on the top two names on this list, Cardinals Angelo Scola and Marc Ouellet, but after that things get murkier,” Allen wrote.

A gifted communicator

In a more recent article, he again mentioned Tagle and Nigeria’s 68-year-old Cardinal John Olorunfemi Onaiyekan. Allen said these two  “impressed” some of their colleagues in last year’s Synod of Bishops.

In the same article, Allen had described Tagle as a "gifted communicator" and "a key point of reference for Catholicism in Asia, the "go-to" figure within the Asian bishops' conference on most theological questions."

Allen also quoted Italian journalist Enzo Romeo who followed te Vatileaks scandal and enumerated 12 contenders. Tagle was not in Romeo’s list.

The Italian contenders in Romeo’s eyes are Cardinal Angelo Scola of Milan, Cardinal Angelo Bagnasco of Genoa, president of the Italian bishops' conference, Archbishop Francesco Moraglia of Venice, and Cardinal Gianfranco Ravasi, president of the Pontifical Council for Culture.

The non-Italians on Allen’s list are:

- Cardinal Marc Ouellet of Canada, prefect of the Congregation for Bishops;
- Cardinal Christoph Schönborn of Vienna, Austria;
- Cardinal Peter Erdö of Budapest, Hungary;
- Cardinal Philippe Barbarin of Lyon, France;
- Cardinal Timothy Dolan of New York;
- Cardinal Odilo Pedro Scherer of São Paulo, Brazil;
- Cardinal Peter Turkson of Ghana, president of the Pontifical Council for Justice and Peace; and
- Cardinal Robert Sarah of Guinea, president of the Pontifical Council "Cor Unum"

Front runners for now

Meanwhile, a Reuters report on Tuesday also cited Tagle as a front runner to be the next pope.

Reuters noted that Tagle has a charisma often compared to that of the late Pope John Paul.

He is also close to Pope Benedict after working with him at the International Theological Commission. While he has many fans, he only became a cardinal in 2012 and conclaves are wary of young candidates.
 
While there are no official candidates, Reuters said the "papabili" (potential popes) are:
 
- Joao Braz de Aviz (Brazil, 65) brought fresh air to the Vatican department for religious congregations when he took over in 2011. He supports the preference for the poor in Latin America's liberation theology, but not the excesses of its advocates. Possible drawbacks include his low profile.
 
- Timothy Dolan, (USA, 62) became the voice of US Catholicism after being named archbishop of New York in 2009. His humor and dynamism have impressed the Vatican, where both are often missing. But cardinals are wary of a "superpower pope" and his back-slapping style may be too American for some.
 
- Marc Ouellet (Canada, 68) is effectively the Vatican's top staff director as head of the Congregation for Bishops. He once said becoming pope "would be a nightmare." Though well connected within the Curia, the widespread secularism of his native Quebec could work against him.
 
- Gianfranco Ravasi (Italy, 70) has been Vatican culture minister since 2007 and represents the Church to the worlds of art, science, culture and even to atheists. This profile could hurt him if cardinals decide they need an experienced pastor rather than another professor as pope.
 
- Leonardo Sandri (Argentina, 69) is a "transatlantic" figure born in Buenos Aires to Italian parents. He held the third-highest Vatican post as its chief of staff in 2000-2007. But he has no pastoral experience and his job overseeing eastern churches is not a power position in Rome.
 
- Odilo Pedro Scherer (Brazil, 63) ranks as Latin America's strongest candidate. Archbishop of Sao Paulo, largest diocese in the largest Catholic country, he is conservative in his country but would rank as a moderate elsewhere. The rapid growth of Protestant churches in Brazil could count against him.
 
- Christoph Schoenborn (Austria, 67) is a former student of Pope Benedict with a pastoral touch the pontiff lacks. The Vienna archbishop has ranked as papal material since editing the Church catechism in the 1990s. But some cautious reform stands and strong dissent by some Austrian priests could hurt him.
 
- Angelo Scola (Italy, 71) is archbishop of Milan, a springboard to the papacy, and is many Italians' bet to win. An expert on bioethics, he also knows Islam as head of a foundation to promote Muslim-Christian understanding. His dense oratory could put off cardinals seeking a charismatic communicator.
 
- Peter Turkson (Ghana, 64) is the top African candidate. Head of the Vatican justice and peace bureau, he is spokesman for the Church's social conscience and backs world financial reform. He showed a video criticizing Muslims at a recent Vatican synod, raising doubts about how he sees Islam.

Reuters said the list will probably change between now and when the conclave is held, most likely in March.

No Italian pope in decades

The Catholic Church has not had an Italian pope in decades. Pope John Paul II from Poland broke the centuries-old Italian grip on the papacy and the Italians were still kept away the papal throne when the c Germany’s aged Cardinal Joseph Ratzinger was chosen eight years ago.

Reporting on the Synod of Bishops, Allen said, “Archbishop Luis Antonio Tagle of Manila, widely considered a rising star among the Asian bishops, said for the church to be a place where people meet God, it needs to learn three things from the example of Jesus: humility, respect for others, and silence.”

"The church must discover the power of silence," Allen quoted Tagle as saying.

 "Confronted with the sorrows, doubts and uncertainties of people, she cannot pretend to give easy solutions. In Jesus, silence becomes the way of attentive listening, compassion and prayer. It is the way to truth," Tagle said.

Tagle’s presentation "had a certain resonance" according to Allen who quoted Irish Fr. Eamonn Conway, a theologian and an expert adviser to the synod.

Pope Benedict's apostolic letter

The voting cardinals will most likely choose the next pope from among themselves although technically any baptized Catholic can chosen pope.

In June 2007, Pope Benedict XVI issued an apostolic letter where he restored the papal election threshold to two-thirds majority of the cardinals eligible to vote.

As there are 118 Cardinal electors, 79 votes are needed to elect the next pope.

It was the same two-thirds threshold that prevailed when then Cardinal Joseph Ratzinger was elected eight years ago after the death of Pope John Paul II, who lowered it to a simple majority of the voting cardinals.

Pope Benedict added two more provisions in case of a persistent deadlock in the secret balloting during the papal conclave.

He decreed in the apostolic letter that the cardinals will pause for a day of prayer and dialogue.

He also limited the next balloting after the one-day voting respite to the top two contenders. This election mode is called a runoff election in some countries where multi-party parliamentary systems are at work. - with reports from Reuters, VVP, GMA News

WASHINGTON -- (UPDATE - 10:20 a.m.) A major 8.0 magnitude earthquake was feared to have flattened villages in the Solomon Islands Wednesday, and triggered a tsunami with destructive potential for Pacific nations' coasts, monitors said.

Tsunami watches were in effect as far afield as Hawaii, the Pacific Tsunami Warning Centre said, and New Zealand was also on guard. But monitors said there was no threat to Australia.

The US Geological Survey said the quake struck at 0112 GMT near the Santa Cruz Islands in the Solomons, which have been hit by a series of strong tremors over the past week, at a depth of 5.8 kilometers (3.5 miles).

A powerful aftershock of 6.4 magnitude was also recorded.

"Sea level readings indicate a tsunami was generated," the Hawaii-based Pacific centre said. "It may have been destructive along coasts near the earthquake epicentre and could also be a threat to more distant coasts."

Locals in the Solomons capital Honiara, 580 kilometers (360 miles) from the epicenter, said the quake was not felt there but some villages were destroyed, according to a hospital director.

"The information we are getting is that some villages west and south of Lata along the coast have been destroyed, although we cannot confirm this yet," the director at Lata Hospital on the main Santa Cruz island of Ndende, told AFP.

A staff member at the Solomons National Disaster Management Office said officials were concerned about the eastern province of Temotu.

"That's the province, which if it is going to have an effect, then they will be the first people to be impacted," the official, who did not wish to be named, told AFP.

"They felt the quake."

He said first reports from the area were that there was a tsunami wave but he had no further information.

He added that the national disaster operation center had been activated and they were trying to contact those in Temotu province.

In 2007 a tsunami following an 8.1-magnitude earthquake killed at least 52 people in the Solomons and left thousands homeless.

The Solomon Islands are part of the "Ring of Fire," a zone of tectonic activity around the Pacific Ocean that is subject to earthquakes and volcanic eruptions.

The tsunami warning was in effect for the Solomon Islands, Vanuatu, Nauru, Papua New Guinea, Tuvalu, New Caledonia, Kosrae, Fiji, Kiribati, and Wallis and Futuna.

A tsunami watch was also in place over Samoa, Kermadec Islands, new Zealand, American Samoa, Tonga, Australia, Niue, Cook Islands, Indonesia, Wake Island, Chuuk, Jarvis Island, Minamitorishima, Belau and Midway Island.

VICE Mayor Rodrigo Duterte warned cohorts of slain police officer Allan Borling Balingit to leave Davao City in 24 hours, or suffer the consequence of their involvement in the illegal drugs trade.

At the same time, Duterte gave 23-C, Mini Forest Boulevard barangay captain Amilbangsa T. Manding 48 hours to eradicate illegal drugs in his area, which the vice mayor described as rampant.

"Tagaan tamo ug baynte kuatro oras. Ug makit-an tamo sorry na lang (I give you 24 hours. If I see you, I'm really sorry)," Duterte said in his regular television program "Gikan sa Masa, Para sa Masa" aired Sunday.

Duterte was referring to the cohorts of SPO4 Balingit in the illegal drug trade in Davao, including a barangay kagawad (councilman) and a jail guard whom he did not identify.

He said these suspects have had dealings with Balingit and even showed on television a matrix he prepared on their illegal drug operation.

Balingit was killed after resisting arrest in a police operation in Barangay 40-D, Bostin Isla on Saturday afternoon. He was assigned at the Davao Oriental Provincial Police Office and gone Awol (absence without official leave) after testing positive for illegal drugs.

Personnel from the Investigation and Detection Management Branch (IDMB) of the Davao City Police Office (DCPO) and Philippine Drug Enforcement Agency (PDEA)-Davao were conducting a buy-bust operation when Balingit pulled out a handgun, prompting police operatives to open fire.

Recovered from the suspect’s possession were eight elongated plastic sachets and three small pieces of containing methamphetamine hydrochloride, locally known as shabu, with Dangerous Drugs Board (DDB) street value of P9,000, one hand grenade, one Colt .380 pistol and several rounds of live ammunitions.

Duterte said he will furnish the Philippine National Police (PNP) and the Department of Justice (DOJ) copies of the information he gathered on the illegal drug trade in the city.

He said illegal drugs trade happens almost every day in Barangay 23-C, Mini Forest Boulevard, and put to task Manding for allegedly doing nothing to stop this.

"I expect you to do something about it," Duterte said, adding he even wants Manding to personally lead the operations against drug pushers.

The vice mayor said he also received reports that Manding has been receiving protection money from drug pushers in his area.

Duterte said if this is true, "then I am demanding now that you resign or get out of the way."

Duterte had helped Manding win as barangay captain and as president of the Association of Barangay Captains (ABC) that earned him a slot in the City Council a few years back.

"You had your days of fun and glory," Dutete said.

The vice mayor said he will even ask the PNP to establish a headquarters in Mini Forest just to stop the illegal drugs trade in the area.

London, Jan 28 (IANS) A Swedish man will stand trial for manslaughter for allegedly killing his German girlfriend during a brutal sex game, a media report said Monday.

The 28-year-old German woman exchange student was hit over 100 times with a wooden blackboard pointer by the 31-year-old man at his home in Umea in northern Sweden in October 2012, the Daily Mail reported.

The man said the woman was a willing "sex slave" in the game.

Police said the man raised the alarm when the woman stopped breathing during their violent sex session.

The woman was treated for two days in the intensive care ward of a local hospital before her life support machines were switched off.

She had sustained brain damage as a result of her airways being restricted.

MANILA, Philippines – Patay ang isang siyam-taong-gulang na bata matapos lapain ng aso sa Zamboanga City noong Lunes ng hapon, ayon sa mga pulis.
 
Kinilala ng mga pulis ang biktima na si Mariane Gonzales, grade four na sa Pasonaca Elementary School at residente ng Baranggay Cabangan.

Inatake ang bata ng aso habang dumadaan kasama ang tatlo pang bata sa Summer Hill Subdivision sa Baranggay Pasonaco bandang 4:50 ng hapon. Papauwi na noon ang bata nang maganap ang pag-atake.

Ayon sa imbestigasyon, ang isang asong Belgian Malinois na pagmamay-ari ni Geolar Tan ay nakatakas mula sa pagkakatali nang mapadaan ang mga bata.

Nakatakbo ang ibang bata at naiwan si Gonzales na nahulog sa isang lawa habang inaatake ng aso.

Kaagad isinugod sa ospital ang biktima matapos ang biktima ngunit idineklara rin siyang dead on arrival.

Ayon sa pulisya, kagat sa leeg at sa iba’t ibang parte pa ng katawan ang ikinamatay ng bata.

Nasa kustodiya na ng mga awtoridad ang aso at dalawang nangangalaga dito na sina Joel Cañete at RJ Serbestre habang hinihintay ang pormal na paghahayin ng kaso ng mga magulang ng biktima.

Haiku Stairs

The Haʻikū Stairs, also known as the Stairway to Heaven or Haʻikū Ladder, is a steep hiking trail on the island of Oʻahu.

The trail began as a wooden ladder spiked to the cliff on the south side of the Haʻikū Valley. It was installed in 1942 to enable antenna cables to be strung from one side of the cliffs above Haʻikū Valley to the other. A building to provide a continuous communication link between Wahiawā and Haʻikū Valley Naval Radio Station was constructed at the peak of Puʻukeahiakahoe, elevation about 2,800 feet (850 m). The antennae transmitted very low frequency radio signals from a 200,000-watt Alexanderson alternator in the center of Haʻikū valley. The signals could reach US Navy submarines as far away as Tokyo Bay while the submarines were submerged. Testers for RCA picked up signals on Long Island, and the signal also reached India, 6,600 miles (10,600 km) away.

When the Naval base was decommissioned in the 1950s, the United States Coast Guard used the site for an Omega Navigation System station. In the mid 1950s, the wooden stairs were replaced by sections of metal steps and ramps — by one count, 3,922 steps. The station and trail were closed to the public in 1987. Some hikers ignore the No Trespassing signs and continue to climb, contributing to the local community's misgivings about reopening the structure.

In 2003, the stairs were repaired, costing the city $875,000. As of early 2012, land usage rights issues have not been resolved. The City and County of Honolulu has stated that there is currently no plan to open the stairs for public use, citing liability concerns.
