Senator Francis “Kiko” Pangilinan on Tuesday expressed doubt that President Rodrigo Duterte will meet his deadline to solve the problem of illegal drugs in 12 months.

In a post on his social media account, Pangilinan cited a local newspaper report in July, which said that over 4,000 drug addicts and pushers surrendered in Davao City as a result of the government’s anti-drug program dubbed Oplan Tokhang.

“If the Davao City anti illegal drugs campaign did not succeed in stamping out and eliminating pushers and addicts in Davao City under President Duterte's 24 year stint as Mayor, what makes us think that the nationwide campaign against illegal drugs will succeed in 6 months (extended to another 6 months)?” Pangilinan said.

“If a mailed fist policy against illegal drugs did not succeed in eliminating the drug menace in a smaller area (one city) over a longer period of time (24 years), why will it succeed in a larger area (the entire country of over 100 cities and over 1000 municipalities) in a shorter period of time (3 to 6 to 12 months)?” the senator added.

Last month, Duterte said he needs an extension of another six months on his self-imposed deadline of three to six months to solve the crime and drugs problem in the Philippines.

A man who was filmed repeatedly throwing his 3-year-old step-daughter into a swimming pool, causing her to drown, has been jailed for 100 years.

Surveillance footage showed the man, identified only as Jose David N., throwing the small child into the water at a hotel in the city of Morelia, in Michoacan, Mexico, in August 2015.

She is seen battling to keep herself afloat, while her step-father stands watching at the side of the pool doing nothing. At times, he holds her underwater and teases her by throwing a float into the water, just out of her reach.

The incident took place on August 12, 2015, while the little girl’s mother was sleeping in their hotel room. The mother claims she found her daughter lifeless in front of the television, and had no idea she had been murdered until she saw the CCTV footage.

Other swimmers can be seen on surveillance, but they do nothing to intervene or help.

Jose David N. stayed silent throughout his murder trial and did not testify. Prosecutors had recommended a prison sentence of up to 40 years but a judge made his punishment more severe after reviewing the footage.

It's National Dog Week, and we're getting all mushy about the dogs who've meant so much to us.

It's rather fitting that it's National Dog Week. Seven years ago this very week, I went with my friend Amy to an animal shelter in Boca Raton, Florida, to help her return the traps she'd borrowed to catch feral cats, get them spayed or neutered, and release them; while I was there, I couldn't resist the "dog room," which is where I met this guy:

Renowned architect Felino Palafox, Jr. has “1,000 recommendations” to ease traffic and make Philippine cities more liveable, and is optimistic that the new administration will heed them, reversing what he believes was the previous administration's policy of NATO, or “No Action, Talk Only”.

Palafox was the speaker at the second “Brewing @ AIM: conversations with thought-leaders” forum at the Asian Institute of Management in Makati City on Friday.

While foreigners often prided themselves in learning Filipino phrases such as “Mabuhay”, a diplomat Palafox had met had a different phrase in his arsenal: “Traffic, grabe!”.

Palafox also recalled meeting an ambassador, who, upon being asked how long s/he had been in the Philippines, replied, “Three months in Makati, two months in EDSA.”

Among the first steps the government should take – and is already taking, in Makati City, at least – is to open up the roads of military camps and villages to all vehicles during peak hours on weekdays.

“One thing good about this new government is that they listen... I spoke to the Secretary of National Defense if they can open up the roads of the military camps during peak hours. And I said, 'The government should be the exemplar – not the exempted',” Palafox said.

To assuage security concerns, CCTV cameras could be installed. A toll could even be charged, or stickers required.

The same could be done for the villages, and the Department of Public Works and Highways could then repave the roads being used as they wore down.

Bel-Air 2 and San Miguel villages in Makati had already opened their roads to the public, alleviating the congestion along Makati Ave. and Reposo St., Palafox reported.

If this was too radical for homeowners, they could start with “inter-village courtesy” for Metro Manila, he suggested.

Nearly half of Japanese adults do not start having sex until after they reach 34 years of age, as the majority of young adults remain single in the country, where the population has fallen by nearly 1 million in the past five years.

The study, conducted by the National Institute of Population and Social Security Research, revealed that 42 percent of the men and 44.2 percent of the women aged 18 to 34 are still virgins in Japan.

The trend in society seems to have deteriorated since the last study came out in 2010. At the start of the decade, only 36.2 percent of men and 38.7 percent of women said they had never had sex.

Furthermore, as the new research revealed, the trend is unlikely to change in the near future as 70 percent of unmarried men and 60 percent of unmarried women have still yet to find a partner for a steady relationship.

Researchers noted that the demographics of the country faces challenges with the increase in singles in their late 20s, the age when women are most fertile.

Nearly 90 percent of the respondents declared that they are in no rush to get married and are planning to do it “sometime in the future.”

CONVICTED drug lord Herbert Colangco, one of the high-profile inmates detained at the New Bilibid Prison (NBP), will testify against Senator Leila de Lima in a congressional inquiry on drug proliferation at the national penitentiary next week.

Justice Secretary Vitaliano Aguirre confirmed Friday, September 16, that Colangco is one of the 12 high-profile inmates that will prove De Lima had accepted millions of drug money during her stint as Department of Justice (DOJ) chief.

“There are 10 to 12 high-profile inmates that will testify, kasama si Colangco dun," Aguirre said.

In a phone interview Thursday, Aguirre said that the DOJ is already prepared for the congressional inquiry that will take place on September 20.

"Handa na kami, actually, we are ready with many witnesses who will say that De Lima is involved in the drug trade inside the Bilibid and elsewhere," Aguirre said.

Aside from Colangco, the Justice secretary added that there are other high-profile inmates who will testify against De Lima. Also included in their list are former NBI director and NBI agents.

Aguirre added that they will transfer the inmates outside the facility of the NBP once the investigation starts for security reasons. However, he did not disclose when these inmates will be back to the national penitentiary.

MANILA – President Rodrigo Duterte killed a National Bureau of Investigation Agent (NBI) when he was a mayor of Davao City, according to a man claiming to have worked as an assassin for the tough-talking leader.

Edgar Matobato, a former militia man claiming to be a member of the Davao Death Squad, told a Senate panel hearing that his group had an encounter with an NBI agent surnamed Jamisola in 1993 which ended in a fatal gun battle.

Matobato said a certain Major Pabo had a gun battle with Jamisola, but the latter’s firing skills initially saved himself from being killed.

“Kalaunan naubusan siya ng bala, nakorner namin,” he said.

(He eventually ran out of ammunition and we cornered him.)

“Dumating siya (Duterte) buhay pa si Jamisola. Siya rin ang tumapos. Dalawang magazine ng Uzi, inubos niya. Si Jamisola na-overkill. Siguro mga 200 bullets ang tumama sa katawan ni Jamisola.

(Jamisola was still alive when Duterte arrived. It was Duterte who finished him, spending two Uzi magazines. It was overkill. I think Jamisola was hit with about 200 bullets.)

Matobato said it was at this point when the relationship between the local police and NBI office turned sour.
He said Duterte appeased the local NBI leadership by giving them favors.

“Hindi nagkakaso ang mga pulis, dahil inayos niya. Sinuportahan niya ang NBI, binigyan niya ng sasakyan, binigyan niya ng tao. Kung ano ang kailangan,” he said.

(No case was filed because Duterte fixed it. He supported the NBI. He gave cars, he employed more people. He gave everything they need.)

Following is an excellent article that was published on September 9 in the Australia-based website The Conversation, with an interesting slogan: “Academic Rigour, Journalistic Flair.” It was written by Adele Webb, a Ph.D. candidate in the University of Sydney’s Department of Government and International Relations. She is working on her thesis “that explores the colonial construction of Philippine democracy, and its legacy in Filipino imaginings of political freedom.” This column’s title is that of her article.

I hope our millennials read it: Few Filipinos really know about how ruthlessly the US subjugated us.
Although she seemed to believe foreign correspondents’ inaccurate report that President Duterte called President Obama “son of a whore’” (which he didn’t), still, what a difference it is for an analysis on Philippine current events by a well-informed scholar.
