The call for peace is everyone's desire and it has become more urgent in the present state of calamity and public health emergency.

We find it, however, unfortunate that the members of the New People's Army (NPA) themselves violated their own declaration of truce in the form of violent armed encounters with government troops. They even forcibly seized relief goods last April 7 intended for Barangay Guinmayohan residents in Balangiga, Eastern Samar, affected by the coronavirus disease 2019 (Covid-19).

On whether government would extend the unilateral ceasefire, this matter is something the National Task Force on Ending Local Armed Conflict can discuss with the President.

Yap dangles P20K to tipsters
on ‘No Sail Policy’ violators

CORTES, Bohol April 18, (PIA)—With all the rumors spreading through the social media grave vine about violators successfully slipping in through the dragnet spread by the joint forces guarding out shores, the Provincial Government is dangling a P20,000 bounty to anyone who could report and positively pinpoint any violator to authorities.

The move came amidst instigations and speculations that many have slipped through Bohol from Cebu City, which is now a hot zone with plenty of coronavirus disease confirmed cases. 

In a bid to secure Bohol from getting the virus that has been causing world economies to fall, Bohol Governor Arthur Yap issued Executive Order No. 8, series of 2020, which in essence, stopped domestic and international air and sea travel of passengers to Bohol, except cargoes that bring food supply and sustain the economy here.

This too as the National Government, after President Rodrigo Duterte issued Proclamation 922, declaring a state of Public Health Emergency across the country, triggered intensified government responses which include community quarantines and disease control provisions.

While police and army officials ordered the setting up of community quarantines and strict stay at home orders with travel restrictions already imbedded in the aggressive disease-spread-control, the Philippine Coast Guard (PCG) initiated a No-Sail Policy which started in Manila Bay and spread across the country when local government units requested for it to help contain the spreading pandemic.

With EO No. 8 in Bohol, the PCG, the Philippine National Police Tourist Police, the Regional Mobile Group and the Philippine Army with a complementation of barangay officials and citizens initiated measures to implement the governor’s order as well as secure Bohol from possible spread of the contamination already claiming lives in nearby Visayan islands. 

With Bohol strengthening its shores for possible landing, not by large vessels but by ordinary fishermen carrying with them passengers from Cebu, Police Colonel Jonathan Cabal, in an interview said he has ordered the PNP Bohol Tourist Police reinforce the police and the PCG and army guarding the coasts facing Cebu.

However, insinuations of people still slipping through Bohol also came while coast guards report occasional interceptions and apprehensions.

Earlier, there were reports that Governor Arthur Yap has put up P10,000 bounty to anyone who could pinpoint a violator, but no reports came out about anybody claiming the cash pot.

This, despite widespread reports about people literally “clawing each other” to get the P6,000 Special Amelioration Program of the government. 

This too, as rumors and instigations of travel restriction violations continued to be shared and re-shared on social media, further increasing the apprehension that people may really have sneaked through.

According to one of the Provincial Government’s maintained face book pages GOBOHOL.COM, the provincial government is giving P20,000 cash reward to those who can report boats which have violated Executive Order 8-A and the PCG No Sail Policy.

It said the incentive which the local government would give to the tipster who could give important information that could help authorities go after those who do not follow the policy.

Accordingly, Governor Yap said the new policy has been relayed to Police Provincial Director Jonathan Cabal who has also instructed his municipal chiefs of police of the strict implementation of the orders.

“People who will be caught coming in to Bohol illegally in violation of our quarantine will be [proceeded] sic against criminally, the boat will be impounded, and the owner of the boat will be charged as well.

If a big ship with a franchise is caught ferrying passengers illegally in violation of our quarantine, we will file a case against the company and move for cancellation of the boat’s franchise,” Yap reportedly said.

The shared information however did not contain mechanics of the incentive, like whether it also applies to those who have slipped earlier. (rahchiu/PIA-7/Bohol)

Nagpapasalamat ang Bagong Henerasyon Party-list sa Department of Trade and Industry, Energy Regulatory Commission, PLDT, at Smart sa pagtalima sa ating suhestiyon na gawing installment o staggered ang mga bayarin.

Nagpapasalamat din kami sa NEA sa exemption sa lifeline electricity consumers ng mga electric cooperatives.

DTI ordered the staggering of business rent payments over a period of six months in equal installments. DTI also imposed a nationwide price freeze on key commodities.

We especially appreciate the ERC and NEA moves because they are not mandated in the Bayanihan Act to provide relief measures but they did it anyway. We admire them for their compassion.

We are hoping the other regulatory agencies like HLURB, NTC, and LWUA, companies like Globe Telecom and the internet service providers to follow suit with policies on accounts payables of consumers during the COVID-19 quarantine period.

Looming over the horizon are school enrollment expenses. We appeal to the CHED and DepEd to freeze all tuition and school fees to pre-COVID-19 levels.

We also ask the education agencies, IATF, DBM, and DOF to double or triple funding for education vouchers and scholarships to keep students from dropping out of school. The vouchers can be in the form of conditional education cash grants. (END)

3 ASG Members Killed, 8 Wounded during Military’s Pursuit Operations in Sulu

The operating troops of the 5th Scout Ranger Battalion (5SRB) under Lieutenant Colonel Herbert D. Dilag of the 1101st Infantry Brigade, 11th Infantry Division clashed with the elements of Abu Sayyaf Group at Sitio Lihnub, Brgy. Buhanginan, Patikul, Sulu, around 2 o’clock in the afternoon on April 16, 2020.

The 5SRB‘s 4th Scout Ranger Company encountered more or less forty (40) fully armed men confirmed under ASG leaders Radullan Sahiron and Hatib Hadjan Sawadjaan. Reinforcements from 15th Scout Ranger Company also encountered the same group about a kilometer away from the first encounter site with a firefight that lasted around forty-five (45) minutes.

Said clashes were supported by 21st Infantry and 9th Field Artillery Battalions that resulted to 11 ASG casualties which 3 of them were killed, and the recovery of an assault rifle, one grenade launcher, assorted ammunitions, cellphones, solar panels, personal belongings and other subversive documents.

Three of the operating troops suffered minor injuries during the incident and were immediately brought to Camp General Teodulfo Bautista Station Hospital for treatment.

The encounter was the result of continuous efforts of Brigadier General Antonio G. Nafarrete, AFP, Commander of 1101st Infantry Brigade following the clash of the 6th Special Forces Battalion on April 4, 2020 at So Gabang, Brgy. Kaunayan, Patikul, Sulu. Brigadier General Nafarrete assured that the Brigade will continuously hunt the ASG in order to maintain safety, peace, and security in the communities in his area of responsibility particularly in the Municipality of Patikul, Sulu.

Major General Corleto S. Vinluan Jr., AFP, Commander of 11th Infantry Division re-assured that the momentum to eradicate ASG in Sulu will continue amidst the presence of another concern brought about by the seriously confronted pandemic. “Our intent is for the soldiers to protect the people and the local government units who are currently delivering basic services to the community in line with the AFP mandates and guidelines in addressing the situation concerning COVID-19,” he said.

DOE Updates Power Sector Payment Guidelines for Extended ECQ Period

TAGUIG CITY – Energy Secretary Alfonso G. Cusi signed a Memorandum on Thursday (16 April 2020) directing all concerned power sector participants, including private and public corporations, local government units (LGUs), as well as consumers to continue implementing and adhering to existing guidelines on the deferment of payments of obligations and dues relative to the extension of the Enhanced Community Quarantine (ECQ) in Luzon, which was extended until 30 April 2020.

“We at the Department of Energy will continue to adopt all necessary measures to help our community partners, stakeholders, and power consumers during and after the ECQ. Having access to power services is extremely critical during this national public health emergency, so we hope that these guidelines will allay at least some of the worries of the members of the energy family," Secretary Cusi said.

Among the salient features of the memorandum include:

• provision of a grace period for the payment of consumers’ electricity bills without interests, penalties, fees, and charges falling within the initial and extended ECQ period. The payments shall be amortized in four equal installments, payable in the first four months following the end of the ECQ;

• provision of a similar grace period for all public and private power sector corporations on the payments and obligations due, universal charges, total trading amounts and other relevant charges falling within the original and extended ECQ period.

This includes payments due to the National Power Corporation, National Transmission Corporation, National Grid Corporation of the Philippines, Power Sector and Liabilities Management Corporation, Independent Electricity Market Operator of the Philippines, as well as the fuel/resource suppliers of generating facilities and independent power producers;

• the suspension of the payment of the Feed-in Tariff allowance for another billing period; and

• the payment of contenstable customers' obligations with their retail electricity suppliers during the original and extended ECQ shall be according to the negotiated terms of both parties. Nevertheless, the Energy Department encourages all concerned parties to adopt a similar grace period scheme.

The DOE also called on LGUs to give consideration to energy facilities in their respective jurisdictions by likewise extending a grace period in collecting applicable taxes, fees, and obligation dues.

On 18 March 2020, the DOE issued an initial memo to power sector corporations regarding the deferment of payments and obligation dues for 30 days after the end of the ECQ period originally set on 14 April 2020.
