PUERTO PRINCESA CITY, Oct. 3, 2003 (PNA)-Criminal Investigation and Detention Group seized 20 gallons and other blasting materials, believed to be used in dynamite fishing from unregistered boat while fishing in the Palawan waters. The CIDG team led by PO2 Tony Magbanua, while conducting a seaborne patrol, intercepted an unnamed fishing boat with 13 crews and caught in the act of using illegal substance when fishing near the Isla Pandan, Bisucay island, Cuyo, Palawan Wednesday.

DAVAO CITY, Oct. 3 (PNA)--The Business Bureau will recommend to Mayor Rodrigo Duterte the shutdown of Philippine Long Distance Telephone (PLDT) operations for failure to secure a business permit despite a Supreme Court verdict affirming the city's right to exact franchise taxes from the telecommunications giant. The City Legal Office also recommended distraint or seizure of PLDT's personal properties for failure to settle its remaining franchise tax obligations of P9.749 million after three demand letters.

LEGAZPI CITY, Oct. 3, 2003 (PNA) -- For reasons of seniority in party membership, congressmen from Bicol Region were one in denying to accept neither nomination nor appointment as regional chairman of the Lakas-Christian Muslim Democrats in favor of Camarines Sur 1st District Rep. Rolando Andaya, Jr. In regional directorate consultations by Lakas-CMD held in this city early last month and last Tuesday, not one among the incumbent congressmen expressed willingness to accept the position including Albay 3rd District Rep. Joey Sarte Salceda who was rumored to be the successor of Andaya via an appointment by President Gloria Macapagal-Arroyo.

This was contained in a resolution authored by Palawan Board Member Gerardo Ortega entitled "A resolution requesting the different telecommunication companies such as globe, smart, talk n' text and sun cellular to provide hotline for hospitals, police stations and fire stations, as an easy and free access for the public of Palawan in times of crises and emergencies".

CEBU CITY, Oct. 3, 2003 (PNA)- Since the budget of the Department of Education (DepEd) is not enough to address the needs of public schools, Sen. Tessie Aquino-Oreta wants the excess in tax collection to fund the shortage. Oreta said the national government needs at least P20 billion to solve the shortages in textbooks, classrooms, desks and armchairs in some 45,000 public schools across the country.

DAVAO CITY, Oct. 3, 2003 (PNA)--Leaders and members of the Bayan ng Katotohananan, Inc., popularly known as "Ang Dating Daan (ADD)," and the Iglesia ni Cristo (INC) have both committed in court to respect each other's religious rights while the court has suspended the hearing on the civil suit filed by ADD members against the INC. The local leaders of both religious groups made the commitment during the court hearing scheduled last September 30 on the ADD's petition for the issuance of writ of preliminary injunction stopping the alleged harassment committed by INC members against ADD members.

LEGAZPI CITY, Oct. 3, 2003 (PNA) -- The Commission on Election (Comelec) warned anyone who "succumbs" to the demands of the New People's Army (NPA) to pay permit-to-campaign (PTC) fee could be charged in court. Atty. Zacarias Zaragoza Jr., Comelec Bicol regional director said at the Ugnayan sa Bicol radio program aired over government radio stations in Bicol, that any candidate who pays the PTC fees can be charged for violation of the Omnibus Election Code.

TUGUEGARAO CITY, Oct. 3, 2003 (PNA) - The regional office of the Department of Environment and Natural Resources (DENR), in its continued effort to help implement the government's ecological solid waste management (ESWM) program, has proposed for the use of paper bags, rattan and bamboo handicrafts in retailing goods, instead of plastics. Regional Executive director Antonio Principe said the use of such biodegradable materials will ensure that garbage will not pile up and remain unmanaged.

ZAMBOANGA CITY, Oct. 3, 2003 (PNA) - The City Engineer's Office (CEO) yesterday formed a Task Force to see to it that the city's infrastructure projects comply with the Environmental Compliance Certificate (ECC) of the Department of Environment and Natural Resources or DENR. In a recent visit to this city DENR Secretary Elisea Gozun has warned that no one is excluded from the ECC requirement, although City Engineer Luis Despalo admitted that all city government projects are not covered by the ECC.

Policemen in full battle gear now more visible in Dagupan

DAGUPAN CITY, Oct. 3, 2003 (PNA)--Bankers now exude better confidence after seeing uniformed policemen armed to the teeth patrolling the streets here during the day to drive away hold-up men, robbers and other trouble makers. The policemen are from the 107th Police Mobile Group in Tayug who were deployed here by Police Provincial Director Mario Sandiego to help the Dagupan police secure the business and banking communities in the city.
