Philippine Government / Mayor Sara Duterte Rejects Peace Talk with NPA

STATEMENT BY MAYOR INDAY SARA DUTERTE ON CHRISTMAS TRUCE AND REOPENING OF PEACE TALKS WITH NDFP

We respectfully caution the Duterte administration over its move to reopen the peace negotiations with the National Democratic Front of the Philippines (NDFP).

While the declaration of Christmas truce and the prospects to reopen formal peace negotiations are acts of goodwill on the part of the Duterte government, demonstrating its strong political will to resolve the insurgency problem plaguing some parts of the country for the past years, we must be always reminded by the evil character and duplicitous nature of NDFP and its revolutionary organization, the Communist Party of the Philippines (CPP), and its armed wing, the New People’s Army (NPA).

Why the past peace negotiations sorely failed could only be blamed on the countless criminal acts and treachery of NDFP-CPP-NPA — displayed even during times when ceasefires were supposed to be in place.

As spoilers of peace, we believe that the Christmas truce will be used by the terrorist groups as an opportunity to regain communities previously cleared of their presence, consolidate their forces, and derail the progress of existing government rural development projects.

With this, we ask the Duterte government to exclude Davao City from the scope of the Christmas ceasefire with these terrorists. We also seek the same once the national government pursues the reopening of the formal peace negotiations.

We reiterate that these moves, however commendable, are useless and deleterious to the accomplishments of our local peace initiative, the Peace 911.

Peace 911 is a comprehensive peace-building program of the Davao City government for conflict-affected areas of the city. It is primarily focused in Paquibato District and Barangay Dominga in Calinan District, areas identified as stronghold of the NPA terrorists.

From June to December 2019, the program has successfully sprung Paquibato District and Barangay Dominga from the shackles of the NPA terrorists. Paquibato is dominated by Ata-Manobo natives.

The civilian-led peace group has opened roads and bridges, health centers, and schools. It also capacitated lumads by introducing Peace Economy, which helped farmers receive proper literacy on farming and marketing — linking them directly to buyers.

For the first time in many years, people were given access to government agencies and non-government organizations that could help in the development of their communities — the Cooperative Development Authority, Department of Trade and Industry, the Technical Education and Skills Development Authority, Department of Social Work and Development.

More and more NPA members and their supporters are also turning themselves into the government through the program.

To be covered by the ceasefire or the peace negotiations will only disrupt and threaten the gains of our process of peace and development in these communities formerly controlled by the terrorists.

For these terrorist organizations, sincerity is a strange word. To believe that they desire a peaceful end to the insurgency problem would be playing ignorant of their bloody habit — how they slaughtered countless civilians in the past and made many countryside communities suffer from poverty and underdevelopment, and blaming the government for it.

These groups manipulate and turn communities to rise against the government, propagate fear, inflict abuses, extort, and execute and murder civilians through its deranged brand of revolutionary justice.

These and more are the reason why these groups are called terrorists. And we should never negotiate with terrorists.

ALICIA Bohol, December 22 (PIA)—That packet of a park in Alicia in front of this town’s municipal hall hosts the second biggest gathering of the community in the merry month of December, this time to witness the switching on of Bohol’s first yet to rise light emitting diode (LED)-lit dancing fountain, December 22.

The fountain in the merrily lit park hides the fact that this largely agricultural town is a hundred kilometers from the city, and is a fourth class town that has seen the blessings of good governance as a premium that lets them open up the economic growth to its communities. 

A recipient of the Seal of Good Local Governance, the local processes has also motivated the community to set up more inclusive business climate that now hammers a stake at sports tourism in its trail runs and extreme bike festivals on its own The Alicia Panoramic Park (TAPP).

Last December 1, the young and old people of Alicia, some coming from as far as Del Monte came on board motor service vehicles, gathered here to witness the switching on of the spruced up plaza dominated by a 25 feet Christmas Tree made from thousands of series lights and a festively lit park that feature light tunnels, led-lit parols that unmistakably lend the holiday cheers.

Last December 22, at around 7:00 PM, amidst an interrupted performance of a live band entertaining the al fresco street food stretch temporarily set in front of the town hall, Vice Mayor Marnilou Ayuban led the countdown to signal the switching on of the P2 million dancing fountain that now prominently embellishes the people’s park.

At the zero mark, the music blasted and a jet of water oozed out from the nozzles in the ground and shot jets of water high up as the led lights at the base of the nozzles changed in color according to the computer program during the lights and water spray display.

The howls from the children amazed at the show died in the din as fireworks split the skies and resounding applause hyped the explosive din of the simultaneous fireworks display.

The dancing fountain, first one for Bohol and ascribed to the town, features jets of water shooting out from nozzles that spew water as high as 30 feet into the air and is lit by multi-color led lights imbedded in a tiled platform that recycles the water to be shot back out.

Alicia Mayor Victoriano Torres, in his opening message enjoined his people to unite as the town strives to bring holiday cheers to Alicia.

In his term, Mayor Torres opened the street-food strip in the public market complex, to allow small time vendors opportunities for business, while the town puts up a live band or an acoustic group to provide entertainment.

Since December 1 however, the town decided to transfer the street-food strip in front of the town hall, where the local vendors grew in number and the people kept coming to while time away and enjoy the entertainment. 

One vendor in fact admitted, that with the crowd in the Plaza since December 1, she could net P6,000 a night.

With the blessings the town has received in the past years, the decision to spruce up the public park in time for Christmas was easy, said vice Mayor Ayuban.

Representative Kristine Alexie Tutor, who was among the guests during the switching on said Alicia is leading Bohol towns in putting up the fountain in the public park.

Mayor Torres also shared that the congresswoman is also planning to convince Candijay Bohol to build one in its public park as well. (rahc/PIA_7/Bohol)

General Santos City--Padayon pang gi-imbistigahan sa Tupi Municipal Police Station kung si kinsa ang posibleng mga suspect  sa brutal nga pagpatay ug paglabay sa lawas sa biktimang si Romel Evangelista, 31 anyos nga taga Silway, Barangay Fatima Gensan kansa  una nang nakaplagan sa barangay Kablon, Tupi, South Cotabato.

Nasayran nga alas 7:30 sa buntag dihang nakaplagan ang patayng lawas sa biktima sa maong lugar.

Sumala pa ni Police Major Verlin Pampolina ang hepe sa Tupi Municipal Police Station nga nakadawat sila ug report gikan sa mga  Concern Citizen nga dunay patayng lawas sa usa ka lalaki sa lugar mao nga gilayon nilang girespondihan.

Base sa inisyal nga pagsuta sa kapulisan sa patayng lawas sa biktima, napuno ug samad dinunggaban ang lawas.

Nakatali ang duha ka mga kamot ug duna usab kini timailhan nga siya gituok. Sa kinatibuk-an adunay mukabat sa 36 ka mga samad dinunggaban ang biktima kansa hinungdan sa iyang kamatayon.

Samtang basi usab sa pakighinabi nila sa pamilya sa biktima, napreso kini sa Bula Police Station tungod sa kasong pagpangawat,  apan wala mingreklamo ang biktima niini mao nga siya gibuhian, pauli na unta ang biktima uban sa iyang asawa ug anak pag abot sa mag magsaysay avenue didto na kini giharang sa puti nga van dayon gidagit.

OFFICIAL STATEMENT on the WHALESHARK FEEDING In Taug, Lila, Bohol

I issue this statement devoid of all my past and present titles as a high ranking official of the Philippine and Provincial Governments. I issue this statement not as a Former Agriculture Secretary and Chairman of the Bureau of Fisheries and Aquatic Resources, nor as a Former Deputy Speaker of the House of Representatives nor as Governor of Bohol. I issue this statement as a simple human being who loves my province of Bohol and everything it stands for.

And what does the Province of Bohol stand for?

I should hope that Bohol stands for the respect of the rights of “ALL” to live in peace in an environment protected from harm and made sustainable for all time. When I say “ALL”, I mean it to include “ALL” creatures created by God in this world of His creation.

In feeding whalesharks in Lila, we must take pause to ask a few questions:

Are we engaged in this activity as a genuine concern for any threat to the life and preservation of these magnificent creatures, or are we doing this for our own monetary gain or profit?

Are we intervening to feed the whalesharks because it is in danger of dying from starvation?

If we continue feeding these whalesharks, are we not affecting their ability to survive in the wild and even affecting their habits of feeding, procreation and other ecological roles they are fulfilling when they roam the seas freely without any human intervention?

Are we not endangering whalesharks not only by interfering in their natural order but actually conditioning them to approach boats and human contact which may expose them to danger, accidents, capture and, or exploitation?

We must be honest to say that these whalesharks need no saving. These whalesharks need not be fed to stay alive and yes, we will affect their life habits, and their natural order and interfere in whatever ecological roles they are fulfilling in the marine world by feeding them. By feeding them, we are effectively keeping them captive. Worst, we are disabling their ability to survive in the wild. We are training them to be dependent on manual feeding and will expose them to untold dangers by conditioning them to approach boats and humans.

If truly we wish to preserve whalesharks, and all living species for that matter in Bohol, we must be focusing instead on sustainable practices for water, power, septage and the protection of our environment. The challenge for Bohol today is not to attract visitors and tourism commerce, the challenge today is keeping Bohol pristine and sustainable for the generations yet to come.

Yes I am for jobs, business, commerce, investments, industry, the defeat of hunger, disease and poverty in our time, BUT.....without affecting the natural order of life for all creatures and their habitats.

I ask the people of Lila and the Local Government, to take a step back and reflect on these fundamental issues that define our very humanity. I ask the People of Lila and the LGU to examine the situation as exemplary citizens of the world, without the need of having to resort to the language of Administrative Order 193 (1998), the Philippine Fisheries Code, The Convention on International Trade in Endangered Species of Wild Flora and Fauna, The Convention of Migratory Species, and the Local Government Code on what the Provincial Government can order stopped or sanctioned.

In man’s power today is the ability to save lives, preserve the earth and to destroy worlds. The People and Government of Lila must decide what they want to be: The savior of lives or the destroyer of worlds.

Seen here is the burning of garbage along the national road of their town.EMB-DENR 8 Regional Director Engr. Letecia B. Maceda is questioning why the said town was awarded "SEAL OF GOOD HOUSEKEEPING" from the DILG when it is a violator! Engr. Maceda said the LGU did not seek clearance from them. The National Solid Waste Commission is now investigating the violation of LGU Arteche and the other LGUs.

The Provincial Government of Davao de Oro bagged the gold medal award for the Best Anti-Drug Abuse Councils in the entire country. We are one of the only two PLGU's in Davao Region that bagged the recognition, the other being Davao Oriental.

Governor Tyron Uy personally received the award yesterday. Two MLGU's from our province also won gold- Monkayo and Laak.

One of the biggest urban legends of recent times in the Philippines, is the story that the Cory Administration was supposedly the “cleanest” among the Administrations in the last three decades. Thanks to Nostalgia, and the fact that her Administration was at the dawn of the internet age, much of the negativities of that Administration has been largely forgotten, and people tend to remember only the "good" things about that Administration.

Well, thanks to Noynoy Aquino's "holier-than-thou" campaign strategy, much of the "unpleasantries" during Cory's time are being brought back to the surface slowly, but surely.

Philippine Air Lines Stocks to Nephews
Cory approved in January 1992 the sale of 67% of the stocks of the Philippine Air Lines (PAL) to an investment group headed by her relatives, composed of one of her Tanjuatco nephews and three of her Cojuangco nephews. The sale resulted in a loss of USD 300-million plus for the Filipino people. The Philippine government, through the Government Service Insurance System (GSIS), owned the shares. And worse, her nephews did not even have the money to pay for the airline stocks. They borrowed the money that they used to pay the GSIS from three Philippine government-owned banks, even using the PAL stocks as collateral.

Philippine Air Lines Building Scandal
"The PAL Scandal", where Cory authorized in 1992 the sale of the PAL Building in San Francisco, California. It resulted, according to the column of the late journalist Louie Beltran, into a USD 6-million loss to the national airline. Cory did not charge Mr. Beltran with libel on this issue about the PAL Building. She, however, did file a libel case against Mr. Beltran and his publisher, Maximo V. Soliven on a separate issue, when Beltran wrote that Mrs. Aquino "hid under her bed during a coup d’etat attempt at the presidential palace in Manila"

Bargain Sale of Companies to Lopa
The assets of the Marcoses, the Romualdezes and their cronies were supposed to have been sequestered by the new Aquino administration, but Kokoy Romualdez's (Ferdinand Marcos Sr.'s brother in law) 38 companies, which were worth billions of pesos, were not turned over to the Presidential Commission on Good Government. Cory instead during her first months in office, permitted the transfer of these 38 companies to her own brother-in-law, Ricardo "Baby" Lopa. What's worst, was the fact that all 38 companies were bought back by Lopa during the transfer for the price of only USD 227,000.

Philippine Long Distance Company to Nephews
The same case happened with the ownership of the Philippine Long Distance Company. Instead of sequestering the company for the Philippine government (as it was then controlled by the Marcos cronies), she returned the billion-dollar company to her Cojuangco nephews. She claimed that her nephews were illegally eased out by Mr. Marcos. The truth was that the Marcos cronies, whether their money were ill-gotten or not, paid the Cojuangcos the prevailing market-stock prices during the sale of equity that happened between them at the time when Marcos was still president.

Cory approved the re-negotiation of the loans that Ferdinand Marcos Jr. obtained from Japan. The administration of Mrs. Aquino agreed that the loans would be paid in Japanese yen, rather than in U.S. currency that former Marcos negotiated. This simple change in currency resulted in a USD 5-billion increase in the loan principal.

Refusal to Give Hacienda Luisita to Farmers
Cory publicly promised in 1986 that Hacienda Luisita will be distributed to the farmers. However, in 1987, she issued Presidential Proclamation 131 and Executive Order No. 229 just days before her legislative powers were going to revert back to Congress, to include a provision in the Land Reform program for a "Stock Distribution Option", which allows landowners to comply with the Land Reform Law without actually giving land to the farmers. Hacienda Luisita of course took this new option, and thus was not redistributed to the farmers.

Double Cross of Doy Laurel
Cory had promised to Doy Laurel that she would let him run the government as Prime Minister after Marcos was ousted, as Cory had no experience in politics. However, in March 1986 she issued Presidential Proclamation No. 3 declaring a revolutionary government, and dissolving the 1973 Constitution. This nullified Laurel's position as Prime Minister as the Parliament was abolished. This prompted Laurel to break ties with the Aquino regime later.

Protecting Hacienda Luisita's Interests
Cory continued to protect Hacienda Luisita, even firing Miriam Defensor Santiago from her post at the Department of Agrarian Reform after she told the press her opinion that Cory should inhibit herself as chair of the Presidential Agrarian Reform Council (PARC), which was tasked to make the final decision on Hacienda Luisita's application for the "Stock Distribution Option" (see section on "Refusal to Give Hacienda Luisita to Farmers" above).

Garchitorena Land Scam
In 1988, a foreclosed property of the United Coconut Planters Bank (UCPB) was sold to Sharp International Marketing for P3.8 million. Before the sale was closed, Sharp tried to sell the same property to the government for P56 million. The sale was eventually approved by the Department of Agrarian Reform (DAR), but only after the price was inflated further to P65 million. The financier of the scam was Romeo Santos, an associate of Cory's brother, Peping Cojuangco. He was also Cory's campaign manager in Bicol.

1 dies, 33 hurt in 4th earthquake in Davao del Sur town

MAGSAYSAY -- A 63-year-old farmer died while 33 others were injured when a 6.9 magnitude  earthquake rocked the municipality of Magsaysay, Davao del Sur Sunday afternoon.

Fernando Balitayo was attending his farm in Purok 3, Barangay Dalawinon when the strong tremor, the epicenter of which was later traced to the neighboring Matanao town, occurred and made him rattle. While he was trying to run, he fell and suffered a heart attack.

Balitayo was rushed to a nearby hospital in Bansalan but was declared dead on arrival by attending physicians.

Meanwhile, of the 33 injured victims, eight of them were hospitalized and admitted while the rest were just outpatient after being given with medical treatment. Most of them suffered contussions on their heads, arms and legs.

Most of the barangays as of this writing are waterless since water sources were severely affected by the shaking and hundreds of aftershocks.

Only few parts of the municipality were energized as the Davao del Sur Electric Cooperative is still trying to fix the collapsed electric posts.

Mayor Arthur Davin said more evacuees were brought to a relocation site in Barangay Glamang.

Davin also said that more houses were also totally destroyed by the quake.

But he still expressed optimism that his yown will eventually recover fron the wrath of the series of earthquake with the full cooperation of his people. ASA

PIA Davao City: Undersecretary Renato Solidum of the Phivolcs bared that the movement this afternoon can be attributed to the movement of the Tambolan Fault traversing Sta. Maria to  Hagonoy, Davao del Sur.  He said this fault was projected to generate a magnitude 7.2 earthquake.  Solidum said they are still determining the cause of this fault to move.  He also allayed fears that the tremor would cause tsunami since the epicenter was found to be inland. -Binubunggo ang Southern Mindanao sa tatlong direksyon.
-Puwede natin sabihin na base sa haba ng fault at GPS data kung ano iyong magnitude na puwedeng ipakawala ng bawat fault.
-Kailangan nating iwasan na magtayo ng bahay sa fault kasi kapag bumitak, mabibitak din ang bahay. Kung mahina ang bahay, babagsak sa pag-uga. Kailangang markahan ng LGU ang dinadaanan ng fault para hindi na tayuan ng mga bahay na puwede namang tamnan ng mga puno o lagyan ng parke para masiguradong wala nang magtatayo ng mga bahay. Dapat may political will ang ating LGUs para gawin ito.
-Ang ating mga geologist, ang maglalagay ng marking (kung saan ang fault).

PIA DAVAO DEL SUR: Earthquake updates: As of 9:00am today, four are confirmed dead in the aftermath of the magnitude 6.9 earthquake that severely affected the province of Davao del Sur.

The latest casualties are two persons who were among those trapped in the collapsed three-storey Southern Trade building in the municipality of Padada, disclosed Provincial Information Officer Hiru Gustavo Undalok.

Undalok said that from the report of the Provincial Disaster Risk Reduction Management Office (PDRRMO), the first body was retrieved at about 2:00am today, and the other one was recovered around 8:00am.

He added that the search and retrieval operation continues in Padada. 

As of yesterday evening, the Mines and Geosciences Bureau Region 11 (MGB-11) reported one dead from Hagonoy town.

The first death reported yesterday was that of a six-year old girl identified as Cherbelchen Imgador of Brgy. Asinan in Matanao. (Carina L. Cayon)

Matud sa among pakighinabi kay Lt. Lea Orbuda ang PIO sa INCIDENT COMMAND SYSTEM. Na rescue kagahapong human sa pagtay og magnitude 6.9 alas 2:11pm ang 24 ka mga tao. Ang 3 gidala sa balay tambalanan sa Digos. Ug ang ubang samdan gidala sa hospital sa padada ug nakauli na ang uban sa ilang panimalay. Adunay 26 ka trabahante ang South Green Marketing. Kagabii atol sa search and rescue operation. Pinaagi sa tabang sa central 911 sa davao. Adunay na detect ang thermal machine ug ang xray finder ug 5 to 8 ka individual nga naginhawa pa sa sulod sa hagsa nga building. Dugang pa nagkahinay na kaganinang buntag ang response sa ginhawa nga naa sa sulod sa maong building. Alas 6:10 kaganinang buntag didto na retrieved ang usa ka babae ug gideklara na sa doctor nga konpirmadong patay. Padayon pa gihapon karon ang ilang rescue and retrieval operation.

DSWD responds to quake-affected families in Davao Sur

The Department of Social Welfare and Development Field Office XI has provided a total of ₱1,178,643.65 worth of assistance comprising of 1,145 family food packs, 1,200 laminated sacks, and 8 family tents to the affected families of the magnitude 6.9 earthquake in Matanao, Padada, and Digos City as of 12 noon of December 16.

The department has also established its satellite operation center at the Provincial Capitol Compound to monitor the status of the internally displaced persons (IDPs) and has deployed members of its quick response team to conduct relief operations in the severely affected areas.

The Disaster Response and Management Division is also expecting the opening of additional evacuation centers in the already hard-hit areas of the previous series of earthquakes and the deployment of additional camp managers from the field staff on the holidays.

Assessment and validation of the affected families and individuals is still on going and the department has coordinated with the local government units for the provision and delivery of the families’ immediate needs.

A total of 10,775 family food packs (FFPs) amounting to ₱4,270,886.37, food items for production amounting to ₱4,045,000.00, and non-food items worth ₱6,702,788.50 are ready for distribution to the affected areas. The field office has a standby funds of ₱6,000,644.00 to date.
