Capitol workers' P25,000 CNA bonus,
P10,000 service incentive

Bohol capitol workers' wish to be granted not just their Collective Negotiation Agreement (CNA) bonus but service incentive, too, is in the bag.

The Sangguniang Panlalawigan (SP) this afternoon approved a supplemental budget of P61 million for the P25,000 CNA bonus and P10,000 service incentive for each qualified employee of the provincial government.

This was also in positive response to a resolution from the Provincial Development Council Executive Committee (PDC Execom) and a letter from Acting Gov. Rene Relampagos.

Gov. Arthur Yap had earlier directed the capitol finance people to find means and sources for the granting of not just mandated benefits but  extra bonuses as well.   

During the SP session, First District Board Member Aldner Damalerio acted as the temporary presiding officer on strength of his nomination and its approval by the SP members.

The session was also attended by Board Members Ricky Masamayor, as floor leader, and Lucille Lagunay, Frans Garcia, Restituto Auxtero, Victor Dionisio Balite, Elpidio Jala and Elpidio Bonita.

Likewise in the session were Board Members Romulo Cepedoza and Christian Victor Bolos III, provincial federation heads of the Association of Barangay Councils (ABC) and Sangguniang Kabataan (SK), respectively.

COTABATO CITY (Dec.10) --- Authorities seized P34 million worth of shabu from three drug traffickers who fell in an entrapment operation Tuesday in Bongao town in Tawi-Tawi.

Haberson Jaafar, Elmer Jamadin and Adzfar Asali, are now under the joint custody of the Philippine Drug Enforcement Agency-Bangsamoro Autonomous Region in Muslim Mindanao and the Bangsamoro Regional Police.

Juvenal Azurin, PDEA-BARMM director, said they are to be prosecuted for violation of Republic Act 9165, also known as the Dangerous Drugs Act of 2002.

Juvenal Azurin, director of PDEA-BARMM, said the three men were arrested in the act of selling five kilos of shabu, valued at P34 million, to plainclothes PDEA-BARMM agents.

The operation that led to the arrest of Jaafar, Jamadin and Asali was assisted by the Bongao municipal police, the Tawi-Tawi provincial police, the 9th Marine Battalion and other units of the  military’s Western Mindanao Command.

“It took our agents several days to plot and carry out the operation. We are thankful to all government units that supported this entrapment operation,” Azurin said Tuesday.

He said the arrest of the three drug dealers and the confiscation of five kilos of shabu from them is a record-setting feat for PDEA-BARMM.

“We are thankful to all vigilant people and local officials in Bongao for helping us nail them down,” Azurin said.

PIA DAVAO DE ORO: The Mines and Geosciences Bureau recommends the transfer of two schools in Barangay Mount Diwata. In a report by MGB XI, the schools are located in an area highly susceptible to landslide. Last December 4, according to Barangay Captain Pedro Samillano of Brgy Mount Diwata, a group with personnel from the Department of Education already visited an area of 18,000 sq m, which is a recommended site for the transfer. MGB XI Regional Director Jasper Lascano said that his team will validate the said area if it is safe from geohazards. (mlu)

STATEMENT ON END OF MARTIAL LAW IN MINDANAO

TRIUMPHANTLY WELCOME BACK THE SOLDIERS and POLICEMEN WHO IMPLEMENTED MARTIAL LAW

I hail the decision of President on not extending martial law in Mindanao.

We have today a real commander-in-chief, who is both decisive and cares for his men in uniform.

President Duterte and the generals rallied the troops and the PNP to victory against the destabilizers and terrorists in Mindanao.

Every visit President Duterte made to Mindanao served to boost the morale of the soldiers and PNP-SAF. Truly a leader who earned the respect and trust of the armed services.

I also congratulate the implementors of martial law - the DILG, PNP,  DND, and AFP for successfully achieving their objective of weakening the terrorist and extremist rebellion, as a result of the capture or neutralization of terrorist leaders and the decrease in the crime index.

I urge the barangays to warmly and triumphantly welcome the soldiers and policemen who implemented martial law in Mindanao and will return soon to the loving embrace of their families and friends. (END)

Bill mandating co-op development officer in LGUs approved at the Committee level (Committee on Cooperatives Development)

Local governments must play a more active role in the development of cooperatives.  This is the aim of COOP-NATCCO Rep. Sabiniano Canama and Rep. Estrellita B. Suansing of Nueva Ecija & Rep. Horacio Suansing of Sultan Kudarat who filed House Bills 2436 and 287 respectively. Other related measures were filed by Representatives Dahlia A. Loyola, Wilter “Sharky”Wee Palma III,Anna Marie Villaraza-Suarez and David Suarez and Carlito Marquez.

The Suansings cited the 1987 Philippine Constitution which “provides for the promotion of growth and viability of cooperatives as instruments of equity, social justice and economic development under the principles of subsidiarity and self-help.”

Said Constitution – lauded as a progressive document that put into the forefront social development – has been the basis of succeeding Philippine laws such as the Local Government Code of 1991 (Republic Act 7160).  The law, written by the late co-op champion former Senator Aquilino Pimentel, requires local governments to recognize and work with cooperatives as “instruments of equity, social justice and economic development under the principles of subsidiarity and self-help.”

Though a landmark law, the Local Government Code, according to Rep. Canama, “the words of the law are vague and the implementation became optional on the part of the LGUs resulting in either LGUs with cooperative officers who serve other functions or no cooperative office at all.  In the long run, the cooperative sector is left to suffer.”

Section 35 of the Local Government Code encourages LGUs to partner with “people's and non-governmental organizations to engage in the delivery of certain basic services, capability-building and livelihood projects, and to develop local enterprises designed to improve productivity and income, diversify agriculture, spur rural industrialization, promote ecological balance, and enhance the economic and social well-being of the people.”

Not all are actually aware that co-operatives are peoples’ organizations (POs)

Section 17 says “agriculture and fishery activities which include dispersal of livestock and poultry, fingerlings, and other seeding materials for aqua-culture; palay, corn, and vegetable seed farms; medicinal plant gardens; fruit tree, coconut, and other kinds of seedling nurseries; demonstration farms; quality control of copra and improvement and development of local distribution channels, preferably through cooperatives .

Furthermore, Section 17 requires Provinces to provide “assistance in the organization of farmers' and fishermen's cooperatives and other collective organizations.”

Section 50 stipulates LGUs must create within nine days after elections committees on appropriations, women and family, human rights, youth and sports development, environmental protection, and cooperatives.

Section 149 guarantees cooperatives of marginal fishermen the “preferential right to such fishery privileges.”

Section 108 requires LGUs to allow NGOs and POs to elect or “choose from among themselves their representatives to the local development councils.”

Approved at the Committee level, the bills push the “mandatory appointment of a cooperative development officer in every local government unit (LGUs) in the country.”  This development was lauded by the Philippine Cooperative Center and other cooperatives that were there in the congressional hearing.

If the Bill becomes a law, each LGU will have to set aside budget and appoint an officer who will ensure – full-time – the growth of cooperatives. There Are currently 27,000 co-ops registered with the Cooperative Development Authority.

Nabunturan, Davao de Oro--- It's a resounding 97% in favor of "yes"  as Compostela Valley Province is now officially renamed to Davao de Oro with a total of 174,442 voting for YES.

“The making of history does not end here. This is only the beginning. We will work on making Davao de Oro true to its name, a province where people come, people live, and people prosper. We are Davao de Oro and this is our promise,” Governor Jayvee Tyron L. Uy said following the declaration.

Governor Uy expressed his gratitude to all who took part in the making of history in the province as he thanked Congressman Manuel E. Zamora and the late Congressman Prospero Amatong who first filed the Davao de Oro bill fifteen years ago.

He also thanked the former Congressman of District -I and now Vice Governor Maricar Zamora together with District-II Congressman Ruwel Peter Gonzaga who passionately pursued the proposition three years ago and did the painstaking work of lobbying it to the House of Representatives with the counterparts of Senator Juan Miguel Zubiri and Senator Sonny Angara for doing the same in the halls of the Senate.

 “We have nothing but gratitude to all who helped us in the campaign, to all local government officials, employees of the Provincial Government and everyone who helped us get the message of this renaming across, to the security sector, teachers and election officers who worked hard to give us a seamless plebiscite and most especially, to the people of Davao de Oro to whom this change is inspired, we thank them for going out last December 7 plebiscite and casting your vote, no matter what that vote is,” said Governor Uy.

The final and official result was formally announced by the head of the Provincial Board of Canvassers (PBOC), COMELEC Regional Director Remlane Tambuang on December 8, 2019 at past 10 in the evening.  The total result of the voters turn-out reached 44% or 179,953 casted votes with 5,020 who voted for “No.”  (Rey Antibo, ID Comval)

Last Friday and Saturday, our office invited the Regional Director of the Department of Tourism (DOT) and the Regional Executive Director of the Department of Environment and Natural Resources (DENR) as well as top officials from the Tourism Infrastructure and Enterprise Zone Authority (TIEZA), DPWH, Coast Guard, Marina, PENRO, CENRO and Provincial Tourism Office to a familiarization tour of the 1st District of Negros Oriental and to come up with concrete plans for the development of the various destinations.

According to DOT Regional Director Shalimar Tamano, this is very timely because starting January 2020, the DOT Regional Office will be starting to craft the Central Visayas Tourism Master Plan, the first of its kind among all the DOT Regional Offices. We are happy to announce that our district is now in the radar of the Department of Tourism because of the various natural and man-made wonders our place has to offer.

Press Release Philippines / SEC Advisory on KAPA Crowdfunding

SEC ADVISORY

The Commission was made aware of YouTube videos featuring the alleged news relayed by anchors, ROGER ABING CAMINGAWAN and DANIEL FLASH VILLAS in their radio broadcast stating, among others, that KAPA Community Ministry International, Inc. (KAPA) will not be subjected to NBI raid since it is already registered with the Commission as a crowd funding entity as a result of the issuance of SEC Memorandum Circular No. 14, Series of 2019.

Furthermore, in the said YoutTube videos, Mr. Camingawan further declared that by virtue of Section 2 Paragraph (Q), “Registrar of Qualified Buyers,” KAPA is now registered as a crowdfunding entity and that KAPA is now merely awaiting the document that authorizes them to be a crowdfunding entity.

To set the record straight, KAPA is not registered with the Commission under SEC Memorandum Circular No. 14, Series of 2019 or the Rules and Regulation Governing Crowd Funding either as a crowdfunding intermediary or funding portal, nor has it a pending application before the Commission under said Rules. Thus, KAPA is not licensed to engage in Crowd Funding.

The public is hereby warned to exercise caution in viewing these kinds of YouTube video posts as they have been found to contain false reports. Samples of these videos are attached herewith for the reference of the public.

Further, KAPA through its counsel on record has disclaimed authorizing the publication of a myriad of posts on social media claiming that only authorized officers of KAPA, namely: Rene Catubigan and Ronnie Garay may speak on behalf of the entity.

The public is reminded that on 14 February 2019, the Commission en banc issued a Cease and Desist Order against KAPA, the respondent Joel A. Apolinario and those acting for and in behalf of KAPA. The dispositive portion of said Cease and Desist Order reads, as follows:

“WHEREFORE, premises considered, KAPA COMMUNITY MINISTRY INTERNATIONAL, INC., KAPA KABUS PADATUON (ENRICH THE POOR), KAPA/KAPPA (KABUS PADUTOON) KAPA-CO CONVENIENCE STORE AND GENERAL MERCHANDISE, KAPA WORLDWIDE MINISTRY, and/or Mr. JOEL APOLINARIO, their partners, officers, directors, agents, representatives, conduits, assigns and ANY AND ALL PERSONS CLAIMING AND ACTING FOR AND IN THEIR BEHALF are hereby ordered to IMMEDIATELY CEASE Page 2 of 4 AND DESIST UNDER PAIN OF CONTEMPT, from engaging in activities of selling and/or offering for sale securities in the form of investment contracts in the guise of a donation or any other forms of the same nature, as discussed above.

Furthermore, the subject entities and individuals are directed to CEASE from promoting its investment scheme through the internet and/or delete or remove immediately the promotional presentation of such investment scheme from the websites.

Moreover, to forestall grave damage and prejudice to all concerned and to ensure the preservation of the assets for the benefit of the investors, respondents or any of their representatives, or any person/s acting for and in their behalf, and such other persons directing or controlling the activities of such corporation, officers, representatives, salesmen and agents, are all ENJOINED from a) transacting any and all business involving the funds in its depository banks, and b) from transferring, disposing or conveying in any other manner any and all assets, properties, real or personal, and including bank deposits, if any, of which the named persons herein may have any interest, claim or participation whatsoever, whether directly or indirectly, under their custody, immediately upon receipt of this Order, until further orders from this Commission.
xxx.”

The said Cease and Desist Order was eventually made permanent and is in full force and effect up to the present. Further, on 3 April 2019, the Commission en banc rendered a Decision revoking the Certificate of Registration of KAPA.

Finally, the Commission had already filed a criminal complaint against KAPA and its directors, officers and agents including Joel A. Apolinario, Reyna L. Apolinario, and Margie A. Danao for violation of the Securities Regulation Code before the Department of Justice which found probable cause to indict said persons before the appropriate courts.

That bite of summer has well and truly come early this year and with that heat, comes snakes.

3000 bites are reported annually.
300-500 hospitalisations
2-3 deaths annually.

Average time to death is 12 hours.  The urban myth that you are bitten in the yard and die before you can walk from your chook pen back to the house is a load of rubbish.

While not new, the management of snake bite (like a flood/fire evacuation plan or CPR) should be refreshed each season.

Let’s start with a
Basic overview.

There are five genus of snakes that will harm us (seriously)
Browns, Blacks, Adders, Tigers and Taipans.

All snake venom is made up of huge proteins (like egg white).  When bitten, a snake injects some venom into the meat of your limb (NOT into your blood).

This venom can not be absorbed into the blood stream from the bite site.

It travels in a fluid transport system in your body called the lymphatic system (not the blood stream).

Now this fluid (lymph) is moved differently to blood.
Your heart pumps blood around, so even when you are lying dead still, your blood still circulates around the body.   Lymph fluid is different.   It moves around with physical muscle movement like bending your arm, bending knees, wriggling fingers and toes, walking/exercise etc.

Now here is the thing.  Lymph fluid becomes blood after these lymph vessels converge to form one of two large vessels (lymphatic trunks)which are connected to veins at the base of the neck.

Back to the snake bite site.
When bitten, the venom has been injected into this lymph fluid (which makes up the bulk of the water in your tissues).

The only way that the venom can get into your blood stream is to be moved from the bite site in the lymphatic vessels. The only way to do this is to physically move the limbs that were bitten.

Stay still!!!  Venom can’t move if the victim doesn’t move.
Stay still!!

Remember people are not bitten into their blood stream.

In the 1980s a technique called Pressure immobilisation bandaging was developed to further retard venom movement. It completely stops venom /lymph transport toward the blood stream.

A firm roll bandage is applied directly over the bite site (don’t wash the area).

Technique:
Three steps: keep them still
Step 1
Apply a bandage over the bite site, to an area about 10cm above and below the bite.
Step 2:
Then using another elastic roller bandage, apply a firm wrap from Fingers/toes all the way to the armpit/groin.

The bandage needs to be firm, but not so tight that it causes fingers or toes to turn purple or white. About the tension of a sprain bandage.

Step 3:
Splint the limb so the patient can’t walk or bend the limb.

Do nots:
Do not cut, incise or suck the venom.
Do not EVER use a tourniquet
Don’t remove the shirt or pants - just bandage over the top of clothing.
Remember movement (like wriggling out of a shirt or pants) causes venom movement.

DO NOT try to catch, kill or identify the snake!!!   This is important.

In hospital we NO LONGER NEED to know the type of snake; it doesn’t change treatment.

5 years ago we would do a test on the bite, blood or urine to identify the snake so the correct anti venom can be used.
BUT NOW...
we don’t do this.   Our new Antivenom neutralises the venoms of all the 5 listed snake genus, so it doesn’t matter what snake bit the patient.

Read that again-  one injection for all snakes!
Polyvalent is our one shot wonder, stocked in all hospitals, so most hospitals no longer stock specific Antivenins.

Australian snakes tend to have 3 main effects in differing degrees.

Bleeding - internally and bruising.
Muscles paralysed causing difficulty talking, moving & breathing.
Pain
In some snakes severe muscle pain in the limb, and days later the bite site can break down forming a nasty wound.

Allergy to snakes is rarer than winning lotto twice.

Final tips:  not all bitten people are envenomated and only those starting to show symptoms above are given antivenom.

Did I mention to stay still.
