2006 PR: Senate Minority Leader Aquilino Q. Pimentel, Jr. (PDP-Laban) today said he is not surprised anymore over reports that the Arroyo administration will support the planned candidacy of former Elections Commissioner Virgilio Garcillano for congressman in Bukidnon.

Pimentel said Garcillano was cleared by the Department of Justice of charges of perjury and falsification of public documents in connection with his testimony on the 2004 Garci tapes scandal, obviously in accordance with a Palace-prepared script, in preparation for his congressional candidacy.

He said the Palace is afraid that if it does not back Garcillano in his candidacy, the former poll commissioner may spill the beans on what he knew about the massive dagdag-bawas (vote padding and shaving) operations that enabled President Gloria Arroyo to steal the 2004 presidential election.

"It looks like they have no choice but to support Garci because he knows too much. But I think the support will not be given wholeheartedly. They will only be forced to do it due to circumstances. If they do not support him, they fear that he may say things that will be damaging to the administration," he said.

Already, Executive Secretary Eduardo Ermita has declared that administration's endorsement of Garcillano's candidacy could not be ruled out especially if he is not disqualified from running.

Pimentel said the ruling of the DOJ investigating panel dismissing the charges against Garcillano for lying and falsifying during his testimony before the House of Representatives was not unexpected.

He said the ruling is absurd and shows once more the DOJ's subservience to the Palace. Contrary to the DOJ's claim, he said there is ample documentary and testimonial evidence that Garcillano lied and perjured his statement before the House probe panel.

Pimentel said Garcillano's claim that he never left the country after the May, 2004 elections was belied by the official communications from Singaporean authorities that Garcillano arrived in Singapore on July 14, 2005 and left for London the following day.

"So the ruling of the DOJ is faulty because how can you disregard the written statement from Singaporean authorities that showed Garcillano really went to that country? These are in the records of the Singaporean immigration office," he said.

Pimentel said that between Garcillano's denial and the certification of Singaporean authorities, backed by documentary evidence, the latter is more credible and believable.

Sen. Bam Aquino is hoping for the complete implementation of the free college law in 2019, with students in public universities and colleges not having to spend a single centavo on tuition, miscellaneous and other mandatory fees.

"Gawin sanang New Year's resolution ang 100% compliance sa batas na Libreng Kolehiyo," said Sen. Bam.

"Siguraduhin natin na kahit kapos angnpamikya, makapagtatapos pa rin ng kolehiyo dahil libre na ang tuition, miscellaneous at iba pang mandatory fees sa public schools," added Sen. Bam.

Sen. Bam orchestrated the passage of Republic Act 10931 or the Universal Access to Quality Tertiary Education Act as principal sponsor in the Senate during his term as chairman of the Committee on Education.

Earlier, Sen. Bam received a commitment from the Commission on Higher Education (CHED) that it will issue a memorandum prohibiting state universities and colleges (SUCs) from charging mandatory fees.

During the CHED's budget hearing, Sen. Bam informed its officials that he received complaints from students that some SUCs still collect miscellaneous and other mandatory fees from students, despite the expressed prohibition under Republic Act 10931.

Sen. Bam told CHED officials that the law should be properly implemented so that students and their families can enjoy its benefits, allowing them to cope with daily expenses amid the high prices of food and other goods.

"Sa halip na gamiting pambayad sa gastusin sa paaaralan, mas maganda kung mapunta ito sa ibang pangangailangan ng pamilya, lalo na sa pagkain, damit at iba pang kailangan," added Sen. Bam.

Sen. Bam is also pushing for the full release of the budget for the Tertiary Education Subsidy (TES) program to student-beneficiaries in both public and private education institutions.

MANILA - Following the aftermath of Typhoon Tisoy that left P3.7 billion in damages, Senator Francis "Kiko" Pangilinan on Wednesday said that taxing single-use plastics is a "step in the right direction."

The House Ways and Means Committee has approved the passage of House Bill (HB) 178 or "An Act Imposing Excise Tax on Single-use Plastic Bags."

"Nakita natin kung gano kalala ang patuloy na epekto ng pabago-bagong klima dulot ng global warming at climate change, lalo ngayon matapos ang pagsalanta ng Bagyong Tisoy sa Bicol at iba pang parte ng bansa," Pangilinan said.

"Totoong problema ang climate change, lalo na sa isang pulo-pulong bansang kagaya ng Pilipinas. Kaya dapat ay bilisan natin ang pagpasa ng mga batas na makakatulong mabawasan ang epekto nito. Isa na rito ang pagpataw ng buwis sa mga single-use plastic at ang pagbabawal sa paggamit nito," he said.

If passed, HB 178 will impose a P20 tax per kilogram of plastic bags. According to the House Ways and Means Committee Chair Albay Rep. Joey Salceda, this could generate P4.8 billion in revenues for the government within a year of its implementation.

"Maaring magamit ang revenues na ito sa pagpapaigting ng Disaster Management and Risk Reduction initiatives sa ating bansa, o kaya naman ay pagpondo sa mga pag-aaral kung paano natin mapapabawas ang epekto ng climate change," Pangilinan said.

"Ngayong tapos na ang budget hearing, mayroon pang ilang nalalabing araw ng taon kung kailan maaring dinggin ang mga inihaing batas ukol sa single-use plastics dito sa Senado," he said.

Pangilinan, in July of this year, filed Senate Bill 40 or the "Single-Use Plastics Regulation and Management Act of 2019." It proposes a ban on the manufacture, importation, and use of all single-use plastics, particularly disposable plastics commonly used for plastic packaging and food items such as grocery bags, food packaging, films and bags, manufacturing water bottles, straws, stirrers, containers, Styrofoam/styros, cups, sachets, and plastic cutlery.

Recycling single-use plastics will also be incentivized.

"Malacañang na mismo ang nagsabi na pinag-aaralan na nila ang pagbabawal sa single-use plastics kung kaya't kailangan na talagang simulang dinggin ito sa Senado," Pangilinan said.

SB 40 is currently pending with the Senate Committee on Environment, Natural Resources and Climate Change.

Tagbilaran City - Bohol / New Water Supplier in Tagbilaran

Richli Corporation has started to expand the reach of its water services across Tagbilaran City as development works of its facilities remained in full blast, gradually boosting potable-household water supply in the province’s capital.

According to Richli vice president for communications Elmer Lim, they continued their pipe-laying works in Barangay Manga and later start the same operations in the villages of Tip-Tip, Dampas and Cogon.

“Mo sugod na pud ta somewhere sa Banat-i tiilan. Mga next two weeks, naa nay tubig nato diha,” said Lim. “Maybe January 1st naa na ta dapit sa Cogon.”

Richli earlier started to offer its services to a few residents of the city particularly in Barangay Mansasa.

“Gasugod na ta og Tagbilaran, somewhere in Mansasa. Naa na tay mga customer diha, mga subscriber…mga three months na,” he said.

The water service provider is directly channeling supply to Mansasa from Barangay Patrocinio in Cortes where its source and water treatment facility are located.

Richli however will soon allot a water reservoir which is currently under construction in the adjacent village of Barangay Libertad, Baclayon that will cater to the needs of the city.

The facility, with a capacity of 2,000 cubic meters, is expected to be completed in April, 2020.

According to Lim, their water supply is treated and of better quality making it safe for human consumption.

According to Engr. Peter Busano, Office of the Tagbilaran City Waterworks System chief, Richli’s entry into the industry will benefit residents in the city, where some areas are still not being provided with 24-hour water services.

Namatay sa disgrasya sa Tacurong City, umakyat na sa 7

TACURONG CITY, Sultan Kudarat - Pito ang patay at apat naman ang sugatan nang banggain ng isang SUV ang dalawang tricycle at isang pick up truck sa highway ng syudad dakung alas-4 ng madaling araw ngayong Biyernes.

Batay sa imbestigasyon, nasa iisang lane at magkakasunod na binabaybay ng mga sasakyan ang highway papunta sa direksyon sa roundball.

Ayon sa hepe ng Tacurong Police Station na si PLtCol Rey Egos, nasa unahan ng SUV ang dalawang tricycle habang nakasunod ang pickup truck sa SUV.

Nabangga ng SUV ang isang tricycle na sakay ang isang pamilya. Humiwalay ang sidecar ng tricycle at bumangga sa concrete pavement. Tumilapon ang mga sakay nito at dead on the spot ang limang pasahero, kabilang ang misis ng driver at apat na anak. Isa naman ang binawian ng buhay sa ospital. Dalawa naman ang sugatan sa kabilang ang driver ng tricycle at isa pa niyang anak.

Nabangga din ng SUV ang isa pang tricycle, sugatan din ang dalawang sakay nito.

Isang pasahero ng SUV ang patay sa disgrasya.

Iniwasan naman ng pickup truck ang SUV kaya bumangga ito sa puno ng mansanitas sa gilid ng highway.

Nasa kustodiya ngayon ng police station ang driver ng SUV na si Dr. Omar Shariff Acob. Maikling pahayag lang ang kanyang binigay at nakahanda syang makipag-ayos sa pamilya ng mga sugatan at namatay.

Dagdag ni Egos, nakainom umano ang duktor nang magmaneho.

Ayon sa kaanak ng mga namatay, papanagutin nila ang duktor sa nangyari.

Nakatakdang sampahan ng kasong reckless imprudence resulting to multiple homicide, physical injuries at damages to property.

Beneficiaries of Special Training for Employment Program (STEP) mibisita sa buhatan ni Cong. Chatto ug nagpasalamat sa higayon nga naka avail sila sa maong programa. Nagpahibaw usab sila nga mugradwar na sila karong Disyember 14, 2019.

STEP is a community-based specialty training program that addresses the specific skills needs of the communities and promote employment, particularly through entrepreneurial, self-employment and service-oriented activities. Training programs offered are generally short-term or modules based on the Training Regulations promulgated by TESDA. Its objective is to provide skills and training opportunities for the beneficiaries in the barangays/ communities to make them employable and productive.
 
Both public and private techvoc providers, but mostly local government training centers and TESDA Technology Institutions, deliver the training programs under STEP.
 
The program was introduced only in 2014 in line with thrust of expanding the reach of TVET to the grassroots.

First Youth Leadership Summit for Indigenous People in Maguindanao
Datu Saudi Ampatuan, Maguindanao- The 1st Mechanized Infantry (Lakan) Battalion, Armor (Pambato) Division, Philippine Army spearheaded the conduct of first ever Youth Leadership Summit for Indigenous People of Maguindanao from 06 to 08 December 2019.

The three-day activity with a theme “Youth of Today, Leaders of Tomorrow” was intended for the forty (40) IP youth belongs to the Teduray tribe coming from conflict affected or depressed barangays of Datu Saudi Ampatuan, Datu Unsay, Datu Hoffer and Ampatuan all of Maguindanao. This activity aims to develop youth leaders coming from the Indigenous People that would be useful in the society and help the Local Government Units in nation building. 
The closing ceremony was graced by Hon Melanio U. Ulama, Ministry for Indigenous People Affairs (MIPA), BARMM and he encourage the youth by telling his personal experience.  Ulama said, ”This is the first time that the military conducted Youth Leadership Summit intended only for the IPs”.  Likewise, “It is a challenge to every youth from the Indigenous People to strive hard and be productive in the community and let not poverty ruin your future”he added.
On the other hand, one of the participants said “Nang dahil sa YLS nagkaroon ako ng lakas ng loob na iahon ang aking sarili, hindi pala kami pinapabayaan ng ating gobyerno. Dati takot kami kapag nakakakita ng sundalo hindi namin sila tinitingnan baka kami saktan, mali pala ang aming impresyon. Tinulungan po nila kami na mangarap at i-develop ang aming sarili’’.

Preventing and Countering Violent Extremism (PCVE) was one of the subjects presented to the participants. Through the information given by all competent instructors, they were able to equip them with vast knowledge to defend themselves against recruitment from the left leaning group of the society.

The Youth Leadership Summit for Indigenous People 2019 was successfully conducted at The Notre Dame of Ezperanza, Sultan Kudarat through the overwhelming support coming from the four (4) Mayors of Maguindanao; Hon Edris Sindatok-Mayor Datu Saudi Ampatuan, Hon Datu Andal S Ampatuan V- Mayor Datu Unsay, Hon  Bai Johaira “Bong” Ampatuan-Datu Hoffer and Hon Bai Leah G. Sangki-Ampatuan.
The summit was also made into realization with the collaborative efforts of Youth For Peace Movement–PUKAW Inc, MSU-Dalican, MIPA-BARMM, The Notre Dame of Esperanza, 57IB, 33IB, 61CMO Company and local PNP-Ampatuan.
LTC FERNANDO, CO, 1Mech Bn assured that the Lakan Troopers will continue to perform its mandate to bring hope and empower to the youth belongs to the Indigenous People of Maguindanao and he quoted the saying of Franklin D Roosevelt “We cannot always build the future for our youth, but we can build our youth for the future.”

Philippine Provinces / Loose firearms in Esperanza, Sultan Kudarat

The Local Chief Executives of Esperanza, Sultan Kudarat led by Mayor Charles Federic R. Ploteña has turned-over thirty assorted low-powered firearms from twenty (20) barangays to 23rd Mechanized Infantry (Explorer) Company through Captain Librado R Olunan, Commanding Officer, today.

The loose firearms surrendered were fourteen (14) 12 gauge shotgun with seven (7) magazines, eigth (8) Garan, four (4) Thompson, one (1) 20 Gauge Pistol Revolber, one (1) M203 Granade Launcher, one (1) Rifle / Bolt Action and one (1) Springfield. 

2nd Mechanized Infantry (Makasag) Battalion’s Commanding Officer Lieutenant Colonel Omar V Orozco presided over the turn-over of assorted loose firearms held at Municipal Hall, Esperanza, Sultan Kudarat.
