Ang South Korea maoy Summit chair karong tuiga.

"Our march towards a more equitably progressive region should not be stymied. It remains our collective goal to enhance the resilience of the regional economy against international volatility and external shocks," miingon ang Presidente.

Gitumbok niya nga ang Summit sa Seoul karong bulana usa ka anindot nga kahigayonan alang sa ASEAN sa pag-isa sa mga isyu nga dunay common interest.

Agusan del Sur municipalities hold MDGF 1919 postcard-making contest

Agusan Del Sur (2 November 2010) -- With the themes "Water is Life to Me" and "Water for the Poor and By the Poor," Municipalities of La Paz, Loreto and Sibagat conducted the MDGF 1919 Postcard making contest participated by elementary and secondary students of their respective towns. The contest was designed to promote children's awareness on the importance of water and to provide them a venue to express their artistry to demonstrate the present water conditions of their municipalities.

The contest themes encourage young minds to do their share of responsibility to improve the present water condition of their areas. The contest was conducted primarily in waterless recipient-municipalities of the MDGF 1919 project.

Elementary and Secondary students showed their artistry using crayons, water colors and oil pastels as they painted their masterpieces in A4 size bond papers. Participants as young as seven compete with all other elementary levels in the contest.

The contest criteria include: impact, relevance and interpretation with regards to the theme, artistic merit, composition and originality. The panel of judges based their rating on how the students illustrated the importance of water in the lives of waterless communities.

A Waterless community is defined as "a community with more than 50 percent of its residents have no access to safe, clean and potable water". La Paz and Sibagat, all of the province of Agusan del Sur, have been classified as waterless municipalities.

Trento and Prosperidad are scheduled to conduct their postcard making contests on November 3 and 4, respectively.

MDGF 1919: Enhancing Access to and Provision of Water Services with the Active Participation of the Poor is a joint programme of the United Nations, the Government of the Philippines and the Government of Spain designed to provide capacity building components to projects under the Presidents Priority Program on Water (P3W) to recipient-waterless municipalities. Caraga cop figures in stabbing incident

Butuan City (2 November 2010) -- On October 31, 2010 around 4:30 in the morning at M. Ortiz Extension, Kaskag, Brgy Washington, Surigao City, one PO3 Ruel Mezo Logronio, 38 yrs old, married, PNP member presently assigned at San Francisco MPS, Surigao del Norte and a resident of Roxas St. Brgy Washington, Surigao City was stabbed by three (3) persons, one identified as Mark Lester aka "Tetes".

Initial investigation disclosed that before the incident took place and based on the testimony of a certain witness named Ganggang Parpan of Shan2 Videoke Bar. That at around 2:30 AM of same date, said police officer together with his companion were engaged in a drinking spree inside that said videoke bar, thereafter at about 4:30 am of same date, they went out from said establishment wherein his companion proceeded to nearby bakery to buy some bread leaving the victim alone.

Apparently three (3) persons appeared in the scene then approached and asked the victim if the said videoke bar was already closed, without apparent reason one of the suspects pulled out his bladed instrument then stabbed the said victim twice hitting his forearm and abdomen.

Said victim ran immediately from the crime scene wherein he was chased by the suspects but he was able to get onboard a tricycle that bring him to Caraga Regional Hospital for medical treatment. Surigao City PS is conducting manhunt operations for possible arrest of the suspects while appropriate case is being prepared for filing in court. Progress report follows.

On the other hand, another stabbing incident transpired at Purok Kasamahan, Brgy San Agustin, Tandag, Surigao del Sur on October 31, 2010 around 11:30 in the evening, one Junielito Lajera y Soylo, 42 yrs old, married and one Ronald Boiser y Orozco, 21 yrs old, single both residence of the abovementioned place were stabbed by certain Warren Toring y Inihao, 37 yrs old, married and a resident also of said place with the used of bladed weapon locally known as "sundangay". Victims sustained stabbed wounds on the different parts of their body and were brought to Adela Serra Ty Memorial Medical Center for medical treatment. While the suspect voluntarily surrendered and place under custody of Tandag MPS for proper disposition and filing appropriate charges.

Meanwhile, at around 7:00 in the evening of October 2010 at Sitio San Nicolas, Brgy San Roque, Bislig City, Surigao del Sur, one Wenefredo Batausa y Pede. 35 yrs old, married, farmer and a resident of the abovementioned place was stabbed by certain Fernando Galano y Peligro, 54 yrs old, farmer and also residence of the aforesaid place.

Initial investigation conducted by Bislig CPS disclosed that while victim (Wenefredo) under the influence of liquor mauled the suspect (Fernando) at his residence prompting the latter to retaliate by stabbing the victim (Wenefredo) with the used of a sharp bladed weapon locally known as "Sundangay".

Victim sustained multiple stabbed wounds on the different parts of his body and was brought to Andres Soriano Memorial Hospital for medical treatment. Suspect voluntarily surrendered to Purok officials and was turned over to Bislig CPS for proper disposition.

Report on illegal drugs

On October 31, 2010 around 11:30 in the evening at District 3, Bliss, Brgy SAcol, Buenavista, Agusan del Norte, Intel Operatives of Buenavista MPS arrested the following; Mark Perez y Biating, 21 yrs old, single and a resident of Brgy Rizal, 1st st. Guingona Subd, Butuan City, Bernie Vasquez y Felisco, 29 yrs old, single, a resident of Brgy Lawag, Buenavista, Agusan del Norte, and Raymund Iting y Casandres, 27 yrs old, single and a resident of P-1, Brgy 4, Poblacion, Buenavista, Agusan del Norte.

Abovementioned suspects were reportedly engaging in illegal drug activity. Confiscated from their possession were one (1) heat sealed plastic sachet of Shabu and three (3) pieces aluminum foil. Suspects were brought to Buenavista MPS for proper disposition.

Recovery of stolen motorcycle

Elements of Sta. Josefa MPS, Agusan del Sur led by PO2 Nomer Nalam, while conducting mobile patrol at the vicinity of Brgy Poblacion, Sta Josefa, Agusan del Sur on October 31, 2010 at around 7:00 in the evening, a stolen Honda c70 single motorcycle under blotter entry number 1743 dated October 31,2010 around 3:30 in the afternoon was seen at Bobot motor parts located at P-8, Brgy Poblacion, Sta. Josefa, Agusan del Sur.

The said motorcycle was allegedly stolen at the residence of one Jessie Alejandro y Sarabia, 28 yrs old, single and employee of Enterprise Bank and a resident of P-7, Public Market, Trento, Agusan del Sur. Initial investigation conducted revealed that subject motorcycle was brought by the suspects namely; Jeffry Maravilla y Alislag and Junrey Talaugon y Salingay and left the said motorcycle at the aforesaid shop for repair.

Immediately the responding team conducted hot pursuit operation which resulted to the apprehension of the suspects and were brought to STa. Josefa MPS for documentation and further turned over to Trento MPS who took cognizance of the case. Progress report follows.

Report on robbery hold-up

On November 01, 2010 at around 8:00 in the morning at Brgy 5, Cabadbaran City, one Lueza Lorenz y Simin, legal age, married, housewife and a resident of P-2, Brgy 5, Cabadbaran City reported to Cabadbaran MPS that she was robbed by three (3) unidentified suspects armed with cal.45 pistol, shotgun and a knife. Incident transpired at aboput 6:45 in the evening of October 31, 2010 inside her residence.

Allegedly suspects carted a cash amounting to more or less Eight thousand pesos (Php 8, 000.00), eyeglasses, gold ring and necklace then fled to unknown direction. Initial investigation disclosed that while the victim was inside her house, suspects forcibly entered the main door and declared hold up.

Upon receipt of the report, PNP elements of Cabadbaran MPS led by Psi Andrian Antonio conducted follow-up investigation at the crime scene. Case under investigation for possible identification and arrest of the suspects. (PNP-13/PIA-Caraga)

Galleon promotes history of Spanish navigation

Maasin City (Nov. 2 2010) -- As the Spanish past was rekindled with the presence of "Andalucia" galleon here, the purpose of the global sea-based expedition was to do just that: to promote the history of Spanish navigators.

At a press briefing at the Kinamot sa Abgao restaurant here last night shortly after the 28-member "Andalucia" crew, including two ladies, had dinner and had rested, the Spaniards, speaking in fluent English, recounted their voyage and gave a sense of perspective of it all.

Enrique Torres Barragan, head of the ship's logistics department, narrated that since the year 2000 or early 2001, the Spanish government with the support of sponsors from the private sector and through the Nao Victoria foundation, has been engaging in re-tracing the sea routes of the Spanish navigators during those exciting years of discovery travels across the globe.

The latest in these series of relating with the past, particularly using vantage 17th century look-alike vessels equipped with 21st century gadgets, was the creation of "Andalucia" -- so named because it was built in that place, a southern region in Spain, for a year and a half sometime halfway in this decade, at a construction cost of six million euro.

Barragan said that even while the construction of the ship was in progress, people had been going to see Andalucia, with the thought in mind that somehow the output would promote Spanish skills in conquering the high seas worldwide.

An earlier Galleon, named "Victoria", had looped around Europe and parts of Asia, but unfortunately the Philippines was not included then in its port of destination, Barragan said.

This time around, the Philippines was on their list, with Manila as the entry point alone, if not for the intercession of the National Commission on Culture and the Arts (NCCA) and the Spanish Embassy, in which they had to accommodate, weather permitting, the requests to be in Cebu, Bohol, and Maasin City, Southern Leyte.

They found out, to their pleasant surprise, that the side trips were worth it, as their arrival were routinely embraced with warm reception complete with offerings of native songs and dances.

But they can't be going on side trips for long, because they have a timeline to be met, so they would be in Singapore sooner and be back at Spain soon.

It was the same route when they embarked on this present journey seven months ago from Seville, Spain, clearing the coast of Malta off the Mideteranean Sea, the Suez Canal, and following the Indian coast, to Singapore, until they arrived at Shanghai, China, just in time for their participation at World Expo 2010.

Then they proceeded to Taiwan, Hongkong, and Manila, Philippines, by October 6th.

Along the way they had called on certain ports, coordinating with local officials, and putting on the needed supplies and provisions, said Miguel Talegon Zaira, the in-house Journalist, or the Antonio Pigafetta of Magellan's trip then.

Were they not afraid of Pirates poaching the seas?

Not at all, but they were concerned, anyway, confessed logistics officer Barragan.

And that is another skill -- avoiding the Pirates, or perhaps befriending them -- that somehow the modern maritime world can learn. (PIA-Southern Leyte)

Isabela City, Basilan (2 November 2010) -- It's an award that goes beyond a mere tap on the back.
Besides recognizing the "selfless acts of gallantry" of the Filipino soldiers, the search for The Outstanding Philippine Soldiers (TOPS) 2011, conducted annually by the Metrobank Foundations, Inc. (MFI) in partnership with the Rotary Club of Makati, aims to change the negative perception of the public towards the soldiers by bringing their stories of courage, dedication, integrity and exemplary community service to the people.

MFI Executive Director Nicanor Torres Jr, who conducted an information campaign at the Western Command (WESCOM) last October 28 to encourage the soldiers here to join the search, said the TOPS Award is an expression of gratitude from the private sectors for the sacrifices and the heroism shown by the Filipino soldiers in performing their duties.

More importantly, Torres said the award wants to help change the public perception towards the public servants, which in this case are the soldiers.

He explained that media coverage has almost always cast the armed forces in bad light in the past and they want to counter that by showcasing the accomplishments of the soldiers and their meritorious contributions to the community.

With a sense of poetic justice, they will also use media exposure so that the soldiers will be able to tell their stories to the people and inspire them.

The MFI executive director shared that, every year, they hear many inspiring stories involving the Filipino soldiers that motivate them to continue the program.

WESCOM Commander Major General Juancho M. Sabban, who himself was one of the TOPS Awardee in 2003, encourages his men to join the contest and even promised to sign their endorsement to their mother unit so as "not to deny any WESCOM soldiers of the opportunity to receive the award."

He said he values his TOPS award more than some of the military awards he had received because it came from the civilian sector.

"Napakahirap kumbinsihin ng mga sibilyan na magaling tayo (It's very hard to convince the civilians that we're good at our jobs)," he jokingly remarked as he was sharing his experience in receiving the award but seriously added, addressing his men, that "we need to show that we are at the frontline of nation-building."

Besides receiving the TOPS Award, MGen Sabban is also a recipient of the Continuing Award for Excellence in Service, or the ACES award, having been selected from the list of all who already won the TOPS Award.

LTC Juan Ismael T. Villadolid, Acting CUCS of WESCOM and co-current U7, WESCOM, said the award could also empower the soldiers to become better partners in community development.

The TOPS award is part of the recognition the MFI confers to different public servants, which include the police and the teachers.

Since 1999, already 126 great soldiers were honored by the award. The MFI gives the award to ten soldiers, who are selected and judged by a multi-sector body, every year.

The MFI executive director said that by giving face to heroism, they hope that the deeds of these soldiers will be emulated by their peers in the military. (6CRGAFP Released through PIA9-BST)

Philippines cited world's top outsourcing center for 3rd time
Tacloban City (November 2 2010) -- The report that the Philippines, for the third time, was acclaimed as the world’s top outsourcing center when it was awarded the Offshore Destination of the Year Award for 2010, is indeed heartwarming and inspiring.
Winning a NOA Award is a huge accolade because as posted at the NOAA webpage, a previous winner said that "NOA sets the benchmark for the best practice in outsourcing."

The honor was given during the National Outsourcing Association (NOA) Awards Night, held at the Park Plaza Riverbank Hotel in London last week.

The country first bagged the coveted title in 2007. The Philippines also beat other countries in the same category last year, making this year a back-to-back win.

NOA disclosed that with the abundant graduate workforce, the Philippines is becoming a veritable offshore giant for the UK Business Process Outsourcing (BPO) market.

The NOA, in particular, gave full importance and recognition to the country's 92 percent literary rate, 36- million labor force with 450,000 university level graduates per year – about 100,00 of them finance and accounting graduates – and the ability to understand and speak English with a neutral and understandable accent.

The country's world-class telecommunications infrastructure and unparalleled government support in the form of income tax holidays of up to six years, and other fiscal and non-fiscal incentives, also boosted the country's chances in bagging the title.

Moreover, the board of judges gave due importance to the flat 5 percent income tax rate on gross income for locators of office buildings and installations accredited as Philippine information technology (IT) economic zones, after the initial 4-6 years of income tax holiday has passed.

The NOA has been operating for over 20 years and is the only well-established and recognized outsourcing trade association in the United Kingdom.

It is also one of the founding bodies of and prime movers of the European Outsourcing Association.

The NOA Awards are held every year to give recognition to best practices in the UK outsourcing industry. This year, there were 17 categories in contention.

Other nominees in the category won by the Philippines included Egypt, Sri Lanka, and Ukraine.

Receiving the award on behalf of the Philippine outsourcing industry and the Department of Trade and Industry (DTI) were Commercial Attaché Michael Alfred V. Ignacio and Trade of Investment Representative Vicente A. Casim of the Philippine Trade and Investment Center in London. (PIA 8)

Commemoration of All Saints Day generally peaceful in Eastern Visayas

Tacloban City (November 2 2010) -- Tacloban City and Region 8 as a whole observed All Saints Day in a peaceful and orderly manner, the Philippine National Police reported.
This is attributed to the fact that the PNP heightened their security measures by fielding additional security forces in the different cemeteries, together with the full cooperation of the municipal and barangay officials and the cemetery-goers as well.

The PNP has recorded no untoward incidents in the City of Tacloban, even in the City's biggest public cemetery. The people entering the cemetery were subjected to body search by the Philippine National Police in order to ensure that no deadly weapon and liquor, which are prohibited, will be smuggled inside the cemetery.

The PNP thanked the people for understanding that these measures were implemented in order to ensure the safety of the citizens who were paying respect to their departed love ones.

It was the general observation that unlike in the previous years, the observance of the All Saints Day was done in a well-organized and orderly manner.

Even the "Operation Bakal" where the cemetery-goers were searched upon entering the cemeteries to see to it that no bladed and deadly weapons are brought inside the cemetery premises, yielded negative results.

Also gone is the perennial traffic congestion near the Public cemetery as the PNP closed the El Reposo St., including the Real portion to traffic. The traffic was rerouted to the Old Road in Sagkahan in order to avoid traffic at the Redemptorist Church.

The PNP attributed these positive developments to the cooperation and support of the people. The PNP also acknowledged the support of the local radio stations as a big help in informing the people on the policies for the cemetery goers.

It was timely that they were able to inform the general public through local radio stations on matters concerning security and preparedness like going to the cemetery earlier to avoid traffic delays, bringing of just the most important things needed and allowed and not to wear jewelries and most importantly to obey to the rules and regulations for everybody's good.

Unlike in the previous days which were rainy, All Saints Day festivities was blessed with fair weather conditions, with only rain showers for several minutes at mid-afternoon. (PIA 8)

Fire breaks in two Pangasinan towns
2010 PANGASINAN (2 Nov) -- Two separate fire incidents occurred here on Monday reducing millions worth of properties into ashes.
Three stalls in the public market of San Quntin town caught fire at 3:45 a.m. which according to investigators, was caused by faulty electrical wiring.

Burned were the stalls of Delia Victoriano, who declared P1.5 to 1.8 million worth of properties damaged; Allan Ceralde who declared P 200,000 loss; and Jason Antolin who sells general merchandise declared P1 million in damages.

Alert firemen were able to put off the fire two hours later.

Meanwhile, the house of Barangay Ilang councilor Alfredo Lomboy in San Carlos City was also gutted by fire at the height of the All Saints’ Day revelry.

Only his children were left at home when fire broke out at 7: 30 p.m. The councilor and his wife were at the cemetery at that time.

Arson investigators looked into the possibility of candles as the cause of the fire because it has been the habit of Pangasinenses to light candles inside and outside their houses at 6 p.m. of All Saints Day.

No casualties were reported in the two incidents.(PIA-Pangasinan)

Talaingod gets add’l Kalahi funds, bent on exercising good governance

2010 TALAINGOD, Davao del Norte ---- Upon fresh receipt of a P7.5 million grant for more KALAHI-CIDSS projects, the Talaingod municipal government is being challenged to exercise good governance.

Department of Interior and Local Government (DILG) XI Local Government Development Division Chief Claudio Catubig on Thursday challenged the municipal government to observe good governance in implementing projects under the 5th grant of Kapit-Bisig Laban sa Kahirapan Comprehensive and Integrated Delivery of Social Services (KALAHI-CIDSS).

Catubig explained that good governance is given spirit through encouraging people to actively participate in the decision-making process; being transparent in government transactions; and by holding government officials accountable to the people, meaning they should be responsible of their actions.

Representing DILG, Catubig was one of the signatories of the KALAHI-CIDSS (KC) memorandum of agreement (MOA) signed with the Municipal government of Talaingod, Department of Social Welfare and Development and provincial government of Davao del Norte.

The MOA signing became part of the annual Kalibulungan Festival, a gathering of Ata-Manobo tribes—Langilan, Kailawan and Talaingod, to thank the Almighty God for granting them a bountiful harvest.

In his response, Talaingod Mayor Basilio Libayao vowed to do all he could to seek more funding assistance from various sources to implement more projects in Talaingod while also encouraging his constituents to embrace ownership of KC projects.

“Atong panggaon ug mahalon. Tungod usab kini sa paningkamot sa mga opisyales sa local nga panggamhanan,” he said.

In the same event, Acting Provincial Governor Victorio Suaybaguio corroborated calls of Libayao for community folks to take care of KALAHI-CIDSS projects as he looked at Talaingod as a “very fortunate town” to have been given more KC projects than the other towns of Davao del Norte.

KC Municipal Area Coordinator Allan Causing in an interview said the latest KC funding falls under the Makamasang Tugon component which serves as an incentive to municipalities where the sub-projects of the KALAHI: CIDSS were already completed, properly implemented and have served its purpose of empowering the community.

KALAHI-CIDSS sub-project implementation in Talaingod started in 2003. It ran in three cycles lasting until 2006. The town then became a recipient of Japan Social Development Fund-Social Inclusion Project (JSDF-SIP) which was considered as a continuation of KC project implementation.

At the Provincial Consumers Forum held at Hotel Camila , Atay said, she invited several students in the forum to help inform the public on the basic rights and welfare of the consumers using recent technology, the internet.

“Students are catalysts of information dissemination and networking, in addition with the media," Atay declared. “With your skills in internet surfing, I’m confident that you will spread the information that you’ve learned in today’s forum to your classmates, teachers, friends and relatives,” Atay added.

“You are very powerful medium when it comes to communicating people on consumerism,” Atay stressed

The DTI chief, also said she was impressed of their skills in multiplying information on the web particularly in the social networking site – the Facebook, etc. “You as a group is something to reckon with,” she added.

More than 100 college students from St. Columban and Southern Mindanao Colleges along with their respective advisers attended the one day forum. They are joined also by the representatives of ConsumerNet member agencies.
