PCL becomes collateral damage
over year-end assessment fiasco

The Philippine Councilors League Bohol chapter has become a “collateral damage” in the intramural bickering among the Jagna town officials, its president Jescelo Adiong, now sitting as ex-officio member of the Sangguniang Panlalawigan, told a media interview at his office on Friday.

The PCL thru Adiong said that returning to each member the P3,000 cannot be considered as corruption. It’s not  rebates, either since it’s illegal to have kind of return of fund to individual member of the league, he added.

Adiong has reacted to what he called unfair accusation that most of its 482 strong municipal councilor-members are accused of corruption as published in other weekly (not the BNT).

This came after Jagna town councilor Anthony ANiscal’s expose of what he considers an anomaly in returning the P3,000 after charging each individual who paid P6,500 each for their annual year-end assessment and Christmas party on Dec. 10-11, 2019 held at Bohol Tropics Resort.

Adiong said in vernacular that “maybe there’s a friction in Jagna that drag the name of the PCL.”

And Adiong may be right in saying it.

In a videotaped of Jagna SB session, Aniscal said “Kini nga session dihas lunes sa SB Jagna maoy bottom line sa tanan. Gi ayo2 nila ug saway si mayor gumikan ky ni comment ang executive nga excesive ang registration at P6.5K.. matud ni maricris nga "wala daw kahibawo ang executive sa ilang trabaho, ga uwaw uwaw kono ang lgu jagna ni question sa registration".. gipakaulawan nilas mayor sa session nga live sa facebook, radio ug covered by san miguel cable. Pagkahibawo ni mayor nga dunay rebates P3K, gaalburutu sa kasuko.”

Adiong commented that a small group (referring to Jagna SB) has tugged a bigger one (PCL), which is not the case in terms of collateral damage.

He said that no councilor is happy about what Aniscal has done. It seemed that it was a “trial by publicity.”

After he received the P3,000, Aniscal has reacted immediately and made it appear that PCL members are into corruption, he said.

When asked if Aniscal approached him after he received his (P3,000), Adiong answered in the negative.

“I have no bad blood” on him and I’m hurt nga butangbutangan ‘ta nga di tinuod,” Adiong lamented.

He said he did not know well ANiscal or “he did not know me also.”

Why the P3,000 returned?
Adiong explained that the P3,000 was returned to each member since the two-day year-end assessment was cut short due to non-appearance of their resource persons.

And he informed the Department of Interior and Local Government about this, he said.

And even if it was already booked for the 2-day event, the owner of Tropics did not ask for payment for the second day. She was “very considerate” and, in fact, it could be a loss to the resort, Adiong said.

As this developed, he urged the members to return or make liquidation of the P3,000 they received to the municipal coffers. But if they don’t it’s their responsibility already since at the end of their term, their leave credits may be deducted.

There are a lot of town councilors who remain honest, reliable and true to their commitment to serve their respective constituency, the PCL head said.

He also said that the full amount of P6,500 was officially receipted.

Adiong said that he’s contemplating to request the Commission on Audit to conduct a post audit over the expenses of the event since there was no pre-audit when each member made the cash advances.

For this Christmas and the days ahead, Adiong called on PCL members for unity and cooperation for without it there would be no success and progress.

The “rebates”
“They collect 6,500 per councilor. The 3,500 goes to the PCL and the 3,000 will be given back to the councilor through reimbursement,” Aniscal said.

He added, “The councilors made their attendance official so that they can charge their expenses from their respective municipalities. Normally this is legal. What is not legal and more so highly immoral is charging it twice the real amount.”

Aniscal also bared that there was no such assessment of the PCL event. “Walay assessment ui. Corruption nahitabo,” he said.

He said in his message that this is the first time that there’s “PCL rebates,” meaning every councilor gets P3,000 from the cash advance of P6,500.00 paid to defray the party expenses.

As this developed, many councilors are reportedly angry with Aniscal who exposed the alleged irregularity of the PCL event.

“Daghan nanawag nako nagsulti nga nangasuko daw mga officers sa pcl ngari nako. I dont care. They have to learn the lesson the hard way,” he said. Aniscal added, “I will stand.. no matter what will happen.”

“Nag 2nd term nalang ko as councilor wala ko mag engage ug corruption. Malooy tas katawhan.” (I’m on my second term as a councilor and I did not engage in corruption. Let’s have mercy on our people)

Aniscal also called on his colleagues, “Atong awhagon ang ubang mga konsehal sa kalungsuran nga euli nas panudlanan sa lungsod injong nadawat nga tag P3K.. Asa man ta padulong ani kung kita mismo dili mohimog action nga maondang ning mga ing ini..”

Meanwhile, ANiscal also bared that Jagna Mayor is considering filing a case against PCL official.

“Jagna Mayor Joseph Rañola is determined to file charges on the PCL anomalies,” he said.

UPDATE: DSWD XI provides 1,200 laminated sacks and 1,000 family food packs to the affected families of the 6.9-magnitude quake in the municipalities of Matanao and Padada in Davao del Sur. The total cost of assistance provided now amounts to P1,089,370.00.

The office has also coordinated with the Department of Public Works and Highways (DPWH) XI, through the Office of Civil Defense, for the use of their dump trucks in the conduct of the relief operations.

Members of the Sangguniang Panlalawigan appeared to be confused, whether to go on approving the proposed Bohol Hospital’s Consignment System, or not during the second reading on its regular session on December 10, 2019.

This came following Sangguniang Kabataan representative Christian Bolos questioned the proponent BM Dr. Elpidio Bonita on furnishing of copies of the legislative measure in so little time that there’s no enough time for them to read and study.

Bolos said that he only received his (copies) a day before the session. He said he preferred to have a hard copy of the proposed measure.

Because of this scenario, presiding officer neophyte BM Aldner Damalerio had to declare recess the session for three times.

After they huddled and resumed the session, they finally decided to defer the second reading until next session, it was learned.

“Under the consignment system, the essential drugs and medicines, as well as medical, dental and laboratory supplies, will be delivered by their owner (consignor), without sale, to the Provincial Government of Bohol (consignee), thus, no budgetary allotment and no disbursement of government funds are involved since payment will be based on actual drug sales of the respective hospital pharmacies. The consignor and the consignee will also enter into a Consignment Agreement to ensure that the terms and conditions are not disadvantageous to the government,” Bonita assured.

The proposal is in line with the government thrust to “health development reforms of the provincial government, and cognizant of the principles of the local autonomy pursuant to the Local Government Code of 1991 (RA 7160) wherein Local Government Units are empowered to create their own sources of revenues and enter into joint ventures, either in their governmental or corporate powers.”

It also cited Republic Act No. 6675, as amended, or the Generics Act of 1988, that provides “it is the policy of the State to ensure the adequate supply of drugs with generic name at the lowest possible cost.”

Under section 2 of the ordinance covers the consignment system of drugs, medicines and medical, dental and laboratory supplies in all the ten (10) hospitals owned and operated by the Provincial Government of Bohol.

If approve, the selling price to the public of the consigned drugs, medicines, medical, dental and laboratory supplies and reagents shall, in no case, be higher than the prevailing price of the same items in local private pharmacies and outlets. (rvo)

Bohol Latest News / Balite as Acting Bohol Governor

Balite now as acting governor

CAPITOL, Tagbilaran City – Senior Board Member Dionisio Victor Balite, who appeared to be deprived in assuming as acting vice-governor, is now serving as acting governor of Bohol, instead.

This came after acting governor Rene Lopez Relampagos issued a memorandum dated December 12, 2109 designating Balite to take his place.

“Considering that my stay in Manila will be extended until next week to attend to important matters such as year-end assessment and planning seminar workshop of League of Municipalities of the Philippines, among others, following the rule of succession and pursuant to RA 7160 section 46, paragraphs C and D, you are hereby designated as acting governor until my return,” Relampagos said in a memorandum he signed.

The said memorandum was furnished to DILG provincial head Johnjoan Mende, all SP members and Capitol’s head of offices.

Relampagos assumed as acting governor following Gov. Art Yap’s preventive suspension for 90 days starting November 19, 2019.

Earlier, Capitol was jolted due to a fuss created following the DILG’s apparent error in designating Balite’s older brother Dionisio Neil Balite as acting vice-governor.

“Where on earth did DILG get the name of Dinisio Neil Balite as being the 1st ranking Sangguniang Panlalawigan member of the province of Bohol,?” the younger Balite lamented in his privilege speech last week.

DILG’s letter designating Dionisio Neil Balite as acting vice-governor was prompted “to fill up the temporary vacancy created due to the physical incapacity (on sick leave) of Vice-Governor elect Rene Relampagos.”

“After having some kind (of) mind-boggling thoughts regarding such incident,” Balite said, “but if it was done with malice, then I can only say may God bless the culprit.”

The younger Balite also posed these: Was DILG fed by wrong information (and) by whom? Was it not negligence on the part of the DILG or to anyone who caused such an erroneous and pathetic act?

If ever it was just an honest-to-goodness mistake, then let it be, he said. (rvo)

San Jose, Antique – Shortchanging of buyers will now be a thing of the past once the campaign on mandatory product standards have been implemented, disseminated, and embedded in the consciousness of the buying public.

A giant step that the Department of Trade and Industry (DTI) has done is in putting up a mandatory product showcase to advance its campaign on mandatory product standards.

Glenn Fernando, Trade and Industry Development Specialist of DTI, said that the five-day showcase recently held at the Gaisano Grand Mall in Antique helped a lot in raising awareness among consumers on products covered by the mandatory certification of Bureau of Product Standards (BPS) and by the DTI.

Fernando emphasized that the topmost consideration that a buyer should look into is on the quality of the product they are going to buy; that this should have quality marks -- the International Commodity Clearance (ICC) for imported products and PS (Product Standard) for locally manufactured products.

When products bear the ICC seal and PS marks, Fernando said, it has passed the product testing of BPS.

Among the products under the mandatory certification of DTI are electrical and wiring devices which include, electrical lamps, fuses, switches, circuit breakers, Christmas lights, plugs, and electrical tapes.

Mandatory certification is also needed in electrical appliances such as aircon, airpot, coffeemaker, hot plates, electric fans, television sets, refrigerators, flat irons, and many other electrical devises.

Building and construction materials that must pass the mandatory product standards are cement, plywood, pvc pipes, nails, sanitary wares, GI wires, and ceramic tiles.

For consumer and chemical products, consumers should look for quality markings on safety matches, pneumatic tire inner tubes, fire extinguishers, cylinders of liquefied petroleum gas, break fluids, helmets and visors, lead acid storage batteries, monobloc chairs, pyrotechinics, and medical grade oxygens.

DTI urges consumers to be vigilant and always check on the quality of products they buy and services they pay for to ensure they get the quality they deserve. (PIA/psm)

Tacloban City (November 3 2010) - Using the video cameras and inputs from Anak TV, twenty-eight of the most creative kids aged 10 to 16 from Catarman, Northern Samar; Sogod, Southern Leyte; Calbayog City, Samar; and Camotes Island, Cebu are scheduled to present an hour recital of their outputs at the DepEd Region 8 Training Center at 9:30 in the morning of November 3.
Mr. Totch D. dela Cruz of Plan International Inc. Visayas Support Centre informed that the 28 students converged for an Advanced Media Skills Training Program under the tutelage of Mags Hatol Cruz of Anak TV Inc.

The training covers the making of video public service announcements, and documentaries on the social issues affecting the lives of the Visayas children from the eyes and viewpoints of children themselves.

This training, Mr. dela Cruz said, is a follow up activity of the basic course last summer. The media training has fostered creativity, self-expression and teamwork among the kids, who grew from being clueless about media technology to being techno enthusiasts.

The workshop was part of Plan’s advocacy against violence and Anak TV’s crusade for responsible viewership and media literacy.

The Anak TV and Plan International project took shape three years ago, when the proponents thought of designing a mentoring program in basic media literacy that would cover digital photography, camera work, video production, musical scoring and basic editing.

The idea was to level the playing field to enable the poorest of the poor, who may not reach college, to learn media basics.

The Advanced Media Skills Training Program at the DepEd Region 8 Training Center was for the kids who excelled in the basic workshop. (PIA 8)

Geohazard mapping to identify disaster prone areas
2010 LEGAZPI CITY — The government’s geohazard mapping project will be completed soon, with some 1,567 municipalities or 97 percent of the total target of 1,618 already assessed, according to a top regional official of the Department of Environment and Natural Resources (DENR) office here.
Jocelin Marcus Fragada, the local DENR regional director, said that Environment Secretary Ramon J. P. Paje had already issued a directive to the Mines and Geosciences Bureau to finish the assessment of the remaining municipalities at the soonest possible time.

In Bicol, the geohazard mapping project had already been completed on June 2009 and the production of geohazard maps at the scale of 1:50,000 is already 92 percent completed; the remaining 8 percent is expected to be completed by the end of the year.

The Geohazard Mapping and Assessment Program of the DENR-MGB is an important component of the government’s disaster management and mitigation program in order to reduce the loss of lives and properties brought about by natural disaster.

It involves both the identification of areas of the country that are prone or susceptible to various geologic hazards like rain-induced landslides, floods, flash floods, storm surge, coastal erosion, sea level rise and other natural events, and information dissemination to increase public awareness. The output of the program is equally important for land use planning, land development and the emerging concern on climate change adaptation.

This comes at a time when frequent natural disasters have been causing untold damage to property and lives.

Fragada explained that the delay in the geohazard assessment of the remaining 51 municipalities was due to problem of accessibility and security.

These municipalities are located in Abra, Kalinga, and Apayao in the Cordillera Administrative Region and in Lanao del Sur and Basilan in the Autonomous Region of Muslim Mindanao.

“After completion, the generated maps will be digitized,” the Bicol DENR director said.

He said the process of digitizing the maps at the scale of 1:50,000 and 1:10,000 takes time to complete and will be based on the topographic maps produced by the National Mapping and Resources Information Authority. (MGB-DENR V/PIA/mal)

Bacolod City - The Department of Trade and Industry (DTI) together with the local government of Bacolod destroyed fake tiles and lighters to discourage businessmen from selling fake products to unwary buyers.

The act was part of the celebration of the Consumer Welfare Month that gained the support of the city’s mayor, Evelio Leonardia, who gave the go signal for graders to crush merchandise worth P82, 000 worth in the city hall grounds.

The activity aims to show the serious commitment of the local government unit and DTI to bar the entry of counterfeit products in the Bacolod market.

DTI Provincial Director Rebecca Rascon praised the city’s cooperation in the implementation of RA 7394 that penalizes the sale of fake products and hopes that in 2011 and in years to come, the drive will gain more support.

Max Ravena of DTI disclosed that five companies found involved in the sale of counterfeit products (tiles) were fined P17, 500 each.

Ravena added that they have recently discovered minimal violations and recidivists will be punished with bigger fines.

Meanwhile, Ernesto Pineda from the office of the mayor disclosed that his Price Monitoring Council conducted a massive saturation drive recently, on the RA 71 or the Price Tag Law and RA 3883, the Business Name Law, and the “Kiluhan ni Mayor”.

Pineda pointed out that the cooperation of buyers in the apprehension of violators is imperative and that a consumer desk has been set up in all major markets receive complaints. CMO/PIA/EAD)

Tacloban City (November 2) -- The customs and traditions associated with All Souls Day are various and differ from culture to culture.
Traditional Catholics still honor the customs related to the relief of the souls in purgatory. One custom is for persons to pray six Our Fathers, Hail Mary's and Glory Be's for the intentions of the Pope in a church, and thereby, receive a plenary indulgence for a soul in purgatory.

This action may be repeated for another soul, by leaving the church and re-entering it to repeat the prayers.

Another custom is to keep as many candles burning as the number of the recently deceased that are to be remembered.

Lighted candles signify that the love, hope and joy they shared with people they had left behind shall be kept forever burning and alive even though they may have found their destiny somewhere or even in the arms of the Heavenly Father.

It is believed that during the night, the deceased, leave their tombs and return to visit their homes where the buckets of water are left uncovered so that they are able to quench their thirst. Not to disturb them in their travel, whoever is still on the street walks along the sides of the road, leaving the center free. The dead return to their coffins at the first rooster's crow. In some places, the bells knell all night.

In Mexico, All Souls Day is celebrated as El Dia de los Muertos, or "the day of the dead." Mexicans visit graveyards and the relatives make garlands, wreathes and crosses of real and paper flowers of every color to place on the graves of deceased relatives the morning of All Souls.

They also have a picnic, eat skull-shaped candy, and leave food out for dead relatives. The family spends the entire day at the cemetery. The pastor will visit the cemetery, preach and offer prayers for the dead and then bless the individual graves.

In Hungary the day is known as Halottak Napja, "the day of the dead," and a common custom is to invite the orphans into the family and distributing food, clothes, and toys among them.

In rural Poland, a legend developed that at midnight on All Souls Day a bright light shone on the local parish. This light was said to be the holy souls of the departed parishioners gathered to pray for their release from Purgatory at the altars of their former earthly parishes. After this, the souls were said to return to scenes from their earthly life and work, visiting homes and other places. As a sign of welcome, Poles leave their windows and doors ajar on the night of All Souls Day.

In Louisiana, the relatives whitewash and clean the tombstones and prepare garlands, wreathe and crosses of real and paper flowers to decorate them. In the afternoon of All Saints, the priest processes around the cemetery, blessing the graves and reciting the Rosary. Candles are lit near the graves at dusk, one for each member of the deceased. On All Souls day, Mass is usually offered at the cemetery.

Chinese traditions on the celebration of All Soul's Day have is quite similar to those of the Catholics. Floral offerings, fruits, and other foodstuffs are being offered to the souls, believing that they (souls) too share in that simple feast. Two sticks of Chinese "incense", instead of candles, are lighted for the souls while three are said to be offered to God. Material possessions, in the form of paper-made "playhouse", "car" and "kim" (Chinese money) are made available to the dead person's tomb intending prosperity for the departed souls.

On All Souls Day, the living not only remembers the dead, they apply their efforts, through prayer, almsgiving, and the Mass, for their release from Purgatory. There are two indulgences attached to All Souls Day, one for visiting a church and another for visiting a cemetery. While the actions are performed by the living, the merits of the indulgences are applicable only to the souls in Purgatory.

On All Souls' Day (Nov. 2) a plenary indulgence applicable to the Poor Souls is granted to those who visit any parish church or public oratory and there recite one Our Father and one Credo.

On all the days from November 1 through November 8 inclusive, a plenary

indulgence, applicable only to the Poor Souls, is granted to those who visit a cemetery and pray, even if only mentally, for the departed. (PIA 8)

Camp Rafael C. Rodriguez, Butuan City (2 November 2010) -- A member of a tribal group was killed while an undetermined number of New People's Army (NPA) rebels were believed either killed or wounded when the two groups engaged in a firefight Sunday afternoon at Sitio Daldalikan Creek, Barangay Kinamaybay, Esperanza town, Agusan del Sur province.
Field reports received at the Police Regional Office 13 (PRO 13) regional headquarters here on Monday identified the slain tribesman as Tata Hulasan, a member of a tribal group led by a certain "Datu Bawang."

The reports coming from Agusan del Sur Provincial Police Office (PPO) and Esperanza Municipal Police Station (MPS) stated that the tribesmen were on their way to their farmlands when they encountered the members of communist-Front Committee 88 of the Communist Party of the Philippines (CPP-NPA) Northeastern Mindanao Regional Party Committee (NEMRC).

The gun battle started at 2 p.m. and lasted 15 minutes before the rebels withdrew to nearby forested mountain of Semuntana and Calabuan of the same town.

A field report further stated that an undetermined number of rebels were believed killed or wounded severely during the firefight.

Hot pursuit operation against the fleeing rebels is ongoing.

Brig. Gen. Emiliano Gupana, commanding general of the Army's 402nd Infantry (Stingers) Brigade, and Chief Supt. Reynaldo Rafal, regional director of PRO 13, already dispatched their respective field units to beef up pursuing forces in the battle area.

On the other hand, elements of the Esperanza MPS also conducted chokepoints along the possible escape route of the rebels. (MUC/PIA-Caraga)
