By PNA MANILA -- President Rodrigo Duterte has expressed willingness to make amends with water concessionaires Manila Water and Maynilad if they accept the "corrected" contracts.

Duterte's remarks came as he expected Manila Water and Maynilad to have received and seen the government's draft water deal that removes onerous provisions from the previous contracts with them.

"I suppose that up to now, they must already have the copies of the proposed contract, as corrected," he said in an exclusive interview with ABS-CBN aired on Friday night. "And I suppose if they are willing to accept the conditions that are being laid down there in the proposal, I think we can negotiate again."

Duterte was irked by the two water firms after the Singapore-based Permanent Court of Arbitration issued separate rulings, ordering the Philippine government to pay PHP3.4 billion and PHP7.39 billion to Maynilad and Manila Water, respectively, for their supposed losses and damages.

On Tuesday, the President said the two water concessionaires can only either accept the new water contracts or face cancellation of their present deals.

He also announced on Wednesday that he has ordered the government's lawyers to present the draft water deal to Manila Water and Maynilad.

Duterte said he was not setting a timeline for the signing of the new water contracts.

He, however, reiterated that he would not hesitate to cancel the present water deals with the two concessionaires and nationalize the water services if they reject his new proposal.

"But if you do not sign the contract, there is no contract because we have terminated it for all intents and purposes," the President said. "It is my stand that the contract was null and void from the very beginning because the provisions, the anti-graft law, and constitutional requirements, have been transgressed."

By PNA MANILA -- The national government's newly created peace panel is ready for the possible revival of talks with the Communist Party of the Philippines' (CPP) political wing, the National Democratic Front (NDF), President Rodrigo R. Duterte has announced.
 
Duterte's pronouncement came as he bared in an interview with ABS-CBN on Friday night that he has formed a new government peace panel that would hold negotiations with NDF consultants for the crafting of a binding peace pact between the two parties.
 
"For as long as there is (a) broad principle agreed upon, well, the new committee that I have created will take over," the President said.
 
"I have changed the composition. I'm doing away with the last membership."
 
He, however, did not mention the people who would serve as state peace negotiators.
 
The peace talks between the national government and the NDF have been intermittent since it started in 1986.
 
Duterte's relatively warm relationship with the communist guerillas during his first months in office has turned sour following the relentless attacks by the CPP's armed component, the New People's Army (NPA), against government troops and civilians despite ongoing peace negotiations.
 
On Nov. 23, 2017, Duterte inked Proclamation 360, formally terminating the peace talks with the NDF.

By PNA MANILA -- President Rodrigo R. Duterte said he needs more time to rid the Philippine National Police (PNP) of police officers involved in corrupt activities and rampant narcotics trade.

In an exclusive interview with ABS-CBN aired Friday night, Duterte said he would first cleanse the PNP before appointing a new head.

"I need to purge the PNP. And PNP chief has only limited power," he said when asked why it was taking him so long to appoint the next PNP chief.

"Those already tainted with corruption and especially drugs, wala, tanggal talaga (I have no choice but to dismiss them from service)," he added.

Duterte earlier tasked Interior Secretary Eduardo Año to supervise the PNP, while Lt. Gen. Archie Gamboa stays as PNP officer-in-charge.

The President was confident that Año could help him cleanse the police force.

He also assured that rogue cops accused of being involved in corruption and illegal drugs would be given due process.

"(With) Año who supervises the (PNP), the police would be more equipped with the powers under the law to effect the changes," Duterte said. "I want those tainted or those who have records about drugs, out. Due process din (We will give them due process). We'll have an investigation."

While Duterte has yet to name the new police chief, strong contenders for the highest post at the PNP are Gamboa; Lt. Gen. Camilo Cascolan, deputy chief for operations; and Lt. Gen. Guillermo Eleazar, erstwhile Metro Manila police director and now head of the directorial staff.

By PNA MANILA -- President Rodrigo R. Duterte does not plan to order the repatriation of Filipino workers from Kuwait, despite the killing of Filipino domestic worker Jeanelyn Padernal Villavende.
 
In an exclusive interview with ABS-CBN aired on Friday night, the President said he has no plan to pull out Filipinos working in the Gulf state because he was satisfied with the Kuwaiti government's swift response to Villavende's case.
 
For Duterte, Kuwait is exhausting all efforts in serving justice for Villavende who was killed by her employer's wife.
 
"You know, the situation is quite different. We do not see apathy there and the police authorities of Kuwait acted swiftly. And they have arrested the spouses," he said. "There were arrests made and there's an investigation going on. And apparently, justice is being done. I'm not really keen on moving people out.”
 
Presidential Spokesperson Salvador Panelo earlier said Duterte was "outraged" by Villavende's death.
 
Last week, Labor Secretary Silvestre Bello III announced that the Kuwaiti employers of Villavende have already been arrested and would soon be charged.
 
The labor department has imposed a partial deployment ban on first-time household workers to the Gulf state following Villavende's death.

By PNA MANILA -- President Rodrigo Duterte on Thursday expressed hope that the Traslacion or the annual procession of the Black Nazarene would motivate Filipinos to seek "greater progress" in the country.

The Chief Executive issued the statement, as he acknowledged that the devotion to the Nazareno, which reaches its highest expression in the annual Traslacion, "continues to strengthen our faith amidst trying times".

"As we move in procession with the image of Christ in our midst, may we all be inspired to lead our nation towards greater progress, where everyone gets an equal chance for an improved quality of life," Duterte said in a message released Thursday, the same day the Catholic faithful celebrates the Feast of the Black Nazarene.

"May we also learn the virtues of compassion and selflessness as we do our part in nation-building. Together, let us work towards achieving a better and more inclusive future for all Filipinos," he added.

Traslacion is a centuries-old practice by the Catholic faithful that transfers the statue of the Black Nazarene in a carriage from the Quirino Grandstand to Quiapo Church in Manila.

Duterte said the cross of Christ is "not a symbol of defeat but of victory".

He added that through Christ's wounds, "we have been healed".

MANILA -- The strict security measures enforced by the Philippine National Police (PNP) during this year's Traslacion or the annual procession of the Black Nazarene were "necessary," Cabinet Secretary Karlo Nograles said on Friday.

Nograles said the PNP personnel were merely doing their mandate to ensure the safety of participants of the annual religious event held on Thursday.

"In terms 'yung doon sa pag-secure kahapon (In terms of ensuring people's security yesterday), these are matters that the PNP deemed necessary for the safety of everybody," he said in a media interview.

"Naging successful naman. Wala namang naging untoward incidents, wala namang untoward deaths. Wala namang nangyari na totally disruptive or the loss of life (It was successful. There are no untoward incidents or deaths). So these are just adjustments that have to be made because the PNP had to fulfill its mandate to secure lahat ng nandoon (devotees)," he added.

An estimated 2.3 million devotees joined the Traslacion, with many hoping to touch the image of the Black Nazarene believed to have healed illnesses and granted prayers.

MANILA -- Authorities continue to strictly monitor arriving passengers at the Ninoy Aquino International Airport (NAIA), in line with the mysterious illness reported in China, a doctor from the Department of Health's Bureau of Quarantine (DOH-BOQ) said Friday.

"We implement strict monitoring, surveillance of arriving passengers, especially those from China. We also have two new units of thermal scanners each at NAIA Terminals 1, 2 and 3," Dr. Noel Ramirez told the Philippine News Agency (PNA) in an interview.

 He said that, during his duty so far, the BOQ officers have not recorded any suspected case of the mysterious pneumonia-like illness.

Ramirez clarified that a different doctor is on duty at NAIA per day. In case there will be a suspected case, it would be the BOQ's main office in Quezon City which would report about it to the public, he added.

MANILA -- The National Task Force to End Local Communist Armed Conflict (NTF-ELCAC) has asked President Rodrigo Duterte to release new funds for an anti-insurgency program that seeks to end communism in villages nationwide, Malacañang said on Tuesday.

The request for a new budget for the Retooled Community Support Program (RCSP) was made by National Security Adviser Hermogenes Esperson Jr., who concurrently serves as NTF-ELCAC vice-chairperson, during the 45th Cabinet meeting held at Malacañan Palace on Monday night, Presidential Spokesperson Salvador Panelo said.

Panelo, however, failed to mention the exact amount the NTF-ELCAC sought for the continued implementation of RCSP.

"Secretary Hermogenes Esperon, the vice-chairperson of the National Task Force to End Local Communist Armed Conflict, asked for a budget to sustain the Retooled Community Support Program which would provide for the barangay development package for communist insurgency-cleared and threatened barangays nationwide," Panelo said in a statement.

"The barangay development package may be given depending on the need of target barangays which may include, but is not limited to, farm-to-market roads, water systems, health stations, school buildings, and livelihood programs,” he added.

RCSP is the government's primary program that intends to combat the activities of the communist terrorist groups.

RCSP also aims to address identified issues of the community by implementing programs, projects, and activities that will put an end to governance and development gaps and will promote sustainable peace and development.

In line with the President's goal of ending local communist armed conflict, RCSP is being implemented in areas with vulnerable populations to ensure the improved delivery of basic services, Esperon earlier said.

On Nov. 23, 2017, Duterte formally shelved the peace talks between state peace negotiators and consultants of Communist Party of the Philippines's (CPP) political wing, the National Democratic Front (NDF), through the issuance of Proclamation 360.

Proclamation 360 states that the CPP, NDF, and its armed wing, the New People's Army (NPA), failed to show sincerity in pursuing "genuine and meaningful" peaceful negotiations, despite the "best efforts" exerted by the Duterte administration.

The President also signed on Dec. 5, 2017, proclamation 374, which brands the CPP-NPA as a terror organization. The CPP-NPA has also been tagged as a terrorist group by the United States, the European Union, the United Kingdom, Australia, Canada, and New Zealand.

On Dec. 4, 2018, however, Duterte signed Executive Order (EO) 70, which institutionalizes the whole-of-nation approach that will be implemented by the NTF-ELCAC, in a bid to attain "inclusive and sustainable peace."

Presidential Peace Adviser Carlito Galvez Jr. on Monday said the communist insurgents should first walk their talk before the peace negotiations between the government and the NDF can resume.

Galvez issued the statement, as he condemned the NPA rebels' three separate attacks in Surigao del Sur on Dec. 3 last year, in Compostela Valley on Dec. 30, and in Cabanglasan, Bukidnon on Jan. 4 this year.

The communist-initiated attacks came despite the implementation of holiday ceasefire, which took effect on Dec. 23, 2019, and will end at 11:59 p.m. on Jan. 7, 2020.

On Dec. 31, the President renewed his intent to talk with CPP founder Jose Maria Sison without the presence of a peace panel from both the national government and the NDF.

Panelo, on Jan. 2, said Sison, who has been in self-exile in the Netherlands since 1987, should seize the opportunity to hold a one-on-one meeting with Duterte so they would have the chance to discuss the possible revival of peace talks. (PNA)

MANILA -- The Police Regional Office (PRO) 4-A (Calabarzon) has created a task force to probe the killing of former Batangas congressman Edgar Mendoza.

Philippine National Police (PNP) spokesperson, Brig. Gen Bernard Banac said based on initial investigation, Mendoza was meeting someone in Calamba, Laguna.

"We are backtracking on who he is supposed to meet with. Maybe from there, we can get information (to identify the suspects)," Banac said on Friday during a press briefing at Camp Crame.

Banac said the victim left his home in Balagtas, Batangas at 10 a.m. Wednesday.

"Hindi lang natin matukoy kung bakit sa Quezon natagpuan (We cannot determine exactly why his cadaver found in Quezon province)," he added.

Banac said there is a possibility that the victims were killed first before they were burned inside the car.

However, the investigators have yet to determine the suspects and the motive behind the incident.

Earlier on Thursday, three charred bodies were recovered inside Mendoza's car, a Honda Civic (DAN 6374) in Barangay San Francisco, Tiaong, Quezon.

The 68-year-old former lawmaker was accompanied by his driver, Ruel Ruiz and aide, Nicanor Mendoza, when they left his home in for a meeting in Lipa City and Calamba, Laguna on Wednesday.

The car he was using was registered to Begbog Properties Inc. in Rosario, Batangas.

The bodies were subjected to DNA testing to confirm their identities. (PNA)

CEBU CITY – The Metro Cebu Water District (MCWD) on Thursday encouraged devotees of the Sto. Niño de Cebu who will be joining the 455th Fiesta Señor solemn procession and the Sinulog grand parade on January 18 and 19, respectively, to bring water bottles.

Charmaine Rodriguez-Kara, MCWD spokesperson, said in a statement that devotees this year could be kinder to the environment by bringing water bottles or tumblers, which they could fill with the potable water that will be provided by the water district at several stations along the procession and parade routes.

“You may enjoy free cold drinking water as six of Metropolitan Cebu Water District’s nine drinking water stations for the Sinulog festivities will be serving cold water to all devotees, participants, and guests,” Kara said.

MCWD’s partner in this project, Kooler Industries, Inc. will provide water dispensers to be filled with cold water in different water stations in the uptown and downtown areas during the two-day celebration.

In providing free water to the devotees, Kara said MCWD expects to help reduce the use of plastics and keep Cebu’s garbage at a minimum.

“MCWD’s #BYOB (Bring Your Own Bottle) campaign will help the environment. The water stations along Gen. Maxilom Avenue (beside St. Theresa’s College), along Osmeña Boulevard (in front of the Department of Health 7, Bradford Church, Harrison Park, Sony Service Center and across Camp Sergio Osmeña) will flow with cold water all day long,” she said.

Devotees who will join the grand procession of the Sto. Niño image on January 18 can get free cold water in front of the Department of Health, at Harrison Park, and beside the University of San Carlos South Campus.

TACURONG CITY, Sultan Kudarat – Mayor Angelo Montilla convened Thursday the Census Coordinating Board and reiterated his commitment to support the population survey of Philippine Statistics Authority (PSA).

The Census Coordinating Board, chaired by the mayor, was created by virtue of Executive Order No. 27 issued last year.

Allan Freno, city information officer, said Friday they mainly discussed during the meeting preparations for the 2020 census that will be rolled out throughout the country in May.

Herlita Caraan, PSA provincial chief, has asked the city government and other stakeholders to help drum up support to the census.

“Through wider information dissemination, we hope that Tacurongnons will open their doors to the census enumerators,” she said during the meeting.

Montilla assured Caraan that the city government will extend any help it can give for the success of the census.

Caraan said the census will cover population count, demography and socioeconomic characteristics, types of houses and household, and barangay data.

The result of the 2020 survey aims to provide population and housing data to government executives, policymakers and planners to be used as basis for social and economic development plans. (PNA)

MANILA -- The registration of voters for the May 2022 national and local elections will resume this month, the Commission on Elections (Comelec) said on Friday.

In a statement, the poll body said the registration will start on January 20 and will run until Sept. 30, 2021.

Applications for registration, transfer of registration records, change/correction of entries in the registration record, reactivation of registration record, and reinstatement of name on the list of voters will be accepted.

Persons with disabilities, senior citizens as well as members of indigenous peoples or indigenous cultural communities and other members of vulnerable sectors may also update their records.

“Applications and updating of records shall be done personally at the Office of the Election Officer of the city or municipality where the applicant resides, Mondays to Saturdays including holidays, from 8 a.m. to 5 p.m.,” the Comelec said.

No registration will be accepted on April 9 and 10, 2020 (Maundy Thursday and Good Friday), Dec. 25, 2020 (Christmas Day), and April 1 and 2, 2021 (Maundy Thursday and Good Friday).

Those who are allowed to register must be at least 18 years of age on or before Election Day, or on May 9, 2022.

Also, he/she must be a resident in the Philippines for at least one year and in the place where the applicant intends to vote for at least six months on or before Election Day.

On the other hand, the Comelec said registered voters as of the May 13, 2019 mid-term elections need not apply anew.

Based on Resolution No. 10635, the Commission has decided to start the resumption of voters this month instead of on July 6, 2020, in view of the postponement of the May 11, 2020 Barangay and Sangguniang Kabataan Elections pursuant to Republic Act. No 8189.

Meanwhile, there will be no voter registration in 23 municipalities of Palawan in view of the plebiscite set on May 11 for the ratification of Republic Act 11259 which divides it into three separate provinces -- Palawan del Norte, Palawan Oriental and Palawan del Sur.

However, registration for the residents of Puerto Princesa City will resume on January 20. (PNA)

First Ten Months Level at US$5.8 Billion

Foreign direct investments (FDI) net inflows grew by 33.7 percent
to US$672 million in October 2019 from the US$502 million recorded
during the same period in 2018. This was mainly on account of the expansion
in non-residents' net investments in debt instruments issued by local affiliates
(intercompany borrowings) by 60 percent to US$534 million
(from US$334 million in 2018).

Meanwhile, net inflows of equity capital slowed down to US$58 million
(from US$98 million in October 2018), following the decline in equity capital
placements (to US$80 million from US$112 million) coupled with the increase in
withdrawals (to US$22 million from US$14 million). Equity capital infusions during
the month came mostly from the United States, South Korea, and Japan.

Placements during the period were invested largely in 1) real estate, 2) financial
and insurance, and 3) manufacturing industries. Reinvestment of earnings
amounted to US$79 million, 12.7 percent higher than the US$71 million recorded
in October 2018.

For the period January-October 2019, FDI net inflows reached
US$5.8 billion. This, however, was lower by 32.8 percent from the US$8.6 billion
posted in the same period in 2018. The lower FDI net inflows reflect subdued
investor sentiment due to the continued sluggish global economic activity.
Net investments in debt instruments decreased by 27.3 percent to US$4.3 billion
from the US$5.9 billion during the same period in 2018. Likewise, net equity
capital investments dropped by 65.4 percent as placements fell by 44.9 percent
to US$1.3 billion and withdrawals rose by 58.8 percent to US$629 million.

The top country sources of equity capital placements during the period
were Japan, the United States, Singapore, China, and South Korea. These were
channeled mainly to 1) financial and insurance, 2) real estate, and
3) manufacturing industries. Reinvestment of earnings rose by 12.5 percent to
US$825 million during the period.

Philippine Laws / PNP to Investigate Mobile Phone Grabbing at Traslacion

MANILA -- The Philippine National Police (PNP) on Friday said it will investigate one of its ranking officials who grabbed the mobile phone of a broadcast journalist during the coverage of the Traslacion or the procession of the Black Nazarene.
“Yes, precisely, I am talking about (Southern Police District Director Brig.) Gen. (Nolasco) Bathan. He already admitted that he took the cellphone. I think he said it in a press briefing but all of these things will be assessed,” PNP officer-in-charge, Lt. Gen. Archie Gamboa, said in a radio interview.
Gamboa said the National Capital Region Police Office (NCRPO) will supervise the case and take the necessary disciplinary measures.

“If there is a need to investigate, then we will investigate. It is within the powers of the NCRPO to take the appropriate disciplinary measures and what to do. He (NCRPO chief Brig. Gen. Debold Sinas) will recommend to me on what action to take. Even the Secretary of the Interior and Local Government (Eduardo Año) assured the public of that investigation,” he said.

Sought for comment, Año told the Philippine News Agency (PNA) that he would order an investigation on the reported police brutality incidents during the Traslacion.

In a Facebook post, GMA news reporter Jun Veneracion alleged that Bathan grabbed his phone and deleted his video.

Included in his post was a video showing policemen dragging a devotee into the ground at the Ayala Bridge at the height of the Traslacion.
However, the phone has a recently deleted folder and the video was not completely erased from it.

NCRPO acting chief, Brig. Gen. Debold Sinas, said he directed the NCRPO Internal Affairs Service (IAS) to lead the investigation.
