Mga 'Sano/a,

It seems to me that this profound dev't has missed the attention of our TB community and the rest of our fellow
Bol-anons.

From the meagre responses to the news item here at TB, ranging from El Mundo's cautionary stance to Miss Bambi's
appreciative anticipation of some economic benefit, the Boholano society has not taken note of the implications
that the event may cast upon us.

In my humble perspectives of the prospective dev't that may come about in our province, I beg from everyone
a careful and deliberate course of action to address this dev't. Let's exercise utmost caution in allowing the AFP
to transfer the Central Command to Bohol.

What's the difference between hosting the CentCom and the Visayas Bilibid prison here in our province. Some years
back, a proposal was foisted for Bohol to be the site of a Visayas Bilibid Prison (detention center for Bisaya life-termers).
And the idea was scuttled due to vehement objections by concerned Bol-anons.

This time, some misguided politicians have thought about a way to "earn a fast buck" and have a convenient source
of "mercenaries". Meanwhile, we ordinary citizens will bear the brunt of the social risks involved with catering to the
whims and caprices of the military "occupation".

Since we are in a democracy, I suggest we get the opinions of everyone, take a survey of pros and cons and discuss
openly the merits and demerits of Bohol hosting the CentCom.

karong adlawa Biyernes (8/17/07), gikasakay niya si Edgar Chatto sa iyang pag-uli gahapon.

Ug voila, didto si Chatto nagpahayahay sa first class accommodations. 

Kun moingon mo nga gi-upgrade lamang siya out of courtesy, labi nang dili angayan ug
pagkawalay delicadeza. Tungod kay Chairman si Chatto sa Tourism Committee sa Congreso
ug sa ubang kometiba nga adunay posibleng conflict of interest sa industriya sa transportasyon
diin adunay interest ang PAL o Cebu Pacific ba.

Kamo nay magtimbangtimbang kung husto ba iyang binuhatan!

Akong pagdayeg sa inyo diha sa USA nga duna moy Filipino American Association nga nangindahay
nga mabawi pa ang Sabah gikan sa mga Malaysians.

Kami intawon diri sa atoa sa Bohol nga nag-antus pa sa kanihit sa panginabuhi, dili na mi mag-apilapil
sa mga butang nga halayo ra sa among inadlaw nga panginahanglan.

Matters in the realm of geopolitics are not of our immediate concern. Circumstances even in our own
province do not bode well for a forthcoming improvements in our social and economic wellbeing.
What with the class of leaders we have and the neo-cacique system prevailing in our present society.
 
On the national scene, I venture to say that it is even advantageous for us Bol-anons that the national
gov't opts to give a chance that our brother Moros have their cake (and eat it too) by giving them
all for themselves the areas they are claiming (Sulu, Basilan, Maguindanao, & Lanao del Sur) comprosing
of the ARRM provinces. With that, our national gov't would be saving billions of subsidy to ARRM without
transparency in how the funds are disbursed (its like pouring water to a sinkhole). The funds save would
be better off for social services (education, health, paying off the cost in constructing the virtual Talibon
Dam and the prospective inutile Bayongan Dam, etc.) in the non-Muslim areas and the benefits derived
would impinge and trickle to the betterment of the ordinary Bol-anons.

Ngani, diri lang sa ato, ang among panglantaw nagtutok lamang sa mga isyu sa palibut sa mga kalungsuran.
Pananglit, unsaon pag-usab sa pangobyerno sa Anda (hamiling lungsod ni Mike) nga mismo siya, si Engr.
Tinio, ug uban pa nga nagpakabana didto wala pa gyud maka tagamtam ug kalampusan.

In fine, what I beg to pursue is that... we wish to address things that we can pine to accomplish in our
own small sphere of influence!

Tan-awa ra gud ang output sa PCI, matud pa sa usa ka nagkomentaryo, gamay ra man ang original idea ug mura man ug "cut and paste" effort ang ilang report. 'Wa bay "value for money" kung sa tinuoray!

Blame Boom Boom's hired CPA who tricked him into believing that "tax avoidance is an art" when this booboo of an accountant only led him to a crime of tax evasion. Mr. Bautista should sue his CPA for malpractice and claim his tax due to the gov't as damages. This will teach  some of our professionals (including CPAs) to honor their code of ethics!

According to someone from the COA, an audit team has been sent to Bohol to verify the veracity of reports received that computers and the accompanying programs/applications distributed to public schools in Bohol are overpriced and non-operational. These computers and the bundled educational application packages are funded by the PDAF of the three "honorable" congressmen of Bohol, all three of them, whom Atty. Victor de la Serna has publicly accused of being "less than honest". Initial reports indicate that the supplier of the equipment and software is the same outfit for all of the three "gentlemen" and that the hardware carried a name brand on its casing but with generic parts inside. But what is damning is that the bundled applications appear to be "pirated" and has gone non-functional.

The auditors can only pity the DepEd provincial superintendent as she is the one who accepted the deliveries and certified that the equipment and their bundled applications were compliant to the terms and conditions of the contract.

We don't know the background and circumstances behind the disconnection of the SP telephone service. But in the interest of public service, we can not absolve those responsible to let the event unfold.

If it was done on purpose (by refusing to pay the bill) by the SP Secretary, due to probable abuse of its use (unauthorized use for long distance calls), there are other means to discipline their office personnel or install preventive measures to prevent improper use.

What happened was akin to throwing the baby out with the wash water !!!

I will email to you the powerpoint presentation of Pacific Consultants made at the Bohol Tropics in March this year.

You will see what their plans are for Bohol tourism as an output of their contract to study and recommend what is appropriate.

Remember, you have bylined it in the Sunday, January 15, 2006 issue of the Bohol Chronicle re the Pre-feasibility study on Bohol Tourism Plan.

Worthy to note is that the Bohol Tourism Master Plan (BTMP) for which the Pacific Consultants International (PCI) won the bid at P9.5 million, half a million less than the P10-million cap. Gov. Erico Aumentado said with the adjustment, DOT's share is down to P2.9 million instead of P3 million. Bohol's three congressmen; Edgar Chatto, Roberto Cajes and Eladio Jala stand to share P1.4 million each instead of P1.5 million from their respective Priority Development Assistance Fund (PDAF). And the provincial government takes up the slack of P2.4 million instead of P2.5 million.

Also, the Provincial Bids and Awards Committee headed by lawyer Handel Lagunay recommended the awarding of the contract to PCI.

Can we ask from Atty Handel, who were the other bidders in that contract. I seem not to notice it published at the Bohol Provincial website as mandated by law.

Splendid offer from your limitless concern for Bohol !!!

However, knowing a little about idiosyncracies of traditional bureaucrats, may I suggest that your offer be coursed thru a collective medium. Individual propositions have less chances for consideration in the scheme of things with the bureaucracy as people within always associate it with some ulterior motives, unless it comes with some SOP (you know its allegorical with public transactions).

So, it would be apropos to somehow lend it to the TB Venture Capital Coop(?) as proposed by the Capitan.

What does the TB... community say. May we hear your opinions, guys . . .

Mr. Bohol (Mike),

The blame lies on Bohol Tourism management ...

If I recall right, the first editions of that multimedia marketing presentation did have snippets of Bohol. The recent versions may have been edited to shorten the video. Thus, it shows that we have no significant links with the Manila based Tourism Authority powers to advocate Bohol tourism interests.

We can not fault Ms. Babie Balio for her limitations, since her office (PTO) can only do what it can with its meager alloted resources in terms of personnel capacity and promotional funding.

Somewhere within TB... I noticed a post noting the absence of a notable prov'l gov't website to promote Bohol tourism. Can we in the TB... community initiate some civic oriented project to assist the PTO (Ms. Balio's office) setup a website for Bohol tourism. We can "coerce" Cong. Chatto, Chair of Tourism Committee to partially subsidize the effort thru the PTO.
