FOR BOHOL'S COMMON GOOD AUMENTADO-CHATTO SMOKE "PEACE PIPE"

The Bohol Standard
May 30, 2010 issued

Admitting that the last election was the "most hard fought and yes, even painful," Congressman -elect Erico B. Aumentado of Bohol's 2nd District initiated a move for a smooth transition of provincial administration from the former to the latter.

In his letter to Governor-elect Edgar Chatto dated May 17, he congratulated Chatto even as he commented that in the span of their respective long political careers, the last election was the most trying.

In his reply dated the following day, Chatto congratulated the governor in return on the latter's election as representative of Bohol's 2nd District.

He assured Aumentado that "as in the past electoral contest which I had the privilege of joining as a candidate for an elective post, I can assure you and the Boholano public that differences in political persuasions are easily set aside in favor of the common good and the achievement of the common vision for Bohol towards sustainable development."

To note, while both belong to the administration Lakas-Kampi-CMD party, they split and formed factions at the height of the campaign amid accusations and counter-accusations of party disloyalty although they still supported the same presidential candidate.

This notwithstanding, Aumentado said the statesman in both of them motivates them to set aside personal issues and start the preparation for the work at hand to sustain Bohol's progress and development.

He said he has organized his transition team to ensure the smooth transfer of authority from the Aumentado Administration to the Chatto Administration. The outgoing governor said his provincial administrator, lawyer Handel Lagunay, is convening the team to prepare the transition plan, with lawyer John Titus Vistal, the provincial planning and development coordinator, designated as focal person.

He requested Chatto to also form his own transition team to meet the Vistal-led group before his governorship ends and the incumbent 1st District congressman's begins.

"As you may have already known, there are mega projects and programs already being implemented, due for implementation, or already in the initiation phase which must be followed through so that they can be completed under your administration," he wrote.

Aumentado added that he is hopeful and optimistic that when these projects and programs are fully implemented, they will improve the quality of life of the Boholanos  and further enhance the province's economic drivers- agriculture and tourism.

He also expressed gratitude "that Bohol is never short of talented and competent leaders to man the helm of the province."

Chatto said he has already similarly convened a transition team with Provincial Board (PB) member Alfonso Damalerio II as focal person to coordinate with Aumentado's Vistal- led group.

He added that he and the team will be most interested to know the priority programs and projects including their stages of implementation "for our appropriate guidance before we also embark on trailblazing development initiatives."

He assured the governor that the recent political exercise "will not in any way affect our common desire to give the best of ourselves to the best interest of our province and our people."

Chatto also expressed appreciation over Aumentado's full support to the Chatto-Lim Administration.

Lim is ex-officia PB member Concepcion Lim, provincial federation president of the Liga ng mga Barangay (LnB) and vice governor -elect.

GUV TO FILE 10 + 2 BILLS IN WEEK 1 IN CONGRESS

Bohol Times
issued on May 23, 2010

Congressman-elect Erico B. Aumentado of Bohol's 2nd District will file two more bills within his Week 1 in the House of Representatives on top of the 10 he earlier mulled.

Aumentado's additional bills seek to modernize the National Bureau of Investigation (NBI) and to amend the charter of the Philippine Ports Authority (PPA).

"I want to hit the ground running", he said of the next phase of his political career that has spanned 43 uninterrupted years and still counting. After nine years as governor and nine years as congressman before that, Aumentado will re-claim his Congressional seat after winning the race hands down against his rivals to include incumbent Trinidad Mayor Judith Cajes. The mayor had anticipated exchanging places with her graduating husband Roberto who fared better by winning the Trinidad mayoralty race.

Aumentado said just like the Armed Forces, the agriculture, health, education, science and technology as well as other departments of government , the NBI needs to modernize by upgrading its equipment and enhancing the skills of its personnel by more training, among others, in order to keep abreast of the times, keep up with the investigative and detective capabilities of the private sector.

Above all, it needs to be one step ahead of criminal minds.

These cropped up in a lengthy discussion last week in Manila with NBI Director Nestor Mantaring and Deputy Director for Administrative Services Virgilio Mendez.

Both officials apprised him on the current situation of the bureau aswell as their modernization "wish list". Recognizing the needs, the governor said based on their prioritization, he will strive to provide funds to the bureau where these are needed most given the meager resources of the government, and added the bill to his earlier listed 10.

The other bill intends to amend the PPA charter to similarly make it more relevant with the times.

10 BILLS

The 10 bills include the conversion of the Anda Peninsula Highway or the provincial road from Guindulman through Anda, Cogtong, Candijay and Mabini to Ubay into a national road for it to qualify for Official Development Assistance (ODA) funding by the Government of Korea through the Korea International Cooperation Agency (Koica) with funds from the Korea Export-Import Bank (Eximbank).

The road is part of the Bohol Circumferential Road Improvement Project (BCRIP) Phase 3.

Another bill seeks to establish the Special Economic Zone (SEC) in Talibon town where 110 hectares of contiguous areas in Barangays Tanghaligue, Bagacay and Burgos have been delineated and consolidated for the purpose.

Aumentado's aggressive promotion of the multi-industry cluster (MIC) concept has led to several "takers" prompting him to plan still contiguous expansion areas in barangays San Jose and Tulang in the adjacent town of Getafe.

The MIC is a brainchild of former Ambassador of Korea and now presidential senior secretary on economic affairs Choi Joong-Kyung.

The Philippines and Korea approved its implementation in the Philippines with the agreement signed by the two countries as a highlight of the commemoration of the 60th anniversary of their bilateral relations.

For Bohol, one MIC is the facility that will extract bio-ethanol, the gasoline additive from the Eucheuma cottonii variety of algae to be cultured in the sea waters off northern Bohol - for expansion to Leyte, Southern Leyte, Cebu, Negros Oriental and Siquijor provinces.

The processing byproduct will be utilized for biomass power generation while the residue will be used as organic fertilizer.

A US$2.9 million algae bio-ethanol research center donated by the Korean government will be built near the facility. Just nearby will be a facility that will extract bio-diesel from jatropha, with biomass power as byproduct as well.

Aumentado and Arthur Yap also seek to establish the Ubay Science City where the Philippine Carabao Center, Ubay Stock Farm and Bohol Experiment Station, among others, are located- just like the Science City of Munoz in Nueva Ecija, as well as convert the provincial road in the island of President Garcia into national road.

Meanwhile, to minimize , if not totally stop corruption and substandard work, the Bohol solons-elect intend to pass the Public Works Reform Act that makes mandatory the computerization of cement and asphalt batching plants and imposes penal sanctions on contractors if they do not perform layer by layer compaction on the road base. Insufficient or substandard compaction, it was learned, causes spider web cracks and on asphalt pavement.

They also seek to make mandatory the PhilHealth benefits for barangay officials and frontline service providers with premiums to be paid on a counterparting basis by the national and local governments, as well as establish the barangay of Roads in the Department of Public Works and Highways.

Rounding up the count are the bills to institutionalize Barangay Master Planning, developing and operationalizing the Ubay Airport and enhancing the Agriculture and Fisheries Modernization Act.

Aumentado intends to file the bill by first week of July 2010 with 3rd district congressman-elect Arthur Yap as co-author.

Aumentado had a chance to discuss this with Yap in their party meeting Thursday last week in Manila where the latter was appointed vice president for external affairs of Lakas-Kampi-CMD.

LGU Philippines / VOTE BUYING: MOST RAMPANT IN BOHOL

VOTE BUYING : MOST RAMPANT IN BOHOL

The massive vote buying in the province places Bohol in a bad light as elections here are known to be one of the expensive among the provinces in the country.

"Running for a public post in an election here is no longer borne out of qualification, but dependent on the money one is prepared to buy votes."

Vote buying in the province has become so glaring that the "buying spree" even transpires with in a few meters from the gates of polling places.

There are several reports that a defeated candidate and newly elected officials even availed of P60 million loan for his campaign fund.

The vote buying of votes amounted from  P1,000 and P2,000 per voter as what people call as "PUSIL", wherein certain candidates have to buy votes in such huge sums of money.

In addition to this, some supporters of a mayoralty candidate went to the houses not just to pay the voters but to place indelible ink on the "recipients" to make sure they could no longer go to the precincts to vote.

Candidates now term the money to buy votes as "inangayan," since they now justify the purpose of such given cash as "token, and not meant to bribe the electorate."

    *****

INANGAYAN FACTOR
Inangayan, which is the Boholano term for the money given to the voter and is viewed as  a per diem and not vote buying, was a great factor but it was not all the deciding factor.

Without a proper poll survey, or a veteran politicians feel of the situation, a candidate would not know how to distribute the inangayan in order to be beneficial to the candidate.

There is a story of a new politician in 3rd district of Bohol with plenty of money but did not win. I'm sure that he did not have the information that in the 3rd district of Bohol, the response to "Modawat apan dili mobotar" was a huge 52.6%.

The questions of when, where, how, and why of the inangayan factor are determinable in a poll survey.

The biggest deciding factor was money. We asked the following question, "KUNG HATAGAN KA UG KUWARTA ARON MOBOTAR SA KANDIDATO NGA NAGHATAG, UNSA ANG IMONG BUHATON? (If you are given money to vote for the candidate who gave you the money, what will you do?)

For the First District of Bohol : a) Dili modawat- 14.92%
                                          b) Modawat apan dili mobotar- 56.25%
                                          c) Modawat og mobotar- 28.83%

For the Second district of Bohol: a) Dili modawat- 11.82%
                                             b) Modawat dili mobotar- 30.12%
                                             c) Modawat og mobotar- 45.18%

For the Third District of Bohol: a) Dili modawat- 16.7%
                                         b) Modawat dili mobotar- 56.6%
                                         c) Modawat og mobotar- 29.1%

He finished his elementary and high school at Holy Child academy, Ubay, Bohol as valedictorians. He graduated Bachelor of arts in Political Science in 1960 as magna cum laude and Bachelor of Laws at the University of Bohol in 1963 as cum laude. While studying as an outstanding student and scholar, he fought for the rights of students in the Visayas. he was also a former campus press editor, champion orator and debater.

LAW PROFESSION
When he became a lawyer, he was choosen "Outstanding Lawyer of 1974" by the Citizens Legal Aid Society of the Philippines (CLASP), headed by then Sen. Salvador Laurel, for bringing justice within the reach of the poor.

PUBLIC SERVICE
He was elected Provincial Board Member in 1967-1980 and 1984-1986. As a Senior Provincial Board Member, he went out of his way to negotiate for the surrender of the Rizalian rebels in their mountain citadel of Lundag, Pilar, Bohol in 1975. This courageous move earned him military citation for valor beyond the call of duty.

After then, he was elected Vice governor of Bohol in 1988-1992. As Vice Governor, he also successfully negotiated with the New Peoples Army (NPA) headed by Kumander Vargas in 1990 to withdraw its demands for the Japan International Cooperation Agency (JICA) to pay the insurgents P7.1 million access fee for Japan's multi-billion peso projects in Bohol. This paved the way for the implementation of the Capayas Irrigation Project, Bohol Circumferential Road Improvement Project (BCRIP), Bohol Irrigation (BHIP) and the Leyte-Bohol Interconnection Project (LBIP).

He became Representative of the  2nd district of Bohol for three consecutive terms in 1992-2001. His peers at the House of representatives best remember him for two unprecedented events.
First, as Vice Chairman of the House Committee on Appropriations, he stood for 12 hours to defend the general Appropriations Act of 1999, sometime in October 1998, in what was to be the longest budget defense in the history of Congress.
Second, as Chairman of the Committee on ethics he stood alone to successfully foil a House Resolution asking the Supreme Court to allow a congressman convicted of statutory rape, to attend the sessions and public committee hearing of the House of representatives pending the resolution of his case. Aumentado's fearless discourse triggered the withdrawal by about 40 congressmen (out of the 119 signatories) of their signatories, which led to the defeat of the masure on the floor during the marathon debate on the issue in 1999. Philippine Daily Inquirer columnist Belinda Olivarez-Cunanan, in a rare public commendation for a solon, raved about Erico's valiant efforts.

While at the House of Representatives, he gained membership to various committees such as the Commission on Appointments, Committees on Public Works and Highways, Agriculture, Education, Foreign Affairs, Energy, Transportation and communications, and was chairman of the Committee on appropriations, Sub committee on Justice and constitutional Bodies, Agriculture and natural Resources.

Moreover, he was elected unopposed by his peers as Deputy Speaker for the Visayas on January 24, 2000  and then as chairman of the 52 man  Visayas Bloc. He holds the distinction of being the first Boholano to ever hold these positions. The Visayas Bloc sponsored the multi-billion peso Trans-Visayas Intermodal Transport Network system (Trans-Viz Link) approved by congress and designated to establish Ro-Ro ports, fast craft services and access highways in the Visayas provinces, cities and municipalities.

As an esteemed member of congress, he was invited to be one of the keynote speakers during the International Symposium on human Rights on May 15 to 18, 1993 in Budapest, Hungary, and the Inter-Parliamentary Union Conference on March 24-30, 1999 in Brussels, Belgium. He was also one of the keynote speakers in the 102nd IPU Conference in Berlin, Germany from October 10-16, 1999 and the only ever member of the House of Representatives invited to speak on "Crime Prevention and criminal Justice and International Drug control" before the United Nations General Assembly in New York, USA on December 17-24, 1999.

He led the Philippine delegation of Senators and congressmen to the 2001 ASEAN Inter-Parliamentary Organization (AIPO) in Singapore where he delivered the Philippine position on various concerns in Asia including the Spratly Island flash points.

He was chosen by the Philippine News Agency as One of the Top 10 Performers in the 10th Congress for filing 133 bills of local and national application. These include the Limited Potability Scheme (RA 7699), Philippine Health Insurance Corporation Act of 1995 (RA 7875), Agricultural Tarrification Act (RA 8178), Social Security Act of 1997 (RA 8282), Official Development Assistance Act of 1998 (RA 8555), GSIS Act of 1997 (RA 8291), Agriculture and Fisheries Modernization Act of 1998 (RA 8435), Home Guaranty Corporation Act 2000 (RA 8763) and the Fair Election Act (RA 9006), among others.

Aumentado was also cited by then President Fidel V. Ramos as the "Philippines 2000 Advocate for Bohol's Development" for securing the approval of flagship projects such as the first phase of BCRIP, LBIP, and BHIP, as well as other vital projects for the province amounting to P6.9 billion. He also played a major role in the approval of the P2.38 billion BHIP II, and the P1.4 billion BCRIP II, for funding under the Japan Bank for International Cooperation (JBIC) 23rd Yen Loan Package. He pushed for the approval of these projects when he represented Congress to the Tokyo Pledging Session on the loan package in April 1999. He then worked for their favorable action by the national economic Development Authority, the National Irrigation - Department of Agriculture and the Department of public works and highway as project proponents.

Aumentado likewise worked with another Boholano, national Power Corporation (NPC) executive vice president Asiscio Gonzaga, for the implementation of the P2.4 billion LBIP I and the P2.1 billion LBIP II for a power generation of 100 megawatts to spur the economic development of Bohol. The mega projects which are under implementation amount to P5.88 billion, or a total of about P12 billion worth of projects he brought to Bohol during his nine year stint in congress.

On May 14, 2001, he won landslide victory where he garnered a 39,550 vote lead over then incumbent governor Rene Relampagos to elevate him to the highest public office in Bohol as provincial governor. He officially assumed office at the Capitol on July 1, 2001.

Today, he is on his unprecedented 3rd term as Governor of Bohol, being the only governor elected for three consecutive terms, and winning all his political battles since 1967 to the present. He presided over Bohol's phenomenal socio-economic development which pushed the province outside of the 20 poorest provinces to its present 52nd position upwards of the country's 81 provincial LGU's.

He has served as the immediate past National President of the League of Provinces of the Philippines (LPP)  and, is on his last mile as National president of the Union of Local Authorities of the Philippines (ULAP), the umbrella organization of the 1.5 million local officials of the Philippines, the 1st Boholano ever elected to the position. He likewise sits as co-chair of the Council of Advisers of the LPP.

He also served as Regional Development Council and Regional Tourism Council chairman of Central Visayas and as a major regional tourism destination of the country.

He has brought to Bohol about P15 billion worth of mega infrastructures. He is now working for the civil implementation of the P6 billion Panglao Bohol Island Airport Development Project (PBIADP) targeted for completion on 2013. This is a domestic airport but of international standard - as recently approved by President Gloria Arroyo and her Cabinet under the Medium Term Investment Philippine Development Program and poverty reduction projects. He has restored Bohol as one of the country's most peaceful provinces through his program on Poverty Reduction For Peace and development as cited by the National Peace and Order Council, the Gawad Galing Pook and the National Security Council.

He also supervises the completion of the provincial flagship projects in agriculture, eco-tourism and livelihood.
Under Aumentado watched, Bohol attained a 113% rice self-sufficiency in 2008 through Project RACER- Rice Accelerated Enhancement Response to the rice crisis in tandem with the Department of Agriculture's rice hybridization and fertilizer subsidy program, additional appropriation from the province and with the full operation of major irrigation projects.

In tourism, Bohol has breached the 500,000 mark of foreign and domestic tourists last year and still counting with the implementation of the Panglao Bohol International Airport Development project. Arrivals got a big boost with Danao Eco-/ Extreme Adventure Tourism.

Late last year ,the military declared Bohol as an insurgency free province. Team Bohol is the key player in sustaining the province's peace and development. As the quality of life improved, insurgency dwindled.

Leveraging the budget. through prudent fiscal fundamentals, Bohol steadily increased locally generated revenues, allowing it to leverage a growing 20% Development Fund for ODA-NGO-LGU counter parting.

Aside from construction and improvement of roads and bridges, hospitals, school buildings, housing, barangay water works and electrification projects, among others, the province also invested in human development, including the skills trainings, civic actions especially in former conflict areas and free medical-dental- surgical missions .

For not tainting a single office of the provincial government with corruption in his 9 years stint as governor according to surveys made by the Holy Name University Research Center. While not working just for awards, Governor Aumentado is nonetheless proud of these.

"The outstanding performance of the Provincial Government of Bohol under his joint stewardship is validated by International major awards and domestic major awards."
