Other regions are now following the footstep of Central Visayas where the program dubbed 'Subcontracting Partners for Innovation' (SPIN) that initially rolled out in the region has successfully provided a means of livelihood for rebel returnees and indigents in cleared conflict areas.
The SPIN Program, a government-private undertaking, not only generates employment for rebel returnees and the poor but likewise assists exporters in increasing production volume of exported products with a greater impact in the promotion of peace in areas commonly known as breeding grounds for insurgency.
Under the program, rebel returnees and indigents are made to undergo skills training on weaving and craftsmanship after which, their hand-made products that are for actual export orders are bought by the exporter once these passed quality standards. This way, rebel returnees and the indigents can immediately earn an income after a hard day's work with their earnings dependent on the number of products they can make.
The program is a collaboration of the Department of Trade and Industry (DTI-7), the Armed Forces of the Philippines- Central Command (AFP-CentCom) and Cebu-based exporters led by the 33 Point 3 Exports where they join forces to train residents in cleared conflict areas as well as and disadvantaged areas to make quality products for export.
Cost of trainings was shared by DTI, the exporter and LGU where the specific barangay is located.
This year alone, the program has provided 26 skills trainings in 17 towns in Central Visayas and around 1,128 residents have benefited from the program. Over the last 11 years, 33 Point 3 has generated over 8,000 employment opportunities throughout the region and assisted 23 municipalities.
Because of the success of the program, the DTI has allocated P2M in the country for the project considering that local government units have also seen the positive impact of the program and are willing to share in the costs of training.
