but then it looks like no government can afford to confront big multinational tobacco and let go of its big source of income, that's why government campaign against smoking seems hypocritical. ("we've done our part, now it's up to you. meantime, we continue to collect taxes on cigarettes if you continue to buy.")
the production of cigarettes and its sale and distribution continue (for people of course; no cat buys cigarettes) while at the same time civil authorities undertake a token campaign against it.
the situation is almost parallel to liquor or prostitution. no supply if there are no buyers; no buyers of something that isn't available. why can't government simply enforce a total ban on cigarettes so it could go the way of something that belongs to the past, like the quaint and unbelievable betel nut chewing, for the next generation?
