The benefits of
24-hour drinking have failed to materialise and there needs to be tougher action to tackle alcohol-related problems, the Home Office says.
UK Home Secretary Theresa May has unveiled plans to overhaul licensing laws and tackle violent disorder ahead of a key speech on anti-social behaviour later.
Measures include making it easier for communities to influence licensing decisions in England and Wales.
Retailers selling alcohol to children would also receive tougher penalties.
Other plans being considered are allowing local authorities to impose a late-night levy on bars and clubs to pay the costs of policing, taxi marshalling and street cleaning, and a ban on the sale of alcohol below cost price.
